<p>TARGET ENTRY SALARY:</p> <p>Human Resources Analyst I: $63,947 - $67,144 DOQ</p> <p>Human Resources Analyst II: $70,502 - $74,027 DOQ</p> <p>POSITION OPEN UNTIL FILLED</p> <p>Under limited direction, the Human Resources Analyst II performs highly skilled and professional work for the classification, compensation, equal employment opportunity, recruitment and selection, workforce planning, employee development, performance appraisal, occupational analysis, labor relations, benefits, employee relations, FMLA administration, and other personnel programs within the Human Resources Department.</p> <p>Current recruitment is for our Labor Relations, Classification & Compensation division.Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act (ADA), may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:</p> <ul> <li>Develops and creates various presentations to ensure all policies and procedures of the City are clearly communicated to employees; creates and administers standard operating procedures (SOPs). </li><li>Analyzes, researches, and makes recommendations to improve human resources policies, procedures, and programs to include preparation of human resources program related studies and reports; audits and maintains employee databases and organizes files. </li><li>Collects performance management data and develops complex reporting and analysis through generated reports from various databases using queries and reporting tools to produce meaningful metrics. </li><li>Performs projects ensuring organization and completion; develops strong relations with and consistently communicates with other city departments and outside vendors. </li><li>Performs various other administrative tasks including budget development, special projects, departmental policy changes and updates, payroll administration, and other department initiatives. </li><li>Administers training and ensures co-workers understand the policies and procedures; supports other areas of the human resources department when needed. </li><li>Performs other duties as assigned. </li></ul> <p>Labor Relations, Classification & Compensation</p> <ul> <li>Administers and handles classification and compensation; responds to employee classification appeals and recommends classification actions; performs job analysis and auditing; identifies job duties and requirements, determines job titles, develops descriptions, and updates software; maintains all job descriptions, job classes, reclassifications, and other information; assists in the completion of annual wage adjustments for employees. </li><li>Uses published or conducts ad hoc surveys to obtain and analyze market pay rates; makes recommendations on appropriate pay grade level; reviews recommendations within city pay plan for internal equity; prepares reports on findings and handles administrative steps to formalize recommendations. </li><li>Prepares for and assists with contract labor union negotiations; evaluates cost of proposals, drafts articles for final CBA, and implements monetary aspects of contracts; serves as a liaison with various Union executive boards, management, and employees; provides guidance for processing grievances and organizing formal appeal hearings, drafting memoranda of understandings (MOUs), and interpreting collective bargaining agreements (CBA) information. </li><li>Consults with directors, managers, supervisors, and employees on a variety of organizational management, compensation, and related human resources issues; interprets and administers employees' contracts with respect to grievances, wages or salaries, employee welfare, pensions, union practices, and other stipulations. </li><li>Scans, uploads, and maintains electronic records and tracking documents. </li><li>Creates and maintains HR dashboards using relevant HR metrics to identify trends in a variety of areas to support decision making and workforce planning. </li></ul> <p>Human Resources Analyst I:</p> <p>Licenses, Certifications, and Equipment: </p> <ul> <li>A valid State driver's license is required. </li></ul> <p>Education and Experience: </p> <p>Bachelor's Degree in Human Resources, Business or Public Administration, Industrial Psychology, or related field, and one (1) year of progressively responsible experience in Human Resources Administration; OR, either an Associate's of Arts Degree or attainment of a recognized professional designation certification in Human Resources Management (i.e. SHRM) requiring course completion and a competency examination process, and five (5) years of progressively responsible experience in the field of Human Resources Management; OR an equivalent combination of education, training, and experience may be considered. </p> <p>Human Resources Analyst II:</p> <p>Licenses, Certifications, and Equipment: </p> <ul> <li> <p>A valid State driver's license is required.</p> </li><li> <p>PHR/SPHR or a similarly recognized certification in Human Resource Management is required. </p> </li></ul> <p>Education and Experience: </p> <p>Bachelor's Degree in Human Resources Administration, Business or Public Administration, Psychology, Education, or other job-related field and three (3) years of professional level experience in human resources administration; OR an equivalent combination of education, training, and experience may be considered. </p> <p>Knowledge of -</p> <ul> <li>Office practices, procedures, and equipment </li><li>Personnel administration </li><li>City payroll, benefits, insurance, and budget </li><li>Diversity programs; EEO, ADA, and other programs </li><li>City and departmental policies </li><li>Automated record keeping systems </li><li>Organizational charts, job descriptions, and salary records </li><li>General document management and handling </li><li>Customer service and interacting with personnel </li><li>General office policies and procedures; computers and general office equipment </li></ul> <p>Skill in -</p> <ul> <li>Performing general office and clerical work </li><li>Using correct grammar and spelling </li><li>Interpreting and applying policies and procedures correctly </li><li>Handling detailed paperwork and computations </li><li>Handling confidential or sensitive personnel files </li><li>Preparing comprehensive analytical reports </li><li>Completing tasks given both orally and in writing </li><li>Deescalating situations and general employee disputes </li><li>Establishing and maintaining strong office relationships </li><li>Operating a computer and related software </li></ul>
