As Superintendent, the incumbent would hire, train, supervise, and evaluate the work of the Streets Utility Crews, and assist work crews as needed.</p> <p>The Streets Superintendent position provides an excellent opportunity for a motivated individual with knowledge of street system standards, exceptional leadership and customer service abilities and the ability to prioritize multiple aspects of work.</p> <p>The Position: The Streets Superintendent oversees the City's streets system operations, which includes street signs, striping, signal maintenance, street lighting, street sweeping, snowplowing and sanding, tree removal, and pavement restoration and patching along with managing contractors, and managing the Streets budget. Additional responsibilities include: remaining current with changes in laws and regulations, managing contracts with outside vendors, performing field inspections and, maintaining equipment used in delivery of service.</p> <p>Qualified candidates must have knowledge and understanding of computer systems; the ability to create SOP's that align with APWA best management practices; knowledge and understanding of pavement standards; ability to learn and use programs associated pavement condition assessment; also understand the regulations on Manual on Uniform Traffic Control Devices (MUTCD); be able to read and understand blueprints and as-builts. In addition, qualified candidates must have effective oral and written communication skills; the ability to deal tactfully and effectively with the public and employees; the ability to perform manual tasks for long periods of time in inclement weather and overtime situations. Be skilled in the operation of heavy construction equipment.</p> <p>The Department: Operations is a division of the City's Public Works Department and includes Streets, Stormwater, Wastewater (collection only), Water (distribution), Motor Pool (Fleet) and Facilities. From emergency preparedness to routine scheduled maintenance activities, the Operation Divisions' objective is to set the standard for efficient and effective customer service.</p> <p>Key Responsibilities</p> <ul> <li>Maintain records, update maps and accounts for street inventory, including the use of a computerized maintenance management system (CMMS). </li><li>Plan, organize and control costs for budgeting; prepare cost estimates of repair work to be performed, and direct the procurement of necessary supplies. </li><li>Repair and operate specialized equipment associated with street system operations, including but not limited to: backhoes, loaders, mowers, snowplows and paving equipment. </li><li>Coordinate maintenance activities performed by several crews with other City departments; provide technical information about Street infrastructure to other departments as needed. </li><li>Answer inquiries from the public about customer complaints. </li><li>Ensure that safety rules and regulations are followed. </li><li>Manage contractors and City staff on replacement of new pavement markings. </li><li>Make recommendations on pavement conditions for CIP projects. </li><li>Write SOP's that meet American Public Works Association (APWA) best management practices. </li><li>Responds to inquiries from the public regarding various street systems maintenance issues. </li><li>Performs other duties of a similar nature or level. </li></ul> <p>Education and Experience Requirements</p> <p>Preferred candidates will have an Associate Degree in Business Management, Engineering or related field; at least four years of experience in Street maintenance, and at least one year's supervisory experience.</p> <p>Positions in this classification require the ability to possess and maintain a valid commercial driver's license (CDL) within six months of appointment and ability to meet the City's driving standards. Additional certifications relevant to the position may also be required.</p> <p>This position works primarily during routine daytime hours. However, responses to emergencies or construction schedules will require some nighttime, weekend, and holiday work activity. Duties will occasionally involve working in adverse or inclement weather conditions; exposure to high noise levels; dealing with distraught or difficult individuals; occasional response to emergency conditions during off-hours; operation of a motor vehicle on public roads. Your FSA contributions are deducted from each paycheck before federal, FICA and, in most cases, state taxes are calculated. Use your FSA contributions to pay for eligible expenses incurred by you, your spouse, and your dependents.</p> <p>Holidays</p> <p>The following holidays are observed throughout the year:</p> <p>New Year's Day, Martin Luther King Birthday, President's Day, Juneteenth, Independence Day, Labor Day, Memorial Day, Veteran's Day, Thanksgiving Day and Day after Thanksgiving, Christmas Day, and one Personal Holiday.</p> <p>In some years, employees are also eligible for 4 hours holiday on Christmas Eve and 4 hours holiday on New Years' Eve.</p> <p>Managers and supervisors who do not receive overtime are eligible for management leave (32 to 40 hours per fiscal year depending on their pay grade).</p> <p>Vacation</p> <p>Employees shall accumulate vacation in the following manner:</p> <p>0-3 years:12 days (8 hours per month)</p> <p>4-9 years:16.5 days (11 hours per month)</p> <p>10-15 years:21.5 days (14.33 hours per month)</p> <p>16-19 years:23.5 days (15.66 hours per month)</p> <p>20+ years:25 days (16.67 hours per month)</p> <p>Part-time employee vacation hours are pro-rated based on hours worked. Vacation time may accumulate to maximum of 2 times yearly accrual. Excess vacation time will be transferred to employees VEBA account.</p> <p>Sick Leave</p> <p>At hire, 48 hours of sick time will be available. After a full 6 months of employment, sick hours will then be accrued a monthly basis at a rate of 8 hours per month.</p> <p>Part-time employee sick hours are pro-rated based on hours worked. Sick leave may be accumulated to 1080 hours. Anything over 1080 hours will be transferred to employees VEBA account.</p>
