<p>Description</p> <p>Boulder County Public Health (BCPH) is excited to recruit for the Environmental Health Division Manager. This individual will inherit a diverse team with many long-term employees who are innovative and dedicated professionals with a strong cohesive culture. The teams are nationally recognized for providing innovative local public health practice. In 2017, the agency's Food Safety Program was awarded the prestigious Samuel J. Crumbine Consumer Protection Award which recognizes outstanding food protection services that help reduce and eliminate foodborne illness. The Healthy Eating Active Living (HEAL)/Built Environment team has won national awards for their innovative food and nutrition security programs and have been featured on National Public Radio, and their healthy beverage policies are national models for equity.</p> <p>BCPH is seeking a dynamic Environmental Health leader with strong management skills to oversee six programs that work collaboratively in and out of the agency to prevent food-borne and vector-related disease outbreaks in Boulder County, monitor and improve air quality, comply with regulations associated with onsite waste treatment systems, promote healthy eating and active living among low-income residents, work with the public on environmental related issues including processing plans and permits, and develop and implement water and climate justice plans to support community adaptation to climate-related health issues. In addition, the Environmental Health Division Manager is charged with coaching staff, helping teams navigate recovery to public health emergencies, identifying areas for process improvement and strategic planning, and working with teams to address emerging issues such as PFAS in water and meth and lead exposure in homes and businesses.</p> <p>This position requires strong skills in adaptive leadership and change management to support staff with ongoing workload challenges as they work to ensure regulatory compliance, imbed health and racial equity into programmatic activities, and identify methods to innovate program and service delivery. This position requires a strong understanding of regulatory and policy implementation, experience in business operations such as managing budgets and blending and braiding funding, and supporting supervisors in business operations such as grant development and implementation, administrative processes, as well as coaching staff on personnel challenges.</p> <p>The Environmental Health Division Manager will have a strong commitment to supporting staff culture and a strategic approach to leveraging resources using a priority populations approach. This position will demonstrate the ability to build relationships and work with a variety of community partners. This position will also support BCPH agency-wide priorities including but not limited to: health and racial equity, emergency management, and environmental/climate justice. As a member of the agency management team, the Environmental Health Division Manager is a contributor to planning and implementing the agency mission, vision, values, and priorities to respond to community needs.</p> <p>This is a full-time, benefitedposition that will work Monday - Friday 8:00am - 4:30pm. This position will work out of 3452 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.</p> <p>Boulder County requires its employees to reside in the state of Colorado as of the first day of work.</p> <p>Hiring Salary Range: $106,908.00 - $130,446.00 Annually</p> <p>Tentative Hiring Timeline:</p> <ul> <li>First Round Interviews: June 18th </li><li>Second Round Interviews: June 23rd </li><li>Reference Check: week of June 23rd </li><li>Third Round Interviews: June 26th </li></ul> <p>New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Visit studentaid.gov for more information.</p> <p>Examples of Duties</p> <p>Leadership:</p> <ul> <li> <p>Develops and articulates a clear, compelling vision for the Environmental Health Division and the health and well-being of Boulder County residents including identifying priority populations at greatest risk for health impacts.</p> </li><li> <p>Supports strategic planning within the division and across the agency to enhance interconnections and partnerships between programs and efforts; ensures alignment of division programs within the plan; and connects with County and community partners to align plans.</p> </li><li> <p>Provides advice to BCPH leadership, County partners, local and state policymakers, government officials, Environmental Health peers, and community organizations on state statutes and regulations.</p> </li><li> <p>Provides advice to BCPH and local, state, and national policymakers, officials, and organizations concerning matters associated with program funding and support.</p> </li><li> <p>Promotes innovative and critical thinking by supporting responsible decision making among Environmental Health staff.</p> </li><li> <p>Promotes practices and policies that provide protection against factors that may adversely impact human health or the ecological balances to long-term human health and environmental quality.</p> </li><li> <p>Uses knowledge and understanding of health and racial equity to enhance, initiate, and promote services to priority populations to reduce disparate outcomes among community members.</p> </li><li> <p>Creates and sustains a management system and culture that promotes excellence, continuous quality improvement, shared leadership, and is highly participative at all levels of the organization.</p> </li><li> <p>Leverages and leads change management processes to roll out Divisional-level and agency level shifts in programmatic and systems improvements.</p> </li><li> <p>Monitors Environmental Health Division budgets, contracts, and grants to achieve identified program goals and objectives.</p> </li><li> <p>Develops operating systems for division planning, service delivery, data collection, program evaluation, and reporting.</p> </li><li> <p>Facilitates inter-agency meetings on programmatic topics and serves as a BCPH representative for outside committees related to programmatic work in the Environmental Health Division.</p> </li><li> <p>Serves as a member of BCPH's Management Team and ensures that BCPH's mission, strategic goals, and values are represented in departmental decision-making and that Environmental Health Division needs are expressed with BCPH leadership.</p> </li><li> <p>Serves as an agency spokesperson on public health topics related to environmental health.</p> </li></ul> <p>Staff Supervision/Team Development:</p> <ul> <li> <p>Directly supervises six program coordinators with a collective division staff of approximately 40.</p> </li><li> <p>Serves as a role model to staff by exemplifying high professional values that include adhering to agency values and commitments using integrity and accountability.</p> </li><li> <p>Models the values of the department, including participative management, excellent customer service, teamwork, collaboration, work/life balance, and respect for diversity.</p> </li><li> <p>Motivates, supports, and coaches division program coordinators, managers, and staff to an optimum level of performance in areas that include policy development, leadership, partner engagement, decision making, program evaluation, resource development/grant writing, and staff development.</p> </li><li> <p>Promotes ongoing staff education/professional development and team building to ensure that staff is adequately oriented, trained, and prepared for their roles.</p> </li><li> <p>Creates and sustains a management system and culture that promotes collaboration, excellence, continuous quality improvement, accountability, and shared leadership for the Environmental Health Leadership Team and Division.</p> </li><li> <p>Assists the Division in understanding and supporting the needs of the community and the agency.</p> </li></ul> <p>Administration:</p> <ul> <li> <p>Participates in strategic planning, community health assessment, needs identification processes, impact assessment, evaluation of current and proposed program efforts, and community capacity development needs.</p> </li><li> <p>Works with division staff to establish program goals, priorities, and work plans.</p> </li><li> <p>Maintains the quality, adequacy, and effectiveness of program services; addresses statutory and legal issues within the division.</p> </li><li> <p>Ensures the effective development and maintenance of data operating systems for division planning, service delivery, data collection, program evaluation, and reporting.</p> </li><li> <p>Monitors division budgets, contracts, and grants to ensure that identified program goals and objectives are achieved; identifies budgetary needs, resources, and opportunities.
