<p>This position assists the Police Chief in planning, organizing, and directing the operations and activities of the department, including coordinating departmental administrative and field activities, and criminal and civil investigations.</p> <p>MAJOR DUTIES</p> <ul> <li>Assists in directing the operations and activities of all divisions of the Police Department, which includes the Patrol Division, Criminal Investigations Division, Special Operations Unit, Staff Services Division, Training Division, and other areas. </li><li>Trains, assigns, directs, supervises, evaluates and disciplines personnel </li><li>Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, general orders, policies, established safety procedures </li><li>Oversees enforcement of all applicable codes, ordinances, laws, and regulations (both traffic and criminal) in order to protect life and property, prevent crime, and promote security </li><li>Assumes command of the department in absence of Police Chief; coordinates and conducts special projects as assigned </li><li>Attends various meetings, serves on committees, and makes speeches or presentations as needed; creates and maintains positive public relations with the general public; makes public appearances to promote the department; provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, and related issues; teaches classes at Civilian Police Academy; oversees the department training program and supervises the department training coordinator </li><li>Develops and administers departmental budget; prepares and submits budget recommendations; monitors expenditures and ensures compliance with approved budget; reviews and pre-approves purchase requests and check requests; approves invoices for payment; prepares, and submits budget status reports to Chief </li><li>Formulates departmental policies and operating for approval by the Chief; implements approved departmental policies and procedures; updates policies and procedures as necessary </li><li>Performs administrative functions; reviews and approves payroll documents and personnel leave requests; evaluates performance of subordinates and reviews evaluations completed by division lieutenants; reviews and approves applications for employment and related background checks; generates and submits required reports; reviews reports completed by department personnel; reviews and approves department training requests </li><li>Monitors inventory of department equipment, vehicles, weapons, uniforms, and supplies; ensures availability of adequate materials to conduct work activities; reviews requests for new items; plans for long-term replacement of vehicles and equipment; obtains and reviews bids and competitive price quotes for materials and services </li><li>Coordinates activities of department personnel in conducting major incident response or major criminal investigations </li><li>Oversees, conducts, and assigns investigation of citizen complaints or incidents involving department personnel, vehicles, equipment, or operations; researches complaints and initiates problem resolution; investigates accidents involving injuries and fatalities; conducts or supervises internal investigations as needed </li><li>Assists with general law enforcement functions as needed; provides assistance and backup support to other officers as necessary; provides emergency response as needed </li><li>Assumes command of major incidents; responds to major calls relayed by dispatchers; assesses and evaluates incident scenes, determines necessary manpower allocation, and ensures utilization of proper methods to preserve evidence; requests and directs additional emergency personnel, other units, departments, outside agencies, or others as needed </li><li>Participates in court activities; prepares case files for court presentation; provides credible testimony and presents evidence during court; assists attorneys representing the department in civil or criminal litigation </li><li>Prepares or completes various forms, reports, correspondence, budget documents, hearing conclusions, appeal and press releases, general orders, policies, procedures, citations, charts, graphs, flow charts, diagrams, or other documents </li><li>Maintains records, logs, and files of work activities; maintains current manuals, policies and procedures, bulletins, map books, and other materials for reference or review </li><li>Responds to complaints and questions related to law enforcement issues and activities; mediates disputes; provides information, research problems, and initiates resolutions </li><li>Encourages positive employee morale and good working relationships with all City divisions </li><li>Performs other related duties as assigned </li></ul> <p>KNOWLEDGE AND SKILLS REQUIRED</p> <ul> <li>Knowledge of the theories, principles and practices of police administration </li><li>Knowledge of management and supervisory principles and techniques </li><li>Knowledge of financial and personnel management </li><li>Knowledge of federal, state, and local laws and ordinances </li><li>Knowledge of the City population and demographics </li><li>Knowledge of the criminal justice system </li><li>Knowledge of City and department policies/procedures relating to the provision of police services </li><li>Skill in planning, organizing, analyzing, decision making, and problem solving </li><li>Skill in the use of firearms and other standard and specialized equipment </li><li>Skill in using standard office equipment </li><li>Skill in oral and written communication and public relations </li></ul> <p>SCOPE AND EFFECT</p> <p>The purpose of this position is to assist in the planning, direction, and management of the overall provision of police services to the citizens of the City. Successful performance helps ensure the effectiveness of department services, enhances the quality of life for area citizens, and affects the public image of the City.</p> <p>PHYSICAL DEMANDS</p> <p>The work is typically performed while sitting at a desk or table with intermittent standing, walking, bending, crouching, or stooping.</p> <p>WORK ENVIRONMENT</p> <p>The work is typically performed in an office and sometimes outdoors. The employee is exposed to contagious or infectious diseases, occasional inclement weather, and the risk of physical assault. The work requires the use of personal protective equipment.</p> <p>SUPERVISORY CONTROLS</p> <p>This position reports directly to the Police Chief.</p> <p>SUPERVISORY AND MANAGEMENT RESPONSIBILITY</p> <p>This position has direct supervision over Police Commander, Police Lieutenant, Police Sergeant, Computer Systems Specialist, Police Corporal, Administrative Coordinator, Criminal Investigator, Master Police Officer, Police Officer, TAC/Evidence Technician Coordinator, Animal Control Officer, Administrative Secretary, Accounting Clerk, Records Clerk, and School Patrol Officer.</p> <p>MINIMUM QUALIFICATIONS</p> <ul> <li>Bachelor's Degree required in a course of study related to the occupational field </li><li>Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require a minimum of fifteen years of prior law enforcement experience with progressively responsible supervisory/management experience in a Police Department or law enforcement agency </li><li>Completion of a nationally recognized Command Leadership School, such as SPSC, SPI, FBINA is preferred, or willingness to attend if the opportunity is provided </li><li>Possession of or ability to readily obtain a valid Driver's License issued by the State of Tennessee for the type of vehicle or equipment operated </li><li>Ability to meet current police standard requirements set forth by the state of Tennessee </li></ul> <p>FLSA Status: Exempt</p> <p>Pay Grade: 25</p> <p>Miscellaneous Information</p> <p>For additional information or questions about this opportunity, please contact the HR Department, City of Hendersonville hr@hvilletn.org or by phone at 615-264.5314.</p>
