<p>The Plainville Public School District is actively seeking a School Business Administrator to lead the district's finances and operations. Plainville, located conveniently in the Route 495/Route 1 area, is home to two elementary schools and a student population of approximately 650 students. A small district with a $10 million budget, Plainville takes immense pride in its high quality instruction, in its strong relationship with town partners, and in the support offered by its families and the greater community. With its tagline, "Plainville Has Heart," the district focuses not only on academics, but on promoting a culture of belonging among all stakeholders. The next School Business Administrator will assist the district in achieving the goals and objectives outlined in its strategic plan, with careful attention to ensuring fiscal responsibility, sound business practices, and effective operations, with the overall goal of ensuring the highest quality of education for Plainville's students.</p> <p>Qualifications: Bachelor's degree in Accounting, Finance or Business Administration or equivalent; Demonstrated knowledge of accounting, purchasing, budget development, payroll, transportation, facilities/maintenance, and school food services Minimum of five (5) years' experience and demonstrated leadership in school or municipal financial management Massachusetts School Business Administrator License preferred. In the absence of licensure, a plan for attaining a School Business Administrator License will be required Massachusetts Certified Public Purchasing official (MCPPO) preferred Such alternatives to the above qualifications as the Superintendent and School Committee may find appropriate</p> <p>Position Summary and Responsibilities:</p> <p>The School Business Administrator provides leadership to school building and district administrators, school committee members and staff regarding the day-to-day and long-range fiscal management of the Plainville Public Schools.</p> <p>Budget/Fiscal Management: Provide oversight of district finances which includes budget development, grant management, purchasing, collective bargaining, and district, state, and federal reporting. Assist the Superintendent and administrative staff in the preparation, compilation and analysis of the district's budget and revenue projections, long-range planning and formal budget presentation to town and school committee Prepare and examine budget to actual expenditure reports, quarterly and annual school committee reports of receipts and disbursements and reconciliation reports with the Town Accountant Administer, in conjunction with the Special Education Administrator, the district's grants and review spending progress on a quarterly basis Act to ensure district compliance with financial agreements established by law, regulation, or policy by preparing and submitting required state and federal reports Prepare the capital budget in collaboration with the Superintendent; oversee maintenance and repair projects, Analyze school costs and expenditures and provide recommendations for financial efficiencies Collaborate with the town's finance department in all activities related to the auditing, control, disbursement and reporting of district funds Provide financial oversight of the Food Services Program Participate in all audits including the annual financial audit and program audits. Initiate improvements or corrections as recommended by audits and approved by superintendent</p> <p>Purchasing Supply and Control: Prepare specifications, standards and bid sheets for purchasing supplies, materials and services Control and supervise the issuance of all purchase orders for the school district in compliance with applicable statutes, regulations and sound business practices Obtain and maintain certification in procurement regulations</p> <p>Professional Development/District Relations: Attend professional association meetings (e.g. MASBO) Represent district in DESE business and management conferences Attend all Professional Development related meetings/trainings as required by the Superintendent</p> <p>General Performance Responsibilities: Prepare-bi-monthly payroll and corresponding town warrants Work collaboratively with town partners on payroll, workers' compensation and benefits Organize and maintain effective business procedures for the school district to ensure compliance with state and federal regulations Partner with town benefits coordinator to ensure employee access to benefits and insurance programs Assist employees with retirement applications and associated communication with MTRS and/or related organizations Oversee and evaluate the performance of the Business Office Assistant Communicate regularly with the district's maintenance/custodial staff Prepare and administer all transportation contracts and oversee the working relationship with the district's transportation vendor(s) Assist the School Committee Negotiating Team by preparing for and participating in collective bargaining sessions</p> <p>Other: Attend School Committee meetings and prepare reports and supporting materials as requested by the Superintendent Coordinate and manage special projects Demonstrate clear, consistent communication with the Superintendent of Schools, the Administrative Team, the School Committee and town partners Perform any other tasks that may be assigned by the Superintendent of Schools</p> <p>Terms of Employment: Twelve-month position with salary and benefits to be established by the Superintendent of Schools and approved by the School Committee</p> <p>Evaluation: The Performance of the School Business Administrator will be evaluated annually by the Superintendent of Schools</p>
