<p>Description</p> <p>SUMMARY:</p> <p>The Director of Programs is responsible for the overall planning, implementation and supervision of CISEPA operations in schools served by CIS of Eastern PA. The Director of Programs will ensure fidelity to the CIS Model and quality delivery of services. The Director of Programs will work with organizational teams to ensure all Site Professionals are providing consistent programming, utilizing best practices, and updating data according to Total Quality System (TQS) standards. The Director of Programs is pivotal in engaging and maintaining partner relationships and often serves as a liaison between the agency and partners including districts and other community partners.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <p>Program Operations</p> <ul> <li>Facilitate the implementation of effective program and operational practices to best serve students and families. </li><li>Provide administrative supervision (onsite/offsite), leadership, guidance, and motivation for all assigned CIS initiatives and ensure standardized implementation at all CIS sites (family engagement, basic needs, referrals, career services, afterschool programming, health initiatives, etc.) </li><li>Organize program implementation by ensuring procedures are in place for effective program delivery at all CISEPA Full Model and General Youth Services sites. </li><li>Ensure program and school site compliance with CIS National Total Quality Standards (TQS), contracts and/or grants </li><li>Maintain relationships with regional partners and school district partners. </li><li>Support growth and transition of CISEPA programs by managing the implementation process of new sites; including but not limited to principal onboarding, initial Needs Assessment & Support planning, and regular meetings with school support team. </li><li>Support the application process for funding and provide oversight of grant requirements, when applicable. </li><li>Research and apply best practices from other CIS sites and from local and national training, educational, and service programs. </li><li>Consult with the Executive Vice President on escalated and bigger picture supervision matters. </li></ul> <p>Staff Supervision & Support</p> <ul> <li>Directly supervise a group of school/program sites, including site based professionals. </li><li>Ensure all professionals are well-supported, properly trained, and clearly understand their roles, responsibilities, and relevant school and CISEPA expectations. </li><li>Support the recruitment, interviewing, selection, and placement of highly qualified staff. </li><li>Oversee staff onboarding, development, and evaluation processes, ensuring proper orientation, identifying growth needs, and recommending promotions or retentions. </li><li>Engage in coaching, action planning and/or performance improvement plans with staff, as necessary. </li><li>Build and maintain relationships with school based and school district leadership to provide updates, share impact and seek feedback on CISEPA service delivery. </li><li>Support the implementation of services and programming into new schools and/or districts. </li><li>Manage budgets, including site based and grant related budgets. Ensure expenditures are allowable and reasonable. </li><li>Work with the agency teams and departments to develop and deliver training modules for program staff to support best practices of assessed needs. </li><li>Participate in regular supervision with the Executive Vice President to review program activity, reporting any concerns which impact the overall success of programs. </li></ul> <p>Data Analysis & Program Assessment</p> <ul> <li>Manage data systems and reporting, ensure staff training and compliance with data protocols, and collaborate with the data team to support accurate and timely reporting. </li><li>Engage in ongoing program assessment and guidance of the site programs. Manage the program's key indicators of student success. CIS's core program indicators include but are not limited to, caseload build-up, academics, </li></ul> <p>attendance, and behavior outcomes. Additional program indicators are defined by the program and may</p> <p>include social-emotional learning, basic needs, and parent engagement.</p> <ul> <li>Review data reports to ensure TQS compliance and use insights to enhance support strategies and improve outcomes for schools and students. </li><li>Monitor all student and school-wide goal setting and data collection processes and provide quality </li></ul> <p>assurance of data sets.</p> <ul> <li>Report regularly to executive leadership, examining both qualitative and quantitative data to assess the </li></ul> <p>organization's outputs, outcomes, and impact of CISEPA supports and services. Contribute to reports</p> <p>for CIS of Eastern PA and other funders. This includes but is not limited to monthly reporting, grant</p> <p>reporting, etc.</p> <ul> <li>Implement evaluation of CIS program operations including progress monitoring, data collection (specifically around CIS organizational goals), CISDM updates/completion, reports, and end of year evaluations. </li><li>Utilize insights and best practices to drive improved outcomes for schools and students. </li><li>Assist with the development of the annual operations plan. </li></ul> <p>Requirements</p> <p>SKILLS & QUALIFICATIONS:</p> <ul> <li>Master's Degree (preferred) or demonstrated equivalent experience in public administration, education, social work, psychology, or a related field, and a minimum of 3 years of experience in a supervisory role. </li><li>Experience as a mid-level manager in the education or health or human services field managing a team of 5+ direct reports </li><li>Experience preparing reports, evaluating program design & implementation preferred. </li><li>Strong leadership and conflict management skills. </li><li>Ability to develop and evaluate program models & initiate innovative programs. </li><li>Proficient in using technology as a management reporting tool. </li><li>Strong project management skills, including managing complex, multifaceted projects resulting in measurable successes and program growth. </li><li>Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility and performance. </li><li>Highly organized with a strong ability to multitask. </li><li>With the support of Human Resources, demonstrate an understanding of employee performance improvement plans and corrective action policies. </li><li>Excellent verbal and written communication skills with exceptional attention to detail. </li><li>Excellent interpersonal skills and ability to work as part of a team, support a team, and work individually. Operate with a courteous, respectful, and collaborative approach. </li><li>Possess integrity, credibility, and a commitment to and passion for the mission of Communities In Schools of Eastern PA. Remain a well-informed ambassador of the CISEPA mission, model, and values. </li><li>Be adaptable, as the landscape of CIS of Eastern PA continues to change and expand. </li><li>Demonstrate the highest degree of personal integrity, initiative, and resourcefulness. </li></ul> <p>PHYSICAL REQUIREMENTS/WORKING CONDITIONS:</p> <p>These are physical and mental requirements of the position as it is typically performed.
