<p>Position Summary:The Executive Director of Finance is responsible for all operations in the District Business Office.</p> <p>Essential Tasks and Responsibilities:</p> <p>Serve as district Treasurer</p> <p>Prepare the annual district budget for approval by the Superintendent and Board of Directors</p> <p>Monitor the budget throughout the fiscal year</p> <p>Manage cash flow/investments of the district</p> <p>Oversee all deposits, in the manner prescribed by law, of all money received in district accounts</p> <p>Prepare monthly financial statements and provide financial data as needed for planning and decision making</p> <p>Provide periodic budget performance reports to district administrators, principals, and department heads to aid in budget management at the school and department levels</p> <p>Keep the Superintendent informed on all business affairs of the school district and recommend changes and improvements which need to be made</p> <p>Supervise the financial operation of the district including, but not limited to, salaries, operations, issuance of bonded debt, debt service, capital outlay, federal funds, food service funds, grant funds, and activity and athletic funds</p> <p>Ensure full compliance at all times with state financial systems procedures and coding requirements in the operation of the district accounting systems and activities</p> <p>Establish, modify, and coordinate implementation of accounting and accounting control procedures</p> <p>Audit internal accounting controls to ensure that district procedures are being followed</p> <p>Supervise and hire all business office personnel</p> <p>Provide direction for payroll management including the development of salary schedules, preparation of payroll checks, and dissemination of reports required for income taxes, social security, unemployment, and retirement</p> <p>Prepare annual employment contracts and contract addendums as required</p> <p>Evaluate personnel as assigned by the Superintendent</p> <p>Supervise employment records related to employee compensation rates, including years of experience, educational achievement, duty and stipend assignments, and special certifications or designations</p> <p>Administratively oversee the posting of all employee leave</p> <p>Approve and monitor all products offered to employees through payroll deduction</p> <p>Oversee compliance with Section 125 Cafeteria plan</p> <p>Administratively oversee compliance with all 403(b) & 457 employee contributions</p> <p>Conduct fiscal year end processing and reporting</p> <p>Serve as the district liaison for all external auditors</p> <p>Ensure compliance with all legislation regarding school business administration</p> <p>Responsible for recordkeeping of equipment inventory and real estate records</p> <p>Responsible for evaluation and acquisition of property, liability, and other insurance for the district</p> <p>Work closely with the district's fiscal agent with regard to all debt service/bond issue matters</p> <p>Administratively responsible for establishing, revising, and implementing purchasing procedures for the district</p> <p>Monitor financial procedures and activity of outside support organizations affiliated with the district</p> <p>Provide at least minimal levels of training in financial policies and practices for appropriate district personnel as needed</p> <p>Serve as district financial coordinator for eFinance and maintain appropriate certifications as required</p> <p>Attend and represent the district at community, state, and professional meetings as assigned</p> <p>Performs other related tasks as designated by the Superintendent</p> <p>Adhere to all policies of the district</p> <p>Note: The above description is illustrative of tasks and responsibilities.
