<p>Department: Treasury</p> <p>Anticipated Work Schedule: M-F</p> <p>Reports To: Treasurer</p> <p>Full Time or Part Time: FT</p> <p>Regular or Temporary: Reg</p> <p>Bargaining Unit: N/A</p> <p>Classified or Unclassified: Unclassified</p> <p>FLSA: Exempt</p> <p>Summary</p> <p>Under the authority of the County Treasurer, manages the County investment portfolio and all cash management/banking activity, over $4 billion, for the County. Conducts critical accounting operations in cooperation with Accounts Payable and other Fiscal Office teams. Serves as the lead point of contact for banking services, including account set up, fee monitoring, equipment acquisition, and relationship management. Approves financial reports for presentation to the Treasurer and stakeholders. Acts as agency lead on audit operations. Operates as a member of the management team in the Treasurer's Office and participates in establishing strategic plans, policies and procedures, and major goals of the department. Advises the County Treasurer and Investment Advisory Committee on issues pertaining to investments and cash management and banking.</p> <p>Essential Job Functions</p> <p>Major functions are listed in order of importance. Performs other duties of a similar nature within the position's scope of responsibility as may be required.</p> <ul> <li>Manages the investment program for the County Treasurer's Office. Makes decisions regarding investment commitments, including the gathering of necessary offerings and analysis of appropriate investments with advice from the County's investment advisor and consent from the Treasurer. Evaluates portfolio needs, tracks and researches markets, and retrieves and updates market prices. Monitors financial performance of investments to ensure portfolios meet risk goals. Meets with County Investment Advisory Committee and the County's investment advisor. Makes market projections and provides regular reports regarding investment progress to the Treasurer and the County Investment Advisory Committee. </li><li>Collaborates with the Fiscal Office Financial Services Division to manage all daily cash operations for the County. This includes monitoring all bank activity, oversees daily cash sheet operation, managing banking relationships, oversees reconciling accounts and verifying balances. Oversees preparation of bank confirmations for County auditors and outside auditors. </li><li>Prepares, analyzes and approves financial and investment reports for purpose of summarizing daily, monthly, quarterly, and annual cash flow and account statements as well as analyzing current investment trends, market data, and investment projections. </li><li>Supervises all reporting staff. Mentors, coaches, trains, and develops assigned team members. Sets goals, objectives, staffing and work standards, and monitors performance against standards. Acts as resource and support to staff, removing barriers to effective performance. Develops policies and procedures to guide daily operations of the investment and cash management areas. </li><li>Maintains standard operating procedures for investment and cash management processes, including but not limited to cash handling, record keeping, compliance, remittance practices, daily cash balancing, positive pay, wire approvals, and related activities. Suggests edits to procedure where business operations and/or changes to law or standard accounting practices dictate. Drafts new policies for review by the Treasurer for implementation, with the aim of ensuring continuous improvement in office operations. </li><li>Collaborates with the Fiscal Office Financial Services Division and Office of Budget Management on the County's debt management program. This includes monitoring funding allocations and continual account flows and creating various data reports and projections. Advises the Fiscal Officer and the Treasurer on debt management decisions. </li><li>Responsible for realizing process improvements, enhancements to quality, and cost savings and efficiency gains by modifying practices and procedures for the team. May research and produce reports on technical matters of systemic importance in the department. </li><li>Develops innovative solutions for difficult, complex, and systemic problems that may have precedent-setting implications for the County. Usually called upon to respond to new situations & circumstances that require special attention. </li><li>Acts with substantial authority with limited direction from the Treasurer. Endowed with significant trust to initiate discretionary action. Actions have a measurable effect on an agency of the county, with likely far-reaching impact on the county as a whole. </li></ul> <p>Minimum Requirements</p> <ul> <li>Bachelor's degree in business, finance, accounting or a related field of study or equivalent experience. </li><li>Five (5) years of progressive investment management, finance, investment analysis, accounting, or cash management experience, preferably government-related. </li><li>One (1) year of experience effectively supervising in a managerial or lead capacity. </li><li>Demonstrated competencies in analytical thinking, decision making, attention to detail, information gathering and processing, and project management. </li><li>Light physical effort in sedentary to light work. May involve some manipulation of lightweight items (5-10 pounds). May involve extended periods of time at a keyboard or workstation. </li><li>Proficiency in reading, writing and speaking fluently in English. </li><li>Capacity to be bonded consistent with ORC 321.02 and 325.17. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Applicable certifications such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Treasury Professional (CTP) or Certified Financial Analyst (CFA). </li><li>Proficiency in secondary languages (especially Spanish, Arabic, Chinese and/or Russian). </li></ul> <p>Additional Requirements</p> <ul> <li>Extensive knowledge regarding the full scope of daily cash management operations, functions, and solutions related to tracking bank activity and creating various operational reports. </li><li>Extensive knowledge of investment management strategies and techniques, including knowledge of reporting related to compliance, capital gains, interest projections and earnings, maturities, yield curves, and market activity. </li><li>Knowledge of financial risk management practices and how to build an appropriate investment portfolio. </li><li>Advanced skill in Microsoft excel, including use of pivot tables and macros. </li><li>Skill and ability in interpreting and analyzing investment opportunities and portfolios. </li><li>Ability to think strategically by identifying and understands possible future organizational outcomes. </li><li>Ability to anticipate, assess, and act to get results. </li><li>Ability to focus on desired outcomes, set and achieve challenging goals. </li><li>Ability to act as a Change Agent: Innovate and act towards continuous cultural and organizational improvement. </li></ul> <p>Application Process</p> <p>This is an unclassified position.
