The Recreation Division functions under the organization's values of Integrity, Innovation, Inclusion, Collaboration, and Service Excellence. The Recreation Division prides itself on providing excellent customer service and designing programs and services to meet the needs of the residents in the City of Stockton.</p> <p>Under direction of the Recreation Manager, the Recreation Supervisor is responsible for management of municipal recreation programs and facilities, including planning, organizing, and implementing a variety of recreational services, activities, and programs which may include aquatics. The ideal candidate is an effective leader with advanced knowledge of recreation programming, budgeting, and implements a variety of recreation services and activities, who exercises initiative, demonstrates creative problem solving, and delivers excellent customer service. This position will contribute to the overall management of the Community Services Department by participating in the development of policies and procedures, developing, and implementing program goals and objectives, while providing conformance to overall departmental goals and objectives, and participating in the development and monitoring of budgets.</p> <p>The incumbent will work 8:00 a.m. to 5:00 p.m. Monday through Friday. Schedule may be subject to change. May be required to work additional hours and/or weekends to provide operational support.</p> <p>Incumbents in this position are included in the Civil Service system,in a "for-cause" employment status, and represented by the Mid-Management/Supervisory bargaining unit. (Classified/Represented)</p> <p>This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity, and successful candidates will be placed a promotional list. All other candidates may apply for this position as an open competitive opportunity, and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both. This list may be used to fill future vacancies.</p> <p>Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and TB test.</p> <p>Under direction, plans, organizes, and supervises comprehensive recreation programs and services for a City recreation center and/or plans, organizes, and implements specialized recreation programs; performs related work as assigned.</p> <p>CLASS CHARACTERISTICS</p> <p>This supervisory class is responsible for coordination and supervision of assigned community and/or recreational centers and aquatics, summer youth and teens and adult sports. Assignment locations may include camps, pools, the ice arena, and other recreation sites. This class is distinguished from the Recreation Superintendent in that the latter is a division head with overall supervisory responsibility for Citywide recreation programs and facilities.</p> <p>PRINCIPAL DUTIES (Illustrative Only)</p> <ul> <li>Plans, organizes, schedules, coordinates, and directs assigned City recreation programs and/or recreation facilities; plans, organizes, and directs the work of assigned staff. </li><li>Assists in the development and implementation of goals, objectives, policies, procedures, and work standards in areas of responsibility. </li><li>Provides for staff training and professional development. </li><li>Prepares program budgets; prepares detailed budget requests for the staff, equipment, and materials required for projected activities. </li><li>Provides technical assistance to staff; inspects and evaluates work being performed; identifies problem areas and directs remedial actions to be taken. </li><li>Directs the selection, supervision, and work evaluation of assigned staff. </li><li>Prepares and maintains statistical and other records and reports related to recreation programs and projects. </li><li>Responds to public inquiries and complaints related to recreation programs and activities to maintain good public relations. </li><li>Organizes, schedules, and coordinates adult athletic leagues; organizes and supervises recreation activities at locations, including camps, pools, the ice arena, and Silver Lake Camp. </li><li>Evaluates recreation program effectiveness and participation and makes recommendations for improvements or modifications. </li><li>Supervises and inspects recreation areas and facilities to ensure proper and safe use of equipment. </li><li>Participates in long-term planning to assess future recreation needs; researches new operational techniques, methods and equipment and makes recommendations for purchase or implementation. </li><li>Coordinates recreation programs and activities with those of other City departments and outside agencies. </li><li>Promotes City recreation programs in the community. </li><li>Administers and/or represents the department on committees, boards, and commissions. </li></ul> <p>QUALIFICATIONS</p> <p>Education/Experience:</p> <p>Possession of a Bachelor's degree from an accredited college or university with major course work in recreation, public or business administration, or a closely related fieldandtwo (2) years of progressively responsible experience which has included recreation program planning and implementation and/or recreation facility supervision. Additional recreation program leadership may be substituted for the education on a year-for-year basis to a maximum of two years.</p> <p>Other Requirements:</p> <ul> <li>Must possess a valid California driver's license. </li><li>Must possess the physical characteristics to perform the critical and important duties of the job. </li><li>Must be willing to submit to fingerprinting as mandated by State law. </li></ul> <p>Knowledge of:</p> <ul> <li>Theories, principles, methods, materials, and equipment used in municipal recreation; </li><li>Principles and practices of recreation program supervision pertaining to area assignment; </li><li>Basic budgetary principles and practices; </li><li>Principles and practices of effective employee supervision, including selection, training, work evaluation, and discipline; </li><li>Principles and methods of administration, including goal setting, policy and procedure development and implementation, evaluation and work standards; </li><li>Safety practices and procedures relating to the work; </li><li>Computer applications related to the work; </li><li>Principles of prevention and intervention regarding conflict resolution; and </li><li>Principles of organizational and family camp management. </li></ul> <p>Skill in:</p> <ul> <li>Planning, organizing, directing, assigning, reviewing, and evaluating the work of others; </li><li>Selecting, motivating, and evaluating staff and providing for their training and development; </li><li>Analyzing complex landscaping and administrative problems, evaluating alternatives, and recommending or adopting effective courses of action; </li><li>Implementing goals, objectives, policies, procedures, and work standards for assigned recreation programs and recreation facilities; </li><li>Preparing clear and concise reports, correspondence, and other written materials; </li><li>Exercising independent judgment and initiative within general policy guidelines; and </li><li>Establishing and maintaining cooperative working relationships with staff, citizens, and a variety of public and private organizations. </li></ul> <p>The Examination:</p> <p>Applicants who qualify in terms of relevant work experience and education,that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written exam, and/or training and experience evaluation weighted a total of 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
