<p>Overview</p> <p>The position of Payroll Systems Analyst is responsible for supporting payroll operations and serving as the subject matter expert for the agency's timekeeping system. Incumbent in this position is maintaining and processing overtime records for more than 1,200 employees. The incumbent identifies potential process improvements, troubleshoots system and payroll issues, and provides user support. Incumbent in this position will perform activities necessary to process payroll and maintain related records for voluntary and involuntary deductions. This position works under the knowledge of established policies and procedures. Incumbent in this position must stay up-to date on any changes in laws and policies as it will affect their work. Incumbent will need to express independent judgment in some areas of job while others are governed by policies and laws. Position reports to the Payroll Manager.</p> <p>Agency Summary</p> <p>The mission of the Indianapolis Fire Department (IFD) is to provide emergency and fire protection services to the City of Indianapolis and surrounding areas. IFD personnel are highly trained professionals, serving not only as firefighters but also as paramedics, emergency medical technicians, extrication specialists, swift water and rescue divers, confined space and trench rescue technicians, and hazardous materials specialists. This broad skill set enables the department to save lives, protect property, and preserve the environment. After selection of the successful candidate, an official offer of employment will be made by HR.</p> <p>Position Responsibilities</p> <ul> <li>Serve as the primary subject matter expert for the Kronos timekeeping system. </li><li>Partner with HR and IT to implement, troubleshoot, and maintain timekeeping codes, rules, and workflows to ensure seamless payroll processing. </li><li>Monitor and audit overtime, leave, and other premium pay entries to ensure compliance with collective bargaining agreements, City policies, and labor laws. </li><li>Pull, review, and reconcile Kronos files for payroll processing; identify and resolve discrepancies before payroll submission. </li><li>Coordinate payroll/timekeeping system changes with HR, IT, and City administration to ensure system accuracy and compliance. </li><li>Update, verify, and maintain changes in employee payroll and timekeeping records. </li><li>Generate, audit, and interpret payroll and timekeeping reports for accuracy and compliance with current labor agreements. </li><li>Respond to employee inquiries related to timekeeping, payroll discrepancies, and policy application. </li><li>Support payroll-related compliance processes, including audits and reporting. </li><li>Develop, maintain, and distribute Kronos job aids, cheat sheets, and training materials for supervisors and employees. </li></ul> <p>Qualifications</p> <p>Bachelor's Degree in Accounting, Accounting Principles, Finance, Business Administration, or a related field of study with six (6) years of previous work experience in a related position. Must have knowledge of Enterprises Resource Planning systems, including UKG and PeopleSoft Human Capital Management system. Must have knowledge of applicable accounting, payroll, budgeting, and financial management practices. Specific knowledge base in accounting principles and techniques involved in payroll preparation, monitoring and control, payroll related accounting practices, labor contracts and their impact on payroll, and applicable federal, state, and local laws. Strong analytical, problem-solving, and troubleshooting skills with ability to identify problems and determine corrective actions. Effective collaboration and communication skills as well as an ability to handle multiple assignments in a timely manner with minimal supervision. Must have excellent written and verbal communication skills. Positive and productive interaction with employees, vendors, leadership, and union participants is expected. Ability to prioritize work and promptly resolve or escalate when necessary. Must be proficient in Microsoft Office.</p> <p>Preferred Job Requirements and Qualifications</p> <p>Master's Degree in Accounting, Accounting Principles, Finance, Business Administration, or a related field of study with two (2) years of previous work experience in a related position. Must have knowledge of Enterprises Resource Planning systems, including PeopleSoft Human Capital Management system with an emphasis on PeopleSoft Time & Labor version of 9.0 or higher. Must have knowledge of applicable accounting, payroll, budgeting, and financial management practices. Specific knowledge base in accounting principles and techniques involved in payroll preparation, monitoring and control, payroll related accounting practices, labor contracts and their impact on payroll, and applicable federal, state, and local laws. Strong analytical, problem-solving, and troubleshooting skills with ability to identify problems and determine corrective actions. Effective collaboration and communication skills as well as an ability to handle multiple assignments in a timely manner with minimal supervision. Must have excellent written and verbal communication skills. Positive and productive interaction with employees, vendors, leadership, and union participants is expected. Ability to prioritize work and promptly resolve or escalate when necessary.
