<p>Description</p> <p>The City of Detroit's H3S Division of the Housing and Revitalization (HRD) Department, is currently seeking a Project Manager to organize and expedite office management activities and act as a liaison between HRD and the HR Department.</p> <p>Under general supervision, the Program Analyst IV- Detroit Housing Services Specialist is an advanced-level professional located within the City of Detroit Housing and Revitalization Department's Detroit Housing Services Office. The Program Analyst IV manages specific Detroit Housing Services workflows, each of which contributes to the sustainability of the Detroit Housing Services Office, day-to-day operations, and to specific programmatic pipelines. The Program Analyst IV works to guarantee the effectiveness of the workflow under their purview. Additional responsibilities include identifying and implementing process changes and staff modifications in order to ensure the success of internal functions and external subrecipients and partners.</p> <p>The City of Detroit Housing and Revitalization Department's Detroit Housing Services Office (DHS) looks to address city-wide housing insecurity with preventative, responsive and broadly available measures. DHS is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services and as a participant's housing needs change, so does the type of services available to them within the program.</p> <p>Examples of Duties</p> <ul> <li>Act as the liaison between Department and COD HR team. </li><li>Staff file creation and maintenance within Department. </li><li>Assist HR team in recruitment, selection and onboarding process for department. </li><li>Assist with performance evaluation, probation and SMART goal tracking for all relevant staff. </li><li>Stakeholder collaboration, follow-up and convening as-needed for division development and new initiatives. </li><li>Information assimilation and framing ahead of prospective partnerships. </li><li>Interdepartmental and interorganizational project assimilation and handoff to assigned </li></ul> <p>staff.</p> <ul> <li>Calendar management, scheduling and stand-in as needed for relevant Department Associate Director </li></ul> <p>projects.</p> <ul> <li>Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives. </li><li>Develop cost analyses of projects within their purview or performs cost benefit or economic evaluations of current or projected programs </li><li>Independently conducts field surveys and carries out routine research in connection with budget, legislative or management studies and/or performs analysis of actual expenditures compared to the budget. </li><li>Utilize data collection and analysis techniques to evaluate individual programs and/or individual staff performance; submits oral and written reports to management personnel for their consideration and decision-making. </li><li>Receive from Departmental Financial Services financial and financial-related information to perform analysis of program effectiveness. </li><li>Research and investigate new or improved business and management practices for application to agency programs or operations. </li><li>Develop new or modified administrative program policies, regulations, goals, or objectives. </li><li>Initiate or recommend that an audit be performed. </li><li>Review audit and investigative reports to determine appropriate changes or corrective action required. </li><li>Performs special projects and other duties as assigned. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field. </li><li>Minimum of four (4) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data. </li></ul> <p>Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.</p> <p>Supplemental Information</p> <p>Evaluation Plan</p> <ul> <li>Interview:70% </li><li>Evaluation of Training, Experience &Personal Qualifications:30% </li><li>Total of Interview and Evaluation T.E.P:100% </li></ul> <p>Additional points may be awarded for:</p> <ul> <li>Veteran Points: 0 - 15 points </li><li>Detroit Residency Credit: 15 points </li></ul>
