<p>Position open until 5/31/25, or until filled.</p> <p>General Summary</p> <p>The Outside Plant (OSP) Engineering Permit Manager is responsible for ensuring that the company obtains all necessary permits and approvals for the construction and maintenance of outside plant (OSP) facilities. This will include, but is not limited to, Department of Transportation(s), Cities, Counties, Pole Owners, and other legal entities through which facilities may be placed. This position will manage a team comprised of internal and external workforce members, focusing primarily on protecting business interests through accurate, timely submissions, follow up, and approvals. This role requires strong project management skills and the ability to collaborate with multiple internal and external stakeholders.</p> <p>Essential Duties/Responsibilities</p> <ul> <li>Reviews, coordinates, processes, and verifies compliance with rules, regulations, and legal requirements applicable for all permits required from approving agencies for the placement and installation of fiber optic networks. </li><li>Researches, obtains, and maintains all applicable permit data and information associated and required for successful permit submission and approval. </li><li>With the team, reviews and approves all provided OSP engineering permit packages in preparation for submission to local entities. </li><li>With the team, manages permits for multiple projects concurrently and tracks their progress. </li><li>Communicates with permit approving agencies to confirm timelines, proper procedures, and documentation requirements are met. </li><li>Prepares and submits all required permit applications and associated documents to approving agencies. </li><li>Utilizes key performance indicators to provide meaningful and timely reports to management regarding the permit process. </li><li>Identifies and implements continuous process improvement initiatives to optimize service delivery efficiency. </li><li>Acts as client interface for permit status and issue resolution. </li><li>Tracks the impact of changes and delays on permit processing timelines and adjusts schedules accordingly. </li><li>Interviews, hires, trains, evaluates and terminates subordinate personnel. </li><li>Directs Permit management team personnel as well as outside vendors, and actively participates as necessary, in achievement of responsibilities and objectives. </li><li>Works on regularly scheduled days as well as unscheduled days and/or beyond regular work hours due to customer or operational demands, as needed. </li><li>Adheres to all Company standard procedures, policies and safety practices in the course of performing work activities. </li><li>Other duties as assigned. </li></ul> <p>Job Requirements</p> <ul> <li>5+ years of OSP Permitting experience in the fiber-based telecommunications industries preferred; high school diploma or GED required; or equivalent combination of education and experience. </li><li>2 years or more of demonstrable expertise in joint pole use management, utility pole permitting processes, make ready, and pole attachment for node attachments and field construction. </li><li>Strong knowledge of FCC timelines and push back methodologies to ensure company interests and timelines are protected. </li><li>Able to identify all types of construction methods within ROW, identify assumed public ROW, and visually identify existing utilities, as well as having basic knowledge of make-ready construction. </li><li>Familiarity with coordinating ROW issues and managing OSP for aerial Fiber Optic networks. </li><li>Proficient in coordinating fiber builds involving power companies, CLEC's, ILEC's, Telco's, and third-party attachers, and pole construction </li><li>Ability to manage permitting processes, including highway, railroad, city, county, state, and municipal requirements for telecommunications construction. </li><li>Expertise in Microsoft Office programs and Adobe Acrobat. Working knowledge of Google Earth/Maps. </li><li>Highly organized, self-starter, and detail-oriented with excellent time management and strong attention to detail. </li><li>Possess strong professional written, verbal, and interpersonal communication skills, including the ability to negotiate, build consensus, and provide solutions to problems. </li><li>Ability to take direction with ease, including changes to schedule and workflow priorities, and work independently or as a team member. </li><li>Critical thinking skills to make assessments and provide solutions to problems. </li></ul> <p>Working Conditions</p> <ul> <li>Employee remains in the sitting position for prolonged hours. Employee is occasionally required to stand, walk, use hands to handle or feel objects, tools or controls; reach with hands and arms; talk and hear. Employee must occasionally lift and/or move up to 15 pounds.
