<p>TARGET ENTRY SALARY $117,137 - $152,000 DOQCURRENT RECRUITMENT IS FOR FIRE DIVISION CHIEF - TRAININGUnder administrative direction, the Fire Division Chief performs administrative and operational management of the agency's divisions specializing in strategic public safety activities at the Division Manager level within the Fire Department.Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:Manages, and directs various organizational work units within the Fire Department, or any other work group as assigned; establishes goals, objectives, and priorities.Provides recommendations regarding hiring and discipline; supervises and evaluates employees in assigned division.Develops and monitors annual budget and manages operations within the budget; tracks and evaluates expenses and monitors budget guidelines, purchases, and other department needs. Represents the City on local and regional committees and is responsible for similar activities, meetings, and forums. Analyses, prepares, and maintains statistics, records, and reports and makes educational presentations to businesses, citizens and City employees. Facilitates coordination of activities, promotes teamwork, and ensures communication among city departments and appropriate outside agencies. Responds to emergency scenes as needed to coordinate functions at the request of the incident commander.Supports and assists in general program and planning for the department; participates in training programs; recommends futures strategies for effective operation. Duties may be fulfilled on a standard five-day work week or may be assigned to work a 24-hour shift schedule to backfill a District Commander position to meet the needs of the department, and are performed under the immediate supervision of the Fire Deputy Chief or Fire Chief with latitude to exercise administrative judgment and discretion in managing assigned activities in accordance with the Standard Operating Procedures and general policies of the Fire Department. Performs other duties as assigned.In addition to the preceding, the following specific information applies to managerial positions assigned to each individual division:DIVISION AREA SPECIFICS:Training:Manages the Training Division and develops continuous fire suppression, emergency medical services, hazardous materials abatement, and technical rescue training programs. Consults with the Operations Division personnel to determine training needs and schedule training sessions. Evaluates and appraises fire and rescue operations to determine training needs. Manages the Fire and Rescue Training Facilities, which include a three-classroom facility, two training towers, and a training office. Manages the 11-week recruit class training program. Conducts Quarterly Officer meetings, which consists of multiple sessions and pertinent topics to the development of officers. Manages the department's Learning Management Software (LMS) for all employee training, document library, and ensures training compliance with ISO. Manages all employee task books and associated testing procedures that are required within the Local 1158 promotional process. Supervises a Fire Training Officer and three Fire Training Lieutenants.Other duties may include:Organizes, plans, and coordinates the activities, resources, and/or personnel at the Logistics facility (comprised of resources for station supplies, apparatus, communications, fire department facilities, and equipment acquisitions). Coordinates the activities and budget of the special operations teams with other Fire and Rescue Department bureaus and divisions, City agencies, and organizations outside the City.Licenses, Certifications, and Equipment:A valid State of Florida driver's license is required. State of Florida Firefighter Certification is required. Florida EMT or Paramedic Certification is required.The following certifications must be obtained within 1 year of appointment:Fire Instruction I Certification is required.Live Fire Instructor Certification is required.40-Hour Florida Incident Safety Officer CertificationEducation and Experience:Bachelor's Degree in Fire Science, Business Administration, Public Administration, or a related field AND ten (10) of fire service experience including six (6) in a supervisory capacity in an organized fire department/fire district; OR an equivalent combination of education, training, and experience may be considered. Knowledge of - Principles, practices and techniques of the functional area to which assigned, and the ability to apply them effectively Laws, regulations, policies and procedures affecting the functional area to which assigned, and the ability to apply them appropriately Fire, rescue, and EMS incident management Fire science and principles Fire and Building codes Budgetary, financial, and purchasing systems Methods and materials used in comprehensive training programs Standard fire and rescue policies and procedures Administrative, managerial, and supervisory techniques Available resource organizations Budget development, collective bargaining process, and ability to assist Fire Department management in negotiating and administering negotiated labor agreements Department policies and protocolsSkill in - Communicating effectively with diplomacy and tact Public speaking Writing complete and accurate reports, memos, policies, and procedures Managing and administering grant funding Coordinating resources in response to potential disasters Delegating duties and responsibilities, providing feedback and follow up Evaluating performance and counseling subordinates Effectively resolve personality conflicts among subordinates Providing effective leadership in emergency and incident response situations Determining staffing and equipment needs; coordinating and planning resource allocation Analyzing and evaluating information Interpreting, explaining, and enforcing regulations Setting priorities and managing time Identifying, defining, and evaluating the objectives, activities, and methods of the department; developing strategies and future objectives Developing effective alternative courses of action Taking initiative, acting decisively and assertively, and persevering despite significant obstacles Organizing, planning, and implementing programs Working effectively with other departments, agencies, and the public Establishing and maintaining good relationships</p>
