<p>*Temporary Promotion or Detail NTE 180 days, may be extended or made permanent at a later date without further competition</p> <ul> <li>Selectee must be able to physically work onsite. This position provides Network-wide human resource support work in the VISN Shared service Unit (SSU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits, Leave Administration and Reasonable Accommodation functions are completed in a timely fashion. </li></ul> <p>Duties include but are not limited to:</p> <ul> <li>Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel </li><li>folders (e-OPF) and generating and maintaining records and reports. </li><li>Responsible for daily monitoring of personnel systems for actions related to the duties of the section, following up with the employee and or service, follows up with employee or service as appropriate for any missing information. </li><li>Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes). </li><li>Incumbent supports the work life programs within HR including telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits. </li><li>Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). </li><li>Responsible for reviewing and routing all requests for work life benefits submitted to HR. </li><li>Attends health benefit carrier enrollment fairs to assist with open season. </li><li>The incumbent provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in WLB. </li><li>The incumbent conducts regulatory research to provide a thorough response. </li></ul> <p>Personnel Actions</p> <ul> <li>Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel folders (e-OPF) and generating and maintaining records and reports. </li><li>The incumbent will be responsible for daily monitoring of personnel information systems (for example, Manager Self Service) for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information. </li><li>Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes). </li><li>Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). </li><li>By using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide, the incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of HR Smart action to ensure action processed; follow-up with Technical Reviewer as appropriate. </li><li>Incumbent is responsible for using the DFAS Remedy system to initiate corrections relating to the duties of the section. </li><li>Follows up with the Technical Reviewer or HR Specialist on requests for corrections and/or DFAS remedy. </li><li>Assists with suspense related to duties of the section; ensures accuracy of information, maintains suspense documents, and follows up on overdue suspense notices with appropriate individuals. </li><li>Provides technical guidance, information, and assistance for the Reasonable Accommodation program. </li><li>Evaluates sensitive personnel issues and counsel's employees on the requirements of viable options. </li></ul> <p>Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.</p> <p>Work Schedule: Monday-Friday, 8:00am-4:30pm</p> <p>Telework: This position may be authorized for telework on Ad-Hoc basis.
