This work section assists, supports, and ensures uniformity with CDOT construction, maintenance, and planning activities, with compliance with the broad range of state, federal, and local regulations, executive orders, interagency agreements, standard operating procedures, and CDOT policies which support the protection and enhancement of the environment. EPB staff members establish CDOT's policy for environmental issues, conduct scientific investigations, develop mitigation strategies to avoid or minimize harmful environmental impacts, prepare professional reports and guidance documents, and conduct interagency negotiations that result in necessary approvals to complete CDOT activities. </p> <p>About the Position</p> <p> This position develops and manages CDOT's Stormwater Management Plan (SWMP) Design Program and serves as a resource to CDOT regions to assist in compliance needs and project delivery. </p> <p> </p> <p>Your duties and responsibilities will include, but are not limited to, the following:</p> <p>CDOT's SWMP Design Program Management and Support</p> <ul> <li>Act as the CDOT subject matter expert/Staff Authority to stakeholders concerning SWMP design requirements and processes; </li><li>Review and analyze SWMP Design processes to implement processes that provide uniformity within and between CDOT Regions; </li><li>Survey CDOT SWMP Designer's needs and incorporate feedback into the SWMP Design Program elements; </li><li>Develop standard operating procedures to better define and ensure an efficient approach to SWMP Design in project delivery; </li><li>Incorporate CDOT MS4 Permit, Colorado Discharge Permit System Stormwater Construction Permit (CDPS-SCP), Industrial and Dewatering permit requirements regarding SWMP design into SWMP templates and other program elements, ensuring all regulatory requirements are met; </li><li>Provide updated SWMP design templates for project delivery teams, reducing compliance risk to CDOT and CDOT contractors; </li><li>Provide efficient environmental CatEx Form 128 clearances by streamlining SWMP design processes, guiding project delivery teams, and/or actively participating in the design/review of SWMPs; </li><li>Survey active CDOT projects to better understand the needs of Engineering, Environmental, Contractor, and CDOT Maintenance, incorporating feedback into SWMP Design program elements; </li><li>Co-lead with the MS4 Construction Program Manager on the task force committee to revise the statewide Standard Specifications and M&S Standards concerning water quality; </li><li>Provide oversight of SWMP Design program requirements to ensure procedures are being followed according to permit requirements; </li><li>Provide specialized support on innovative contracts to assist in reviewing SWMP designs on high-risk projects. </li></ul> <p>CDOT SWMP Design Training</p> <ul> <li>Manage consultant teams who will teach the SWMP Designer Certification and Recertification classes; </li><li>Develop, coordinate, and provide relevant training to SWMP Designers, CDOT staff, and consultants; </li><li>Coordinate with stakeholders in the development of the SWMP Certification, SWMP refresher classes, specification revision, or other relevant topics to improve compliance statewide; </li><li>Research the needs of stakeholders and incorporate into SWMP design trainings; </li><li>Manage class scheduling, student registrations, student certifications, and class materials. </li></ul> <p>SWMP Design Document and Process Management</p> <ul> <li>Understand the stormwater needs of CDOT projects and ensure criteria are implemented into project design; </li><li>Provide input to CDOT specifications, standards, and SWMP narratives to minimize compliance risks on CDOT projects; </li><li>Serve as liaison between CDOT Water Quality Construction and Design Engineers concerning SWMP design; </li><li>Explore CDOT processes concerning SWMP Design and recommend ways to increase efficiency; </li><li>Technical writer for the Water Quality Section when drafting new specifications, Miscellaneous & Standard Plans (M&S Standards), and SWMP Templates; </li><li>Develop SWMP design templates while ensuring these documents are relevant, biddable, and reduce compliance risks on CDOT's projects; </li><li>Manage revisions to the SWMP templates; </li><li>Coordinate and collaborate with subject matter experts to develop new or revise existing Water Quality Specifications, M&S Standards, and SWMP narrative, minimizing compliance risks and ensuring fair bidding on CDOT projects; </li><li>Provide input to SWMP design criteria for project delivery to reduce change modification orders (CMOs) and overages on active CDOT projects; </li><li>Review, revise, and create materials within existing procedural policies, manuals, and on the Water Quality Section website to reflect current program requirements; </li><li>Develop CDOT Design Bulletins, Environmental Bulletins, Policy Directives, Procedural Directives, and Construction Bulletins to distribute updates concerning the SWMP Design Program; </li><li>Collaborate with CDOT Engineering to discuss changes needed in the Roadway Design and Construction Manuals to meet the MS4 Permit, CDPS-SCP, and other regulatory concerns; </li><li>Collaborate with stakeholders to develop new or revise existing CDOT Engineering plan sheet requirements; </li><li>Develop new and update current CDOT MicroStation Standards for the stormwater management plans, including symbology, hatching and the line type library. </li><li>Assist in SWMP development and SWMP review when requested by CDOT Regions; </li><li>Visit completed CDOT projects to interact with project teams, evaluating the original project design to provide improvement feedback to SWMP designers on future project designs. </li></ul> <p>Work Environment:</p> <ul> <li>Daytime hours Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. </li><li>After a training period, you may work a hybrid schedule with a combination of in-office and remote work. </li><li>Daytime travel during business hours to active and post-active construction sites to review SWMP implementation and gather feedback to facilitate program improvements. </li><li>Overnight statewide travel required to attend meetings, trainings. Approximately 10% </li><li>Approximately 20% spent in the field, 80% spent in the office, </li><li>Required to drive CDOT vehicles. </li><li>Exerts up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force frequently to move objects. </li><li>Required to work outside in all weather conditions, in close proximity to moving traffic, and over variable terrain. </li><li>Exposure to hot, cold, wet, humid, or windy conditions caused by the weather. </li><li>Exposure to nonweather-related hot and cold temperatures </li><li>Contact with water or other liquids; or exposure to nonweather-related humid conditions. </li></ul> <p>Experience Only:</p> <p>Must total at least eight (8) years and include:</p> <ul> <li>Four (4) years of experience in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, landscape architecture, or a field closely related to the major job duties. </li><li>AND at least four (4) years of experience in stormwater management, water quality, or hydrology. </li></ul> <p>OR</p> <p>Education and Experience:</p> <p>A combination of relevant education and experience equal to at least 8 years.</p> <ul> <li>Education from an accredited college or university in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, landscape architecture, or a field closely related to the major job duties will be considered </li><li>Experience in stormwater management, water quality, or hydrology will be considered. </li></ul> <p>Please Note: The required experience must be substantiated within the work experience section of your application.
