<p>The Aquatic Operations and Recreation Analyst plays a key role in the day-to-day operation of a municipal aquatic center, blending leadership, organization, and hands-on involvement. The role plans, coordinates, and oversees a wide range of aquatic programs for participants of all ages and abilities, while also actively supporting program delivery when needed.</p> <p>The position supervises and supports swim instructors, lifeguards, cashiers, and other facility staff, assigns daily work responsibilities, and helps ensure smooth, safe operations. It also responds to emergencies, providing first aid and lifesaving care when necessary. Administrative responsibilities include preparing activity, attendance, payroll, and financial reports, assisting with budget tracking, and addressing facility maintenance needs in coordination with appropriate staff.</p> <p>This role may be assigned to different aquatic facilities based on program needs and is expected to step in and perform frontline duties when needed or assigned to maintain normal operations and high service standards.</p> <p>About You:</p> <p>You're a hands-on leader who cares deeply about water safety, high-quality programs, and creating a space where everyone feels welcome. Dive in and apply.</p> <p>About Us:</p> <p>Raleigh Aquatics operates four year-round aquatic facilities and four seasonal pools across the city. Each year-round facility is led by a Facility Director and supported by a team of Assistant Directors, while seasonal pools are managed by a Seasonal Pool Director with Assistant Director support at each location.</p> <p>All facilities offer core services, including lap swim, recreational swim, and learn-to-swim programming. Aquatic Facility Assistant Directors support overall program operations through work at their assigned facility and may also be assigned to support seasonal pools or other aquatic facilities based on program needs and operational priorities.</p> <p>Work Hours:</p> <p>This positions work hours are based on operation needs of the aquatic facility and may require some nights and weekends.</p> <p>The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.</p> <ul> <li> <p>Plan, lead, and oversee aquatic programs and operations including lap swim, recreational swim, learn-to-swim programs, trainings, and special activities. Support program promotion, facility rentals, and positive patron engagement as needed.</p> </li><li> <p>Supervise, support, and develop staff by recruiting, interviewing, hiring, training, scheduling, assigning work, evaluating performance, addressing concerns, and maintaining appropriate documentation for lifeguards, instructors, cashiers, and other part-time staff.</p> </li><li> <p>Maintain continuous facility operations by performing the duties of staff you supervise-including lifeguarding, swim instruction, cashiering, coaching, or other frontline roles-when necessary to support safe, uninterrupted operations or when assigned.</p> </li><li> <p>Manage administrative and financial responsibilities including payroll, daily deposits, activity and attendance tracking, revenue and expenditure reporting, and assisting with budget monitoring and forecasting related to facility and program operations.</p> </li><li> <p>Ensure safety, compliance, and emergency readiness by enforcing policies and procedures, responding to incidents, providing first aid and lifesaving care, conducting staff trainings, in-services, and recertifications, maintaining accurate certification and training records, and attending all required in-service trainings and facility, program area, and department staff meetings. Remain current in all required certifications and trainings, which must be obtained within the six-month probationary period, including but not limited to American Red Cross Lifeguarding, Water Safety Instructor (once acquired), Pool & Hot Tub Alliance Certified Pool Operator (CPO), and Wake County Pool Operator certifications.</p> </li><li> <p>Oversee facility operations and maintenance needs by supervising custodial care, monitoring equipment and building conditions, coordinating repairs with appropriate personnel, maintaining and ordering equipment, supplies, and materials as needed, serving as manager on duty during assigned shifts (including early mornings, evenings, and weekends), assisting with departmental operations during inclement weather or emergency situations, and driving a City vehicle to transport and deliver supplies, materials, and equipment between City of Raleigh aquatic facilities.</p> </li><li> <p>Demonstrate strong professional judgment, organization, and time management by maintaining an accurate work calendar, prioritizing competing responsibilities, anticipating operational needs and challenges, meeting deadlines, and adjusting schedules or commitments as necessary. Effectively solve problems within the scope of the role, recognize when issues require documentation or communication, and escalate matters to a supervisor when approval or guidance is needed. Use established digital tools and prescribed communication methods to document actions, track work, and share information, while quickly learning and applying facility procedures, operational practices, and program expectations to operate at a high level with minimal direction.</p> </li></ul> <p>Education and Experience:</p> <p>Bachelor's Degree in Leisure Activities, Physical Education, Sports/Athletics, Therapeutic Recreation or related field; 1 to 3 years' experience in recreation program/activity and/or special event implementation, marketing, coordinating, or related work</p> <p>OR</p> <p>Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted</p> <p>Licenses or Certifications:</p> <ul> <li>Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire </li><li>American Red Cross Lifeguarding with CPR/AED for Professional Rescuer and First Aid </li></ul> <p>Preferred Qualifications:</p> <ul> <li>American Red Cross - Water Safety Instructor - ability to obtain within 1 year of hire </li><li>American Red Cross - Lifeguarding Instructor - ability to obtain within 1 year of hire </li><li>Pool and Hot Tub Alliance- Certified Pool Operator certification required within six months of hire. </li><li>Wake County Pool Operator certification required within six months of hire </li></ul> <p>Knowledge of:</p> <ul> <li>Principles and practices of program administration and management and project management. </li><li>Principles and methods of qualitative and quantitative research, critical thinking, and analysis. </li><li>Modern budget practices. </li><li>Supervisory principles, practices and techniques (based on assignment). </li><li>Techniques and methods for organizing, prioritizing, assigning and monitoring work, </li><li>Practices and methods of coaching and leading the work of others. </li><li>Applicable federal, state and local laws, codes, regulations relevant to the position. </li><li>Customer service principles. </li><li>Specialized equipment relevant to area of assignment. </li><li>Modern office technology. </li></ul> <p>Skill In:</p> <ul> <li>Managing a project or program. </li><li>Gathering data, analyzing findings and applying logic and reason. </li><li>Coordinating deadlines, prioritizing work demands and assigning/monitoring work performed. </li><li>Researching industry trends, solutions and best practices. </li><li>Interpreting, monitoring and reporting financial information and statistics. </li><li>Authoring and preparing original reports, documents and presentations. </li><li>Monitoring project schedules, status and compliance. </li><li>Supervising and evaluating staff performance as well as training and coaching staff. </li><li>Interpreting and applying applicable laws, codes, regulations and standards relevant to the position. </li><li>Providing customer service. </li><li>Utilizing a computer and relevant software applications. </li><li>Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction. </li></ul> <p>ADA and Other Requirements:</p> <p>Work Environment and Physical Effort:</p> <p>Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.</p> <p>Work Environment:</p> <p>Work is typically performed in an office or similar indoor setting.
