<p>Description and Functions</p> <p>Open Until Filled</p> <p>GENERAL DESCRIPTION:</p> <p>The Wyoming Department of Transportation (WYDOT) is seeking a full-time General Ledger Senior Accountant located in Cheyenne, Wyoming. Looking for a challenging accounting position that will make a difference in public service? Our organization is seeking a skilled accounting professional to balance, reconcile, review, analyze, and report financial information through the trial balance for WYDOT's monthly financial statements, annual external audit, and the annual comprehensive financial report. You would also assist with maintaining the revenue and accounts receivable tasks within the Financial Services Program to ensure timely and accurate receipts of WYDOT revenue. Identify, research, and resolve any discrepancies </li><li>Assists with establishing and maintaining financial records, including completing various general ledger and revenue-related month-end tasks </li><li>Prepares, analyzes, and interprets financial information and carries out special projects </li><li>Write off accounts receivable amounts, deemed uncollectible, monthly </li><li>Research damage repair claims, pulling supporting documentation for amounts billed, and determine project corrections, as needed </li><li>Provides backup coverage for review of deposits, vendor entry, and other tasks as needed </li><li>Makes recommendations for policies and methods of improved operations </li><li>Reviews, corrects, and posts journal entriesin WYDOT's PeopleSoft ERP and the State of Wyoming's WOLFS accounting systems, as applicable. </li><li>Contacts field and other programs' personnel, other State agencies, and other entities, as needed, to resolve issues </li><li>Prepares and analyzes reports and worksheets for external auditors and WYDOT personnel; assists external auditors with reports, data, etc. to complete the annual external audit </li><li>Manage user access requests for various revenue applications </li><li>Assists where needed in Financial Services including with day-to-day responsibilities and special projects </li><li>Assists with research and the reporting of essential property, inventory, and fuel-related transactions. </li><li>Assists in developing, evaluating, and revising accounting policies and procedures to comply with State and Federal rules and regulations </li><li>Implements and enforces state and agency fiscal policies and procedures </li></ul> <p>Qualifications</p> <p>PREFERENCES:</p> <ul> <li>Preference may be given to candidates with a Bachelor's degree in Accounting. </li><li>Preference may be given to candidates with PeopleSoft and/or WOLFS experience, including the infoAdvantage reporting system. </li><li>Preference may be given to candidates with audit and/or governmental financial statement preparation/reporting experience </li></ul> <p>KNOWLEDGE:</p> <ul> <li>Knowledge and application of Generally Accepted Accounting Principles (GAAP) </li><li>Knowledge of Governmental Accounting Standards Board (GASB) statements </li><li>Knowledge of WYDOT policies and procedures related to accounts receivable, revenue, property, and inventory </li><li>Knowledge of State of Wyoming Statutes </li><li>Knowledge of Federal policies and regulations </li><li>Knowledge of IRS guidelines </li><li>Knowledge of internal control guidelines and requirements </li><li>Knowledge and skill with large computerized accounting/ERP systems, including the integration of various modules and flow ofaccountingtransactions </li><li>Knowledge and skill in problem solving, including using mathematics and/or logic to solve and identify alternative solutions to problems </li><li>Knowledge and skill in written and oral communications </li><li>Knowledge and skill in decision-making </li><li>Knowledge and skill in accounting regarding how transactions post to the general ledger and the effect on governmental financial statements </li><li>Knowledge of Excel at an intermediate level </li><li>Knowledge and skill in preparing complex journal entries, analyzing financial data, and reporting financial information. </li><li>Ability and willingness to always be learning, growing, and expanding knowledge in the accounting field </li><li>Ability to organize, prioritize, and work independently </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>Education:</p> <p>Bachelor's Degree (typically in Finance)</p> <p>Experience:</p> <p>0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant</p> <p>OR</p> <p>Education & ExperienceSubstitution:</p> <p>4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant</p> <p>Certificates, Licenses, Registrations:</p> <p>None</p> <p>Necessary Special Requirements</p> <p>PHYSICAL WORKING CONDITIONS:</p> <p>Primarily in an office environment</p> <p>NOTES: (This section is used for recruitment purposes.)</p> <ul> <li> <p>FLSA: Non- Exempt</p> </li><li> <p>Qualifying eligibility and criteria for the hiring bonus</p> </li><li> <p>Temporary employees accepting a full-time permanent position.</p> </li><li> <p>Current employees accepting a promotional opportunity - recruitment must have been opened to the public.</p> </li><li> <p>One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive;
