Orange County Government is committed to providing equal opportunity in employment and services to all individuals.</p> <p>Job Description</p> <p>General Functions</p> <p>The Program Manager is critical part of Parks leadership team which has responsibility for 32 manned park sites, 300 full time employees, 100+ properties, an operating budget exceeding $50M, and recreation programs for the 1.4M citizens of Orange County. This position will oversee a business unit with 5-7 direct reporting supervisors and services from passive parks to youth recreation and aquatic and other specialty site management.</p> <p>The Orange County Parks and Recreation Division provides a comprehensive list of servicesand while this position may be required to maintain specializations in one or another dimension, a working and general knowledge of all aspects of park development, operation, recreation, and programming is required to be successful.</p> <p>Representative Duties/Assignments</p> <ul> <li>Utilizes Document Management for revenue collection and processing, scholarships and trust, proprietary systems for revenue and registration transactions, KRONOS time and labor, contracted instructor and concessionaire agreement audits, leading training presentations, and performance management system/benchmarking dashboards. </li><li>General operational knowledge of trails, turf fields, league relations, private/public partnerships, gymnasium recreation centers, organized labor, landscape maintenance and installation contracts, performance development and oversight through onsite work, audits, instruction, and resource accountability. </li><li>Present to governing boards, staff and general public. The position operates with limited direct supervision and great independence in pursuit of County and Division service objectives. </li><li>Determines goals and objectives for parks and is responsible for planning and programming, public relations, administration, resources management, visitor protection, interpretation, visitor services, and maintenance, rehabilitation, development, and construction. </li><li>Provides coordination and planning input for natural and cultural resources and meets public needs and adverse external impacts. </li><li>Ensures application of good management practices to develop and maintain employee morale, productivity, career development, and achieve an optimum balance between operating costs and program effectiveness through regular performance monitoring, data collection, and reporting. </li><li>Maintains and perpetuates the integrity of the cultural and environmental resources; provides for the enjoyment, appreciation, and understanding of the parks by the public; and controls public use that could impact park resources and their enjoyment. </li><li>Maintains responsibility for the operation, maintenance, and improvement of physical facilities involving construction, maintenance, and repair of roads, trails, structures, buildings, utilities, and other features. </li><li>Provides support to line management, including budget preparation and fiscal records, personnel </li><li>management, recruitment, staffing, procurement, and property management, technical training and procedural assistance, vehicle and equipment use, and disposal and acquisition of excess property. </li><li>Monitors and prepares draft responses and background data to public and administrative office inquiries on controversial issues or public complaints regarding programs, operations, or employee conduct. </li><li>Responsible for managing multiple direct report supervisors who oversee parks, warehouse operations, heavy equipment and support crews, contracted maintenance in 96 parks, an environmental preserve and education facility, greenways and trails, gymnasiums, sport leagues, programs for school age children. </li></ul> <p>Minimum Qualifications</p> <p>Graduation from an accredited college or university with a Bachelor's and two years of experience in Park and Recreation Operations.In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.</p> <p>Preferences</p> <p>Active membership in NRPA and state park and recreation professional association.</p> <p>Technical competency with a variety of computing applications including Excel, Word, and other productivity applications conducive to public presentations and community leadership.</p> <p>Experienced recreation program leadership, sport field management, environmental stewardship, and multimillion- dollar fiscal management.</p> <p>Five years supervisory experience of more than six subordinates and multiple properties.</p> <p>Experience operating aquatic, athletic, and childcare facilities, and programs</p> <p>Application Deadline</p> <p>Open Date: 05/08/2025</p> <p>Close Date: 05/15/2025</p> <p>This posting is subject to close without prior notice.</p> <p>Salary Information</p> <p>Pay Grade: 019 - From $32.75 to $42.59</p> <p>FLSA Status: Exempt</p> <p>Placement based on Education and Experience</p> <p>Benefits</p> <ul> <li>10 paid holidays andup to 2 floating holidays annually. </li><li>18 days paid time off per year. </li><li>Longevity bonus based on years of service. </li><li>6 days of paid TERM (sick) time annually. </li><li>Low-cost medical, dental, vision, additional life insurance. </li><li>Free basic life, long term disability, and employee assistance for all the family members effective on day one. </li><li>Participation in the Florida Retirement System. </li><li>Employee assistance program includes multiple free one on one sessions with licensed counselors and online tools for legal advice, financial planning, personal life balance, etc. </li><li>Free access to Wellworks gyms and OrangeCounty Recreation Centers. </li><li>Free onsite wellness coaching, including dietician and nurse. </li><li>Tuition reimbursement program. </li><li>Earn service time to forgive student loans. </li></ul> <p>Disclaimer: Benefits mayvary for employees under collective bargaining agreements.</p> <p>For more information on Benefits visit - https://www.ocfl.net/EmploymentVolunteerism/EmployeeBenefits.aspx</p> <p>Veterans Preference</p> <p>If you are claiming Veterans' Preference, you are responsible for providing the required eligibility documentation by the closing date of the posting.
