<p>Position Summary</p> <p>The Director of Human Resources provides strategic leadership and hands-on oversight of all HR domains-talent acquisition, employee relations, benefits, HRIS/analytics, performance management, and workforce planning-to build organizational capacity and ensure regulatory compliance within the NYS I/DD context. The role drives employee engagement and retention, strengthens an inclusive culture, and equips leaders with systems, policies, and coaching to deliver excellent services.</p> <p>Responsibilities</p> <p>1) HR Strategy & Leadership</p> <ul> <li>Develop and execute an HR strategy aligned to NHC's mission and growth plans; advise the executive team on organization design, workforce trends, and change management. </li><li>Build, mentor, and hold accountable a high-performing HR team; model transformational leadership that promotes empowerment and innovation. </li><li>Establish HR operating rhythms (e.g., OKRs, dashboards) to track and communicate outcomes, trends, and risks. </li></ul> <p>2) Talent Acquisition & Workforce Planning</p> <ul> <li>Lead end-to-end recruitment, selection, and onboarding; develop pipelines for critical departments and partner with leaders to anticipate staffing needs. </li><li>Represent NHC at hiring events and job fairs; strengthen employer brand to position NHC as an employer of choice. </li><li>Ensure equitable hiring practices and full adherence to clearance requirements (Justice Center Criminal Background Checks, NYS OCFS Statewide Central Register, and LENS enrollments/terminations). </li></ul> <p>3) Employee Relations, Culture & Engagement</p> <ul> <li>Foster a respectful, inclusive workplace; resolve grievances and coach leaders on initiative-taking, fair employee-relations practices. </li><li>Drive engagement, recognition, and well-being initiatives that improve morale and reduce turnover; represent NHC with internal/external stakeholders. </li></ul> <p>4) Compliance, Risk & Policy Governance</p> <ul> <li>Ensure compliance with labor and employment laws and NYS requirements relevant to I/DD providers, including OPWDD standards, FMLA/ADA, OSHA, Workers' Compensation, Unemployment, and NYS Disability </li><li>Manage audits, unemployment claims/hearings, and legal inquiries; maintain accurate personnel files and documentation in HRIS and paper records </li><li>Maintain and update Employee Handbook and HR policies/procedures; partner with leaders on consistent application. </li></ul> <p>5) Compensation, Benefits & HR Operations</p> <ul> <li>Oversee compensation structure, job classifications, and internal equity; maintain accurate salary/position records. </li><li>Administer comprehensive benefits (medical, disability, retirement, FSA/HSA, wellness), manage vendor relationships/contracts, and validate billing/eligibility. </li><li>Optimize UKG and other HR technology for automation, analytics, and self-service; deliver timely HR metrics to inform decisions. </li></ul> <p>6) Performance Management, Learning & Development</p> <ul> <li>Own the performance evaluation system; equip leaders to set goals, coach, and differentiate performance. </li><li>Identify capability gaps and deliver targeted training (compliance, leadership, and role-specific); facilitate manager upskilling. </li></ul> <p>Qualifications</p> <ul> <li>Bachelor's degree required; Master's preferred (HR, Business, Public Admin, or related). </li><li>SHRM-CP/SHRM-SCP (or SPHR) required. </li><li>10+ years progressive HR experience with 7+ years supervising HR professionals; human services/healthcare/I/DD sector experience strongly preferred. </li><li>Expertise in employment law, compensation/benefits, employee relations, and organizational development; strong EI and communication skills. </li><li>Proficiency with HRIS/analytics (UKG preferred). </li></ul> <p>Physical Requirements</p> <p>Prolonged computer work; occasional standing/bending; ability to lift to 30 lbs. (50 lbs. with assistance).</p> <p>Salary for this position is $125,000.00.</p>
