<p>Job#: 3030792</p> <p>Job Description:</p> <p>Position Title: Program Manager</p> <p>Location: Portland, OR Hybrid</p> <p>Pay Rate Range: $75/hr-$85/hr</p> <p>Description:</p> <p>Project Manager of Voice Radio and Communication (Microwave) Tower Modernization Projects</p> <p>Key Responsibilities:</p> <ul> <li>Lead large, complex strategic projects, assuming accountability for delivering results </li><li>Manage projects, including internal and External resources </li><li>Develop project plans, budgets, scope, timelines, outcomes, and deliverables using internal PMO tools and templates </li><li>Collaborate with stakeholders, and cross-functional teams to define project goals, deliverables, and timelines. </li><li>Act as a liaison between technical teams, operational teams, and executive stakeholders. </li><li>Communicate technical concepts and progress to non-technical stakeholders in a clear and concise manner. </li><li>Identify potential project risks and develop mitigation strategies. </li><li>Ensure system reliability and security are addressed during the planning and execution phases. </li><li>Execute procurement and contracting activities, tracking, and reporting according to internal policies and procedures. </li><li>Identify, manage, and resolve inter-project/program dependencies, working with other PMs and internal stakeholders </li><li>Conduct analyses to estimate and track project costs and budgets </li><li>Define resource requirements and negotiate availability with resource managers </li><li>Manage vendor relationships to align vendor schedules, costs, and deliverables with the overall project plan </li><li>Ensure alignment of technical solutions with organizational objectives and compliance requirements. </li><li>Establish, maintain, and update project risk log. Resolve project issues and escalate as appropriate </li><li>Manage project change control and follow existing policies </li><li>Ensure project-related documentation is accurate and complete </li></ul> <p>Skills and Qualifications:</p> <ul> <li>Thorough knowledge of project and program management theories, models, and techniques </li><li>Experience managing a program or volume of projects with competing schedules </li><li>Demonstrated success applying project management concepts and techniques across large, mission-critical projects/programs </li><li>Strong communication and presentation skills across all levels of the organization </li><li>Demonstrated analytical skills, including problem solving and critical thinking, with attention to detail </li><li>Ability to facilitate meetings and manage difficult conversations with tact and diplomacy </li><li>Ability to gain and maintain credibility at all levels of the organization </li><li>Understanding of business process improvement and change management desired </li><li>Master's degree in business, technology or related field preferred </li><li>PMI or equivalent certification preferred </li><li>7+ years of progressive project management leadership experience </li></ul> <p>Telemetry PM:</p> <p>The ideal candidate will possess strong leadership capabilities, technical experience in telemetry systems, and experience with large-scale technology implementations. This role is critical to ensuring the successful deployment of an ongoing program to update and maintain telemetry sites across Oregon and Washington.</p> <p>Additional skills and qualifications:</p> <ul> <li>Familiarity with construction means and methods, jurisdictions and permitting requirements </li><li>Ability to write statements of work, ensuring scope matches site design and appropriate materials are planned for </li><li>Experience with materials tracking, long lead purchasing coordination, materials and vendor invoice reviews and approvals </li><li>Power utility experience preferred </li></ul> <p>Cybersecurity, Compliance, OT, Network and Infrastructure PM:</p> <p>The ideal candidate will possess strong leadership capabilities, budget management expertise and experience in cybersecurity and network communications systems within the Field, OT and IT environments.</p> <p>Additional skills and qualifications helpful but not required:</p> <ul> <li>Experience with Identity and Access Management, Cybersecurity, Network, Service Delivery and Radio or Microwave technologies preferred. </li><li>Domain knowledge of TSA and or Regulatory cybersecurity and compliance practices helpful. </li><li>Domain knowledge of Firewall and Network Communications helpful. </li><li>Domain knowledge of the considerations between OT and IT environments. </li></ul> <p>EEO Employer</p> <p>Apex Systems is an equal opportunity employer.
