<p>This position is responsible for assisting the Director - Health & Human Services in providing support to the Health & Human Services Board in developing policy for the department; this position is also responsible for the administration of various department programs and personnel. This position must administer the policy of the Health & Human Services Board in acknowledging the human concerns from those who need help, understand the challenges faced by those who try to help and to bring them together in an atmosphere of kindness, respect and competency. In the absence of the Director, this position has full authority and responsibility for the department. This position shares responsibility for administration of a $27.7 million budget.</p> <p> </p> <p>SUPERVISION</p> <p>This position serves as the assistant department head of Health & Human Services and manages division managers who supervise employees in each program area. This position is responsible for the general direction, coordination, and evaluation of these units by carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p> <p> </p> <p>SCHEDULE</p> <p>Days: Monday - Friday</p> <p>Work Hours: 8:00 am - 4:30 pm</p> <p>Hours Per Shift: 8</p> <p>Shifts Per Pay Period: 10</p> <p>Position FTE: 1.00</p> <p> </p> <p>Applications are being accepted from current County employees as well as members of the public.</p> <p>This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned. </p> <p> </p> <p>Support the Director in formulating and implementing policy for the total management process of the Health & Human Services Department.</p> <p>Organize the goals and objectives for the subordinate departmental programs and direct management studies of organization and administrative procedures to provide for the cost-effective delivery of services.</p> <p>Plan for the efficacious utilization of program resources i.e., fiscal management, personnel management, outside funding sources, budget analysis and preparation, program development and public relations.</p> <p>Consult with the Director and the Health & Human Services Board on the comprehensive integration and coordination of the diversified program activities and functions to resolve administrative problems and program improvements.</p> <p>Assist the Director in performing the primary controlling impact on the end results and outputs of the subordinate programs of the Health & Human Services Department.</p> <p>Coordinate management evaluation of programs via the establishment of valid quantitative and qualitative standards of measurements.</p> <p>Integrate programs on an intra and/or inter departmental basis.</p> <p>Direct budget preparation and expenditure of subordinate department appropriations; review current subordinate department operations and programs defining areas requiring additional funding for future improvement.</p> <p>Establish and maintain effective inter-governmental, public and professional liaisons.</p> <p>Interpret agency programs and objectives to governmental bodies, the general public and professional organizations.</p> <p>Review and develop the agencies internal and external communication processes.</p> <p>Serve as a functional or an exofficio member of various agencies, public and professional committees and organizations.</p> <p>Assist as needed in the provision of direct clinical and forensic clinical services in support of the various divisions and programs within the Health & Human Services Department.</p> <p>Perform required on-call duties.</p> <p>Demonstrate a commitment to county safety and risk management efforts.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p> </p> <p>Education and/or Experience</p> <p>Master's Degree in a counseling, social work, psychology, finance, accounting or public health discipline and six or more years of relevant prior experience including two years of supervisory experience required. A Bachelor's Degree may be substituted for the Master's Degree in one of the listed areas with at least seven years of an equivalent combination of experience and training including at least three years of supervisory experience in a human/social services agency. Demonstrated leadership and managerial experience involving decision-making authority in the planning, organizing, and directing program operations required. Proven experience in ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals as well as ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Knowledge of Trauma Informed Care Principles is essential.</p> <p> </p> <p>Interactions and Communications</p> <p>Interactions with others are frequently focused on complex issues of major importance to the organization.</p> <p> </p> <p>Certificates, Licenses, Registrations</p> <p>Valid driver's license.</p> <p>Proof of minimum liability auto insurance coverage.</p> <p> </p> <p>Decision Making</p> <p>This position has authority to make decisions by interpreting and applying department policies and practices with general managerial direction as needed.
