<p>THIS IS A NON-CIVIL SERVICE POSITION</p> <p>POSTING DATE: 7/15/2025</p> <p>SALARY RANGE: $21 Hourly</p> <p>BACKGROUND CHECK: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.</p> <p>PROBATION: All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.</p> <p>ABOUT MAYOR'S OFFICE OF EMPLOYMENT OF DEVELOPMENT</p> <p>The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. Our vision is for every City resident to maximize his/her career potential and all employers have the human resources to grow and prosper - a workforce system that works.</p> <p>Baltimore Youthworks Summer Jobs Program is one of the largest summer jobs initiatives in the nation. For the past 5 years, the goal has been to offer 8,000 City youth an opportunity to work and earn wages during the summer months. Built on the unspoken expected reality that a large percentage of black and brown youth would have unequal access to a summer job because of structural and institutional racism, Youthworks prioritizes those most impacted - youth receiving public assistance, low wage families and youth connected to the Department of Juvenile Service.</p> <p>POSITION OVERVIEW</p> <p>This is a customer service position responsible for managing and supervising unit staff and ensuring compliance with policies and procedures. Key duties include the management of approximately 60 - 100 worksites employing 700 - 1,000 youth. Unit Supervisors are also responsible for identifying and developing work opportunities for youth, approving worksite applications, conducting visits, and facilitating program-related events.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <ul> <li> <p>Manage and supervise unit staff, ensuring adherence to policies and procedures.</p> </li><li> <p>Lead and assist with trainings, meetings, and ongoing coaching for staff.</p> </li><li> <p>Identify and recruit quality virtual and in-person work opportunities for youth</p> </li><li> <p>Review and approve worksite applications, work plans, and job descriptions</p> </li><li> <p>Assist youth and worksites with completion of YouthWorks application</p> </li><li> <p>Coordinate and conduct worksite visits</p> </li><li> <p>Coordinate and facilitate program related events such as registration sessions, job fairs, community events, etc.</p> </li><li> <p>Assist in distribution of YouthWorks materials</p> </li><li> <p>Resolve, document, and file all youth and worksite concerns and issues</p> </li><li> <p>Oversee and manage youth timesheet and payroll processing and resolving payroll related issues</p> </li><li> <p>Communicate YouthWorks program information to youth, worksites, and other stakeholders</p> </li><li> <p>Represent the Agency and customer service philosophy, policy and procedures with the utmost integrity</p> </li><li> <p>Perform other related work assignments as directed</p> </li></ul> <p>MINIMUM REQUIRED EDUCATION AND EXPERIENCE</p> <ul> <li> <p>At least three years experience working in human services field with youth programs.</p> </li><li> <p>At least three years supervisory experience</p> </li><li> <p>At least three years customer service experience</p> </li></ul> <p>ADDITIONAL REQUIREMENTS</p> <ul> <li> <p>Ability to pass a mandatory criminal background, fingerprinting, plus alcohol screening</p> </li><li> <p>Work schedule for this position is in-person from 8:30am to 4:30pm Monday through Friday</p> </li><li> <p>Must be flexible to work some evening and weekend hours</p> </li></ul> <p>KNOWLEDGE, SKILLS, AND ABILITIES</p> <ul> <li> <p>Solid ability to operate Microsoft Office software</p> </li><li> <p>Proficiency in virtual communications platforms (Microsoft Teams, Zoom, Google Meets, etc.)</p> </li><li> <p>Ability to speak and converse with audiences of varying sizes in-person and virtually</p> </li><li> <p>Solid data entry ability</p> </li><li> <p>Solid time management skills to effectively manage multiple priorities</p> </li><li> <p>Solid verbal and written communication skills</p> </li><li> <p>Solid staff management skills</p> </li><li> <p>Analytical skills, adapting readily to changing priorities, detail orientated and ability to maintain confidentiality.</p> </li><li> <p>Solid skills to quickly evaluate service delivery issues and identify resolution</p> </li><li> <p>Must have access to reliable transportation for the completion of assigned duties as needed</p> </li><li> <p>Must be willing to use personal vehicle for the completion of assigned duties on a daily basis or as needed.</p> </li></ul> <p>BENEFITS</p> <p>The City of Baltimore offers a generous and competitive benefits package.
