The incumbent will work under the general direction of an Investigative Specialist 4 (Professional Conduct) and will supervise and direct Investigative Specialist 1s in the Upstate Pharmacy Unit responsible for pharmacy inspection duties and functions for OPD Units located in Port Chester, Albany, Buffalo, Syracuse and Rochester. Duties of this position include, but are not limited to, the following:</p> <ul> <li>Coordinate with the Upstate Pharmacy Consultant and New York State Board for Pharmacy on all matters related to the pharmacy profession; </li><li>Provide pharmacy related training to Investigative Specialist 1s; </li><li>Provide supervisory review of all pharmacy related investigations and present findings to the Violations Committees established by the Executive Secretary for the Pharmacy Board; </li><li>Serve as liaison to both State and Federal agencies regarding the pharmacy profession; </li><li>Personally conduct investigations and inspections related to complex and/or important cases; </li><li>Supervise and direct Investigative Specialist 1s in the investigation of allegations of violations of laws and regulations by licensed professionals and the unlawful practice of professions; and </li><li>Assist other program areas within OPD as needed. </li></ul> <p>Minimum Qualifications MINIMUM QUALIFICATIONS:</p> <p>Reassignment: Candidates must have one year of permanent non-competitive service as an Investigative Specialist 2 (Professional Conduct).</p> <p>Non-competitive Appointment:</p> <ul> <li>Either: One year of permanent non-competitive service as an Investigative Specialist 1; </li><li>Or 2. Seven years of experience in conducting field investigations or investigations of medical misconduct preliminary to civil litigation or criminal prosecution. This experience must include conducting interviews of witnesses and others; preparing detailed reports of investigative findings; and testifying at administrative or criminal proceedings. One year of the experience must have been at a supervisory level. </li></ul> <p>SUBSTITUTION: An Associate's degree in Criminal Justice or related field may be substituted for two years of qualifying experience. A Bachelor's degree in Criminal Justice or a related field may substitute for four years of qualifying experience. Related fields include law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.</p> <p>Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, non-competitive appointment. Promotions and transfers may change appointees' negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
