Travel is required to conduct investigations and there will be occasions where facility visits will be required.</p> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Experience managing a web-based case management system. </li><li>Experience managing case files and working with state agencies. </li></ul> <p>Must have skills:</p> <ul> <li>Valid Arkansas Driver's License </li><li>Travel is required to conduct investigations and there will be occasions where facility visits will be required. </li><li>Ability to conduct thorough interviews and present findings in an administrative review setting. </li><li>One or more years' experience in conducting investigations including witness interviews and document review. </li><li>Ability to communicate articulately and professionally, both verbally and in writing, when representing the Department/Division during administrative hearings. </li><li>Ability to maintain confidentiality at all levels. </li></ul> <p>The position is responsible for investigating all reports of abuse, neglect and exploitation in long-term care facilities and home and community-based service providers. The position is responsible for managing a caseload of pending investigations, ensuring cases are fully investigated and concluded within statutory timeframes. This position is responsible for investigations and outcomes where information is placed in the Enterprise Licensing System (ELS), Employee Clearance Registry (ECR), National Practitioner Database, and works with name placement of offenders on the Child Maltreatment and Adult Maltreatment Registries. This position serves as a contact person to the general public, provider community, DPSQA, and sister state agencies.</p> <p>Job Summary:</p> <p>Review Incident and Accident claims as assigned by the lead investigator</p> <p>Perform a thorough investigation in person/virtual of all sources.</p> <p>These investigations may be desk investigations or may include on-site visits and travel and will require communication with people at all levels.</p> <p>Review allegations and evidence from any source</p> <p>Evaluate the victim/s, the perpetrator/s, witnesses and others to determine the facts</p> <p>Prepare a written investigative determination</p> <p>Follow program goals, objectives, and guidelines</p> <p>Follow policies and procedures for the Division and Rules and Regulations regarding reporting requirements and defining abuse, neglect, and exploitation of HCBS/LTC residents</p> <p>Disseminate and interpret regulations, policies and procedures to program participants</p> <p>Attend and present information on claims investigated to DPSQA's I&A Committee</p> <p>Represent DHS as a witness at Appeals Hearings on cases investigated</p> <p>Work Closely with other members of the staff, facilities, and sister divisions</p> <p>Demonstrate professionalism at all time</p> <p>Demonstrate strong communication and decision-making skills daily Demonstrate good listening skills, and a non-judgmental behavior at all times</p> <p>The Department of Human Services is a place for people passionate about serving others and changing lives for the better. This position is governed by state and federal laws and agency/institution policy.</p> <p>Functions</p> <p>Supervises a lower-level managerial, professional, and administrative support staff by interviewing and recommending for hire, training employees or arranging training opportunities, assigning and reviewing work and special projects, evaluating the performance of incumbents, and conducting staff meetings to clarify problems and obtain status reports. Determines program goals, objectives, and guidelines, develops and implements policies and procedures, evaluates program effectiveness and compliance, initiates corrective actions or revisions, and provides technical direction and administrative support to program personnel. Disseminates and interprets regulations, policies, and procedures to program participants, coordinates internal and external personnel and activities to identify needs, problems, and accomplishments of program, conducts meetings to discuss program progress or problems, and presents program workshops or training. Participates in the development of an operating budget by identifying program needs, preparing justifications, monitoring expenditures, approving reallocation of funds, and preparing related reports. Performs one or more of the following activities related to program responsibilities, including approving final orders, system design and/or licenses, researching and compiling survey and statistical data, and performing the duties of professional program staff as needed. Knowledge of the principles and practices of organizational management. Knowledge of state and federal laws applicable to program area. Knowledge of program planning, monitoring, and evaluation techniques. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to interpret and apply applicable laws, regulations, policies and procedures. Ability to evaluate program effectiveness and compliance. Ability to prepare and present verbal and written information. Ability to develop and implement program goals, objectives, guidelines, policies and procedures.</p> <p>Minimum Qualifications</p> <p>The formal education equivalent of a bachelor's degree in public administration, social work, business administration, rehabilitation services or a related field; plus four years of experience in program planning or administration, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
