<p>Job Summary</p> <p>Manages and coordinates activities of general construction and/or technical projects for Solid & Hazardous Waste Management Divisions. To lead project execution, manage budgets and schedules, and collaborate effectively with stakeholders. Projects managed at this level may be smaller in scope and/or under the supervision of an experienced Project Manager.</p> <p>Essential Functions</p> <ul> <li>Assist in the development of the section's capital budget and maintain the section's procurement activities in compliance with the Procurement Services Division and the Clerk's Finance Office. </li><li>Identifies and recommends proper allocation of material and services, prepares and processes varied administrative and procurement documents, internal controls, contract administration, budget amendments; then monitors the workflows until processes are complete. </li><li>Coordinates daily work activities; organizes, prioritizes, and assigns work. </li><li>Ensures compliance with all applicable codes, laws, rules, regulations, standards, permits, policies, and procedures. </li><li>Monitors work status and ensures compliance with terms of contract, including but not limited to invoices. </li><li>Interacts, consults, and coordinates efforts with internal and external shareholders, including but not limited to coordinating and participating in meetings, and/or responds to inquiries/complaints. </li><li>Identify and assists with complex problem and/or situations, including but not limited to, and technical work, research, implementation, as needed. </li><li>Tracks status of work in progress and conducts inspections, as needed, and ensures quality control. </li><li>Monitors work environment to ensure adherence to safety procedures. </li><li>Initiates any actions necessary to correct deviations or violations. </li><li>Reviews and makes recommendations for plans, designs, specifications, and reports. </li><li>Prepares and submits project specific budgets, and monitors expenditures to ensure compliance. </li><li>Create project schedules, monitors progress of project in meeting established schedule. </li><li>Coordinates process for bidding and contracting of services, including collaboration, as necessary, for preparation of solicitations for services, requests for proposals, requests for information, invitations to bid, and/or work. </li><li>Manage project, with shareholders, as necessary, including but not limited to scope, procurement, solicitation, addendums, progress meetings, change orders, negotiations, etc., and assists with preparation of Executive Summaries. </li><li>Performs other related duties as required. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Bachelor's degree in a related field required. </li><li>One (1) year of related experience preferred. </li><li>Candidates without a related degree should possess four (4) years of related experience. </li><li>Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. </li><li>Fingerprinting Required. </li></ul> <p>Supplemental information</p> <ul> <li>Salary offers above the minimum pay grade may be considered based on qualifications. </li><li>Essential Employees may be required to work during an undeclared or declared emergency.
