<p>The Massachusetts Department of Public Health (DPH) is seeking a dynamic Director of Data Strategy and Transformation to play an essential role in driving the Department's efforts to modernize its core data infrastructure, ensuring public health data are accurate, timely, and actionable. This leadership position guides the strategic development and implementation of the Department's data modernization roadmap, aligning it with both state and federal initiatives, including the Centers for Disease Control and Prevention's (CDC) Data Modernization Initiative, the DPH Strategy Map, and the Department's Strategic Plan to Advance Racial Equity. With a strong focus on collaboration, the Director will engage with cross-agency partners, national stakeholders, and internal teams to champion innovative technologies, strengthen data governance, and embed principles of health equity throughout all data practices. In this highly influential role, the Director will oversee a dynamic team tasked with reimagining how public health data are collected, shared, and utilized across Massachusetts. This includes supervising key modernization projects, ensuring compliance with evolving data standards, and enhancing interoperability across systems. The role also involves managing federal grants, coordinating with IT leadership, and representing the Department in national discussions shaping the future of public health data. With direct impact on statewide policy and practice, this position offers a unique opportunity to lead transformative change in how data support public health decision-making at the state and local levels.</p> <p>Duties and Responsibilities (these duties are a general summary and not all inclusive):</p> <ul> <li>Lead the implementation of a comprehensive data modernization strategic plan that aligns with CDC's Data Modernization Initiative, the DPH Strategy Map, the Strategic Plan to Advance Racial Equity, and relevant state and federal IT strategies. </li><li>Oversee the development and maintenance of sustainable, scalable data infrastructure utilizing shared services and cloud-based technologies. </li><li>Collaborate with EOHHS IT, EOTSS, and other partner agencies such as MassHealth, DMH, and the Center for Health Information and Analysis (CHIA) to align shared data priorities and coordinate modernization efforts. </li><li>Champion innovative technologies, methodologies, and analytical tools that enhance data use and inform public health decision-making. </li><li>Manage the day-to-day operations of data governance activities under the direction of executive leadership, ensuring alignment across bureaus and offices. </li><li>Supervise and support the Data Strategy and Transformation Team, fostering a collaborative culture and guiding professional development, hiring, and performance management. </li><li>Provide leadership and staffing support for the Data and Technology Advisory Group and participate in governance-related workgroups, including IT Project Review. </li><li>Develop and implement enterprise-wide data standards, policies, and procedures to promote consistency, compliance, and interoperability across DPH systems. </li><li>Coordinate with legal and data partners to establish protocols for data acquisition, maintenance, usage, and retirement, ensuring responsible data lifecycle management. </li><li>Oversee budget management, vendor contracts, and serve as the primary liaison for federal grants related to data modernization and development. </li><li>Represent the Department in national and federal meetings with entities such as the CDC and disseminate best practices and national standards internally. </li><li>Lead strategic oversight of major data platforms such as the DPH Data Library and Population Health Information Tool (PHIT), identify integration opportunities, and support technical assistance to internal and local public health stakeholders. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Prior or current government experience. </li><li>Demonstrated expertise in data management, including governance, standards, analytics, visualization, and the secure use of identifiable public health and medical data. </li><li>Strong understanding of cloud technologies, big data infrastructure, and the ability to communicate complex technical concepts to non-technical audiences. </li><li>Knowledge of epidemiology, informatics, and public health practice, with the ability to apply these principles in a strategic and operational context. </li><li>Proven ability to analyze complex data sets, assess applicability, and draw meaningful, actionable conclusions. </li><li>Skilled in project management and capable of overseeing multiple high-impact projects simultaneously through to successful completion. </li><li>Experience in leading cross-functional teams and facilitating collaboration among diverse stakeholders, including technical and public health professionals. </li><li>Effective communication skills, including the ability to lead productive meetings, build consensus, resolve conflicts, and engage with stakeholders at all levels. </li><li>Ability to foster an inclusive, equitable, and accessible team environment that supports diversity and belonging. </li><li>Strong problem-solving abilities and a proactive approach to identifying opportunities and developing innovative solutions. </li><li>Experience in managing federal grants, including budgeting, reporting, and compliance with grant requirements. </li><li>Working knowledge of SAS, Tableau, and Power BI. </li></ul> <p>DPH Mission and Vision:</p> <p>The mission of the Massachusetts Department of Public Health (DPH) is to promote and protect health and wellness and prevent injury and illness for all people, prioritizing racial equity in health by improving equitable access to quality public health and health care services and partnering with communities most impacted by health inequities and structural racism. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.</p> <p>II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.</p> <p>III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.</p> <p>IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.</p> <p>Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
