<p>Description</p> <p>The purpose of this position is to supervise and perform skilled technical and manual work in the daily operation of an assigned City water treatment plant; to prepare and maintain required records and reports, and to perform related work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.</p> <p>The work is considered medium-to-heavy in nature and involves walking, standing, stooping, crouching, crawling, climbing, balancing, lifting, digging, pushing or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, fingering, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.</p> <p>Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals, disease / pathogens, confined spaces; and is safe and secure that may periodically have unpredicted requirements or demands.</p> <p>Essential Job Functions</p> <ul> <li>Supervises, monitors and assists with all daily water plant operations. </li><li>Supervises the activities of assigned personnel; supervisory duties include scheduling, instructing, assigning and reviewing work, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, and recommending and implementing employee discipline. Offers advice and assistance as needed. </li><li>Provides operations and safety training for plant personnel. </li><li>Assists in preparing and administering the division's annual operating and capital budgets. </li><li>Receives and assigns work orders; ensures timely and proper completion of all work projects. </li><li>Inspects equipment and processes to determine efficiency of operations, maintenance requirements, and cleanliness. </li><li>Reviews reports submitted by subordinates for completeness and accuracy; monitors laboratory test results and initiates corrective action as necessary. </li><li>Determines chemical dosages and feed rates. </li><li>Advises and consults with superiors on unusual operating problems or the need for major repairs to equipment. </li><li>Administers the plant SCADA system; enters operating data and laboratory data into computer system daily; generates related reports. </li><li>Assists in determining security protocol and in maintaining plant security at all times. </li><li>Performs duties of plant operators as required during staff shortages. </li><li>Orders and maintains inventory of treatment chemicals and other supplies and materials. </li><li>Assists in ensuring plant compliance with City/department policies and procedures, S.C. DHEC regulations, and all other applicable laws, regulations, and standards of quality and safety. </li><li>Works with consulting engineers, equipment manufacturers/vendors, and construction contractors in the upgrade and/or modification of facilities and equipment. </li><li>Performs general administrative / clerical work as required, including but not limited to conducting and attending meetings, preparing reports and records, entering and retrieving computer data, copying and filing documents, answering the telephone, etc. </li><li>Receives and responds to inquiries, requests for assistance and complaints from customers, City personnel and the general public in areas of responsibility. </li><li>Conducts plant tours as scheduled. </li><li>Coordinates special projects as assigned. </li><li>Attends meetings, training, seminars, etc., as appropriate to enhance job knowledge and skills. </li><li>Serves on call 24 hours per day to ensure uninterrupted service for customers. </li><li>Performs other related duties as assigned. </li></ul> <p>Qualifications</p> <p>MINIMUM REQUIREMENTS TO PERFORM WORK:</p> <ul> <li>High school diploma or GED; </li><li>Eight (8) years of relevant prior experience related to water treatment plant operations; </li><li>Valid South Carolina Class "D" Driver's License; </li><li>Must have or be able to obtain a Water Treatment "A" level certification within one (1) year from date of hire or promotion. </li></ul> <p>SPECIAL REQUIREMENTS:</p> <ul> <li>Selected applicant must pass a respiratory physical in compliance with OSHA Regulation 1920.134 Section (b); </li><li>May be required to work nights, weekends and/or holidays. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages; </li><li>Knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, utilizing e-mail, word processing and spreadsheet software programs; </li><li>Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information; </li><li>Ability to speak or signal to people to convey or exchange information of a general nature; </li><li>Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as wastewater plant equipment, or the application of complex software or systems; may involve installation and testing. Involves operations of limited scope; </li><li>Ability to perform skilled work involving rules/systems with almost constant problem-solving; </li><li>Ability to read routine sentences, instructions, regulations, procedures or work orders; writing routine sentences and completing routine job forms and incident reports; speaking routine sentences using proper grammar; </li><li>Ability to perform clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure; and </li><li>Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine. </li><li>but with many variations from the routine. </li></ul> <p>The City of Columbia is proud to offer a complete benefits package to full-time employees.
