<p>General Description</p> <p>This position performs advanced technical, professional, and supervisory work within the Water Resources section, with a primary focus on administering Water Quality programs. Key responsibilities include overseeing sample collection and regulatory data reporting, managing private well permitting and abandonment, coordinating cross-connection control efforts, and supporting wellhead protection initiatives. The role also involves managing related information systems and ensuring accurate documentation, storage, and reporting of all program data. In addition, this position supervises and assigns work to Water Samplers, Cross Connection Control Inspectors, and the Program Specialist. Working under the general direction of the Water Resources Manager, this position exercises a high degree of independence, judgment, and leadership while collaborating closely with Water Engineering and other Water Resources staff.</p> <p>IMPORTANT: PLEASE ATTACH A COVER LETTER, UP TO TWO (2) PAGE, IN THE ATTACHMENTS SECTION OF THE APPLICATION. Even if every item on the job postingdoesn'tmatch your experience perfectly, we encourage you to apply and share how your skills and experience can best serve our community.</p> <p>Examples of Duties and Responsibilities</p> <p>Personnel Management - Water Quality subunit</p> <ul> <li> <p>Prioritize and assign daily work; determine staffing needs for Water Quality programs.</p> </li><li> <p>Plan, coordinate, review, and supervise the work of Water Samplers, Cross Connection Control Inspectors, Program Specialist, and clerical staff in the Water Quality subunit.</p> </li><li> <p>Develop, update, and maintain training programs, including workflows and standard operating procedures.</p> </li><li> <p>Ensure staff are properly equipped and trained in safety procedures and equipment.</p> </li><li> <p>Participate in hiring, promotion, coaching, mentoring, evaluation, and discipline of staff. Recommend applicants for hire and promotion to the Water Resources Manager.</p> </li><li> <p>Review work, including field visits as necessary, and ensure that accurate and complete records are prepared and maintained.</p> </li><li> <p>Provide guidance, direction, and assistance with interpretation of policies and procedures and regulatory requirements.</p> </li></ul> <p>Program Administration - Sample Collection and Reporting</p> <ul> <li> <p>Coordinate and direct water quality monitoring, including internal record-keeping and reporting to City, State, and Federal agencies and to customers, contractors, and interest groups.</p> </li><li> <p>Establish sampling frequency and review monitoring requirements and test results to comply with State and Federal regulations, reporting and monitoring requirements, and the expectations of customers.</p> </li><li> <p>Prepare periodic summary reports for internal and external use, including for the Water Utility website. Coordinate the development, printing, and delivery of the Annual Water Quality Report (Consumer Confidence Report, CCR).</p> </li><li> <p>Maintain effective communication and working relationships with local and state partners including staff at Public Health Madison and Dane County, Wisconsin Department of Natural Resources and State Laboratory of Hygiene, and other City of Madison agencies.</p> </li><li> <p>Receive and respond to escalated customer concerns and complaints; document actions taken and correspondences; and investigate, recommend, and direct corrective action as part of a collaborative team approach.</p> </li></ul> <p>Program Administration - Wellhead Protection</p> <ul> <li> <p>Direct and regularly review and update wellhead protection plans including contaminant source inventories.</p> </li><li> <p>Review and approve re-developments or changing land use proposals for properties located within wellhead protection districts; Develop, maintain, and refine an environmental checklist to ensure proposals maintain or enhance groundwater protection.</p> </li><li> <p>Direct the implementation of management strategies for source water protection.</p> </li><li> <p>Establish and maintain effective relationships with City, County, and State staff to effectively implement the strategies identified in the wellhead protection plans.</p> </li></ul> <p>Program Administration - Private Well Permitting and Abandonment</p> <ul> <li> <p>Direct programmatic activity, including staff assignments and associated record-keeping.</p> </li><li> <p>Review private well permit applications including support documents - well construction reports and water quality results - and issue permits.</p> </li><li> <p>Issue orders to abandon unsafe, non-complying or non-permitted wells and implement the residential service connection requirement.</p> </li><li> <p>Effectively communicate program goals and objectives to private well owners; enforce the State Private Well Code and Madison General Ordinances including issuance of citations for non-compliance.</p> </li><li> <p>Plan for future annexations and anticipated staffing and budgetary needs.</p> </li></ul> <p>Program Administration - Cross Connection Control</p> <ul> <li> <p>Direct and supervise staff in the cross connection control and elimination program.</p> </li><li> <p>Oversee documentation and record keeping, including maintenance of data management systems, for scheduling, tracking, and reporting cross connection inspections and their results; review, assess, recommend, and implement updates to data management systems.</p> </li><li> <p>Prepare and submit periodic reports including the annual report to Wisconsin DNR summarizing completed cross connection control inspections and their status.</p> </li><li> <p>Train, direct, and supervise staff to develop and implement an education and outreach program for the identification and elimination of unprotected cross connections.</p> </li></ul> <p>Perform related work as required and assigned.</p> <p>Minimum Qualifications</p> <ul> <li> <p>Three (3) years of technical and administrative experience in water quality activities that included sampling, laboratory, data analysis, program administration or other similar activities. Such experience should have included or be supplemented by at least one (1) year of leadership or supervisory experience. AND</p> </li><li> <p>Bachelor's degree in water resource management, chemistry, microbiology, environmental engineering, or a closely related field.</p> </li><li> <p>OR-</p> </li><li> <p>Two (2) years of experience with the following:</p> </li><li> <p>Principles, practices, and methods associated with drinking water quality and the operation of a large municipal water utility.</p> </li><li> <p>Groundwater management practices, drinking water regulations, and water chemistry and microbiology.</p> </li><li> <p>Full range of supervisory principles and practices, labor relations and personnel management.</p> </li><li> <p>Computer software applicable to the duties of the position.</p> </li><li> <p>Familiarity with the following:</p> </li><li> <p>Applicable city ordinances, Wisconsin DNR codes, and position-specific federal regulations.</p> </li><li> <p>Distribution system computer models and system hydraulics.</p> </li></ul> <p>The City of Madison strives to provide exceptional customer service to all its residents and visitors. Employees must occasionally be able to stand for long periods of time, walk long distances over uneven terrain, and work outside in all weather conditions in all seasons.</p>
