<p>About the Organization:</p> <p>The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools.</p> <p>The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. Within our community we strive to create and maintain working and learning environments that are inclusive, equitable, and welcoming.</p> <p>The Division of Occupational Licensure is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens.</p> <p>Duties and Responsibilities</p> <ul> <li>Perform routine inspections of hoisting and trenching operations to determine licensure and conformance to applicable general laws and regulations by entering premises or work sites to interview operators, supervisors, and owners of hoisting equipment under the jurisdiction of the office. </li><li>Perform pre-operational inspections of amusement devices and recreational tramways to ensure proper set up and conformance to applicable general laws and regulations. </li><li>Perform operational compliance inspections of amusement devices, recreational tramways and related operations to ensure conformance with applicable general laws and regulations. </li><li>Order the shut down or cessation of hoisting, amusement devices, or horse and carriage operations in the interest of public safety. </li><li>Revoke hoisting, amusement or horse and carriage operator's license in the interest of public safety pending a hearing. </li><li>Make recommendations regarding revocation and suspension of hoisting, amusement, or horse and carriage licenses for violations of general laws and regulations. </li><li>Issue civil penalties for violations of general laws and regulations regarding hoisting machinery, amusement devices, horse and carriage operations, pipefitting, refrigeration, sprinkler fitting, and recreational tramways. </li><li>Write reports regarding non-compliance and actions taken during hoisting inspections. </li><li>Give testimony at appeal hearings regarding actions taken during hoisting inspections. </li><li>Inspect trenching to ensure compliance with regulations regarding unattended open trenches. </li><li>Attend open trenches until responsible persons or others can render the trench safe according to applicable regulations. </li><li>Write reports, and issue civil penalties for violations of general laws and regulations regarding trenches under the jurisdiction of the office and give testimony at appeal hearings regarding same. </li><li>Maintain records of all inspections performed. </li><li>Determine violations of general laws and regulations regarding accidents by interviewing witnesses and injured parties and by contacting safety engineers, insurance adjusters, attorneys, and other appropriate sources. </li><li>Analyze complaints or allegations by identifying issues involved and types of evidence needed, and review cases with superiors or other investigators to obtain or share information and formulate the proper course of action. </li><li>Investigate accidents and prepare reports related to amusement devices, hoisting equipment, horse and carriage equipment, and perform related work as required. </li><li>Respond to inquiries by explaining policies, rules, and regulations and interpreting codes or laws and recommend appropriate referral resources if unable to provide requested service. </li><li>Perform related duties such as preparing reports and correspondence; providing notice to appropriate parties as required, overseeing the inspection activity of outside inspection contractors; serving on committees, commissions, or boards as a representative of the Agency; and notifying interested parties about outcome of investigations or hearings. </li><li>Represent the Agency at hearings before legislative bodies and/or various public and private boards, commissions, committees and in court to provide official policy and expert opinion. </li><li>Serves as temporary special (state) police officer at the discretion of the Governor in order to assist in public emergencies. </li></ul> <p>Preferred Knowledge, Skills, and Abilities:</p> <ul> <li>Knowledge of construction safety practices and procedures. </li><li>Ability to understand, explain and apply the laws, rules, regulations, policies, procedures and guidelines governing assigned unit activities. </li><li>Ability to prepare general reports. </li><li>Ability to assemble items of information in accordance with established procedures. </li><li>Ability to follow oral and written instructions. </li><li>Ability to read and interpret documents such as plans, specifications, blueprints, drawings, etc. </li><li>Ability to analyze and determine the applicability of investigative data, to draw conclusions and make appropriate recommendations. </li><li>Ability to maintain accurate records. </li><li>Ability to establish and maintain harmonious working relationships with others. </li><li>Ability to conduct interviews. </li><li>Ability to communicate effectively in oral and written expression. </li><li>Ability to gather information through questioning individuals. </li><li>Ability to deal tactfully with others. </li><li>Ability to determine proper format and procedures for assembling items of information </li><li>Ability to compile statistical data and prepare statistical reports. </li><li>Ability to gather information through observing individuals and by examining records and documents. </li><li>Ability to maintain a calm manner in stressful and emergency situations. </li><li>Ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds. </li><li>Ability to make decisions and act quickly in dangerous situations. </li><li>Ability to work independently. </li><li>Ability to exercise sound judgment. </li><li>Ability to exercise discretion in handling confidential information. </li><li>Ability to accurately record information provided orally. </li><li>Ability to perform arithmetical computations with speed and accuracy. </li><li>Ability to work accurately with names, numbers, codes and/or symbols. </li><li>Ability to climb ladders. </li><li>Ability to operate a motor vehicle. </li><li>Ability to use investigative techniques to obtain information. </li></ul> <p>Working Conditions:</p> <p>District Engineering Inspectors work under exposure to hazards associated with construction sites, amusement devices, moving machinery, electrical systems, overhead hazards, etc. Inspectors work outside in all types of weather, travel for job related purposes, stand for prolonged periods of time and may be subject to being on a standby (on-call) work status.</p> <p>The successful candidate will be required to pass a criminal background check (CORI) and a physical exam, prior to hire.</p> <p>SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES.
