Please view our benefits guide here.</p> <p>Job Summary:</p> <p>The Utility Coordinator supports the Public Works & Transportation Department by providing consistent, proactive coordination related to utility use of public space. This position is primarily an office-based coordination role that relies on structured communication, information management, and cross-functional collaboration rather than field inspection or contractor oversight. While the role includes occasional site visits and in-person meetings, the day-to-day work centers on independent task management, written and verbal communication, and virtual coordination across multiple stakeholders.</p> <p>This position focuses on relationship-based coordination with private utility providers, contributory management of utility-related information, and advisory support for utility coordination on City projects. The Utility Coordinator operates at the intersection of competing timelines, evolving project scopes, and varying stakeholder priorities, helping align expectations and surface critical information in a timely and professional manner.</p> <p>Utility work in the public right-of-way has significant impacts on safety, project delivery, infrastructure longevity, and public trust; this role helps create predictable coordination, improve shared understanding, and surface information that enables City teams and utility partners to anticipate and reduce issues before they become problems. The position requires the ability to manage multiple concurrent priorities, respond to time-sensitive requests, and maintain consistency and professionalism across written, virtual, and in-person interactions.</p> <p>This position is supported by the Public Space Asset Manager, who provides escalation support, cross-departmental enablement, and organizational alignment.</p> <p>Experience, Education, and Skills:</p> <p>Minimum Requirements:</p> <ul> <li>Associate's degree or certification program of comparable length in construction management, civil engineering, or related field. </li><li>Two (2) or more years of experience in a related field. </li><li>Possession of a valid driver's license. </li></ul> <p>Preferred:</p> <ul> <li>Experience or exposure to utility coordination, right-of-way permitting, damage prevention, or construction coordination activities. </li><li>Familiarity with public-sector or municipal operations, particularly within Public Works or infrastructure-focused departments. </li><li>Experience working in collaborative, advisory, or coordination-focused roles that require balancing multiple stakeholders and interests. </li><li>Exposure to capital project delivery, design, or construction support functions. </li><li>Preferred knowledge of geographic information systems (GIS). </li></ul> <p>OR any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.</p> <p>Knowledge, Skills, and Abilities:</p> <ul> <li>Knowledge of, or ability to learn, utility locating and damage prevention practices, including Colorado 811 requirements and coordination responsibilities across multiple utility owners. </li><li>Knowledge of, or ability to learn, Public Space/Right-of-Way permitting processes and how permitting requirements interface with construction and utility work. </li><li>Skill in using personal computers, spreadsheets, databases, and word processing. </li><li>Ability to develop working familiarity with franchise agreements, license agreements, and other legal instruments governing utility use of public space, while recognizing when issues require escalation rather than interpretation. </li><li>Understanding of utility coordination practices during design and construction, including the role of SUE investigations, potholing, and excavation standbys. </li><li>Strong relationship-building skills with the ability to establish trust, credibility, and productive working relationships with private utility providers and internal partners. </li><li>Ability to synthesize information from multiple sources, identify patterns or recurring issues, and communicate insights clearly to support process improvement and risk awareness. </li><li>Ability to provide guidance, education, and coordination support without assuming enforcement authority or project management responsibility. </li><li>Skill in clear written and verbal communication, documentation, and information sharing. </li><li>Ability to work within defined role boundaries, recognize complex or high-risk issues, and escalate appropriately to management. </li><li>Willingness and ability to engage in ongoing learning, training, and knowledge development as a core expectation of the role. </li></ul> <p>Essential Functions:</p> <ul> <li>Serve as a primary point of coordination for private utility providers working within Public Works & Transportation-managed public space, responding to inquiries and facilitating communication related to utility work in the right-of-way. </li><li>Provide early, pre-permit guidance to utility providers regarding Public Space/Right-of-Way permitting requirements, common conditions, and coordination expectations, without negotiating exceptions or granting approvals. </li><li>Maintain high-level awareness of Public Works & Transportation projects affecting the right-of-way and share relevant City project information with utility partners to support early coordination and reduce late-stage conflicts. </li><li>Develop, document, and share proactive guidance with utility providers on recurring coordination issues, expectations, and best practices identified through experience and historical records. </li><li>Identify Public Works & Transportation processes that generate utility discovery information, including potholing, SUE investigations, and excavation standbys, and support consistent intake and documentation of that information into established systems. </li><li>Maintain reference records and summaries of utility location and discovery information to support planning, damage prevention, and risk awareness, recognizing that such information is contributory and non-authoritative. </li><li>Partner with City project managers to observe and support utility coordination activities throughout project delivery, including early planning, preconstruction, and issue tracking. </li><li>Facilitate defined utility coordination touchpoints on Public Works & Transportation projects and provide advisory guidance on coordination practices, sequencing considerations, and risk identification, without assuming project management responsibility. </li><li>Track recurring utility coordination challenges and information gaps observed across projects and coordination activities and communicate patterns and improvement opportunities to management. </li><li>Develop and maintain working knowledge of utility locating and damage prevention requirements (including Colorado 811), Public Space permitting processes, franchise and license agreements with utility providers, and utility coordination practices during design and construction, including SUE investigations; participate in training, shadowing, and ongoing learning as a core responsibility of the role. </li><li>Collaborate with City project managers, inspectors, permitting staff, and other internal partners; coordinate with private utility providers and their representatives; and work with other City departments involved in utility locating, damage prevention, and right-of-way management, with direction and support from the Public Space Asset Manager. </li><li>Performs other duties as assigned. </li></ul> <p>Supervisory project-related work, including navigating uneven terrain. </li><li>The noise level is generally low to moderate, consistent with a typical office setting. </li><li>This position involves frequent interaction with the public, community stakeholders, and internal staff, including responding to inquiries, attending community meetings, and representing the City in both informal and formal settings. </li><li>May be required to work extended hours, including evenings, holidays, or weekends, based on operational needs. </li><li>May be required to conduct business in alternate locations within City buildings or at field sites, sometimes in formal settings. </li></ul> <p>Physical Requirements:</p> <ul> <li>Mobility: Requires minimal physical effort typically associated with office and clerical work.
