<p>Job Title: Special Education Compliance-Financial Officer</p> <p>Job Title Code: 02322</p> <p>Salary Grade: S654 - starting at $73,970</p> <p>Department: Special Education</p> <p>Reports To: Director of Special Education</p> <p>Position Summary:</p> <p>The Special Education Compliance-Financial Officer ensures that the district meets all federal and state requirements under the Individuals with Disabilities Education Act (IDEA) while providing strong fiscal oversight of special education funding. This role bridges legal compliance, instructional practice, and financial stewardship to support high-quality services and improved outcomes for students with disabilities. The position collaborates closely with district leadership, school administrators, and Regional Professional Development Centers (RPDC) to strengthen systems, maintain compliance, and support continuous improvement.</p> <p>What You'll Be Doing: (Responsibilities)</p> <p>Other duties may be assigned.</p> <ul> <li>Monitor allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed. </li><li>Establish and maintain Special Education Budget (operating, Entitlement grants, Early childhood Special Education funding, Medicaid, Maintenance of Effort, Etc. ). </li><li>Formalize contracts or cooperative agreements with private and public agencies regarding delivery of goods and services. </li><li>Maintain relationships with state special education financial staff and attend appropriate trainings. </li><li>Work with Central Office financial staff regarding medicaid billings/reimbursement and the requirements of data collection/retention. </li><li>Ensure accurate development, implementation and documentation of Special Education Evaluations and Reevaluations to ensure all required timelines are met. </li><li>Conduct internal audits of student records and Special Education files to ensure compliance with IDEA. </li><li>Ensure accurate development, implementation and documentation of Individualized Education Programs (IEP's). </li><li>Keep the Director informed of current status. </li><li>Monitor student enrollment and attendance in State Approved Private Agencies and contract obligations of facilities. </li><li>Collaborates with human resources to confirm hires are correctly coded in PADS and in SIS for reporting purposes. </li><li>Oversee hiring and separation of staff as it relates to core data/state reporting/budgets. </li><li>Exercise proactive leadership in promoting the goals and mission of KCPS. </li><li>Maintain and model high standards of professional conduct. </li><li>Thorough knowledge of requirements of federal programs including, but not limited to the Individuals with Disability Act. </li><li>Knowledge of requirements of state programs including but not limited to the Missouri School Improvement Program. </li><li>Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit. </li></ul> <p>SUPERVISORY RESPONSIBILITIES: None</p> <p>To Be Successful at This Job, You'll Need To: (Qualifications)</p> <ul> <li>Master's degree from an accredited institution </li><li>Valid Special Education certification </li><li>Accounting degree or demonstrated financial experience </li><li>Strong interpersonal and communication skills </li><li>High level of ethics with the ability to maintain confidentiality </li><li>Ability to organize, analyze, and interpret information </li></ul> <p>In Order to #LevelUp in This Role, You'll Need: (Preferred Qualifications)</p> <ul> <li>Master's degree or higher from an accredited institution required </li><li>Special Education certification required </li><li>Bachelor's or advanced degree in Business or a related field, with demonstrated experience in a school district or public agency </li></ul> <p>PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
