<p>Position Summary</p> <p>The Fiscal and Support Services Manager is responsible for managing the Fiscal and Support Services Section, including oversight and leadership in the compliance of the Title IV-E federal funding program, including the Department's compliance with the Title IV-E requirements, supervising contract management for the Statewide Title IV-E eligibility contract, the Children and Families Allocation and related state and county contracts, and the child welfare professional development training system and educational stipend programs for Wisconsin's university systems. This position contributes heavily to support staff's analytic work in understanding and interpreting the biennial budget, federal cost-allocation principles and allowances, and identifying areas of risk and opportunity within current funding structures.</p> <p>This position also manages individuals who provide a variety of administrative and contract management support across the Division to coordinate and schedule events, maintain forms and records management, and attend to other fiscal matters.</p> <p>This position works across all division bureaus, in close collaboration with budget, finance, and division leadership, as well as with county and tribal child welfare agencies.</p> <p>This position collaborates with the Bureau Director in the overall management of the Bureau, including strategic planning, resource assignment, and professional development of Bureau staff, and provides back-up to the Bureau Director as needed. As a member of the DSP management team, this position is further responsible for collaborating with colleagues in advancement of the Division's strategic plan and supporting staff throughout the Division.</p> <p>For a complete copy of the position description, click here.</p> <p>Salary Information</p> <p>The classification title for this position is Human Services Supervisor. The starting salary is between $48.00 and $51.00 per hour ($99,840 and $106,080 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.</p> <p>The pay schedule/range is 81-02. A two-year career executive trial period may be required.</p> <p>Job Details</p> <p>Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.</p> <p>Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.</p> <p>Qualifications</p> <p>Minimally qualified applicants will have:</p> <ul> <li>Experience supervising, directing, guiding, overseeing, or evaluating the work of professional staff (assigning/evaluating work, providing feedback, formal lead/project management duties, etc.) </li><li>Experience administering children and families' programs (developing policy, implementing procedures, monitoring operations) within or adjacent to the child welfare system (such as social services & family support, juvenile justice, CASA programs, juvenile mental health) </li><li>Experience working with administrative and fiscal responsibilities in a program setting (budget management, contracting and procurement, administering grants or other funding, etc.) </li></ul> <p>Well-qualified applicants will have:</p> <ul> <li>Experience working with Title IV-E federal funding source (function, compliance, and administration of this particular funding source) </li><li>Experience working with data driven decision making (identifying data needs, identifying data sources and methods, leveraging data to promote program improvement, and using data to tell a story, etc.); </li><li>Experience working with large scale contract management (compliance monitoring, quality assurance oversight, and fiscal management of contractor) </li><li>Experience managing complex operations and relationships between state, tribal, local child welfare agencies, and contracted agencies. </li></ul> <p>How To Apply</p> <p>If you haven't already done so, you will need to create an account and apply online.
