These duties include forecasts for existing programs as well as pricing new proposals for change requests, fiscal notes and federal mandates.</p> <p>We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. </p> <p>This position exists to provide analytical support for the Department's Title XIX and Title XXI health care programs. This position is responsible for calculations regarding various areas of physical, mental health, dental, and financing budgets. This means the position analyzes and projects costs, monitors program and budget dynamics, prepares and defends budget requests and, as appropriate, manage the budgets for which the position has responsibility. </p> <p>Responsibilites in this position include:</p> <ul> <li>Work with a complex mix of diverse funding streams ranging from matched funds, to grants, gifts, and donations. </li><li>Prepare extensive and complex technical estimates to be used by the Department of Health Care Policy & Financing (Department) at its Joint Budget Committee (JBC) hearing, by Legislative Council, the Office of State Planning and Budgeting (OSPB), and JBC staff. </li><li>Projects portions of the Department's expenditure and utilization for health care services, including Title XIX and Title XXI programs </li><li>Using actual expenditures, utilization, and caseload for services, Position assists with the projections of cost with funding splits, caseload, and utilization of services </li><li>Ongoing budget and program evaluations for all aspects of these programs (e.g., eligibility, service utilization, the detailed financing analyses to construct the payment levels, etc.) </li><li>Maintain comprehensive records of all financing spreadsheets, program dynamics and policies. </li><li>Incorporate this information into calculations, to identify trends and compute the interactions of multiple complex factors that influence costs and trends. </li><li>Work closely with program staff and ensures that policy initiatives are always compatible with Budget specifications and timelines. </li><li>Develop a narrative that provides supporting information used to complete forecasted expenditure including assumptions, bottom line adjustments, budget actions, and legislative actions. </li><li>Decision Items, Base Reduction Items, Supplemental Requests, Budget Request Amendments, fiscal notes, and ad hoc analysis as assigned. </li><li>Communicate, describe and assist in defending projections via extensive spreadsheets and written documents. </li><li>Complete related sections of required budget schedules (e.g., Schedules 9 and 13) and prepare required written material as well. Verifies calculations and narrative statements on all submissions. </li><li>Budget analysis related to clearing Requests for Proposals (RFPs), contracts, and other requests related to assigned line-item areas.
