<p>This position requires a physical presence at the work location.</p> <p>Please refer to Important Information at the end of the page.</p> <p>The Clerk of the Circuit Court of Cook County</p> <p>Senior Accountant</p> <p>Actively Recruited</p> <p>Job Summary</p> <p>The Senior Accountant is a full-time Shakman Non-Exempt position, reporting directly to the Director of Accounting and Auditing, and is responsible for performing specialized tasks of considerable scope and complexity, involving the operation and control of financial matters, procedural issues and staff utilization related to the General Accounting area. Under the supervision of the Director of Accounting and Auditing, the Senior Accountant is responsible for the supervision of Accountants, Bookkeepers and clerical staff in the General Accounting area and enforcement of policies and procedures developed by the Comptroller's Office to all related staff. The Senior Accountant is responsible for helping the Director and the Assistant Comptrollers in the preparation of annual audit financial reports. The Senior Accountant is accountable for work products of all teams/projects assigned. The Senior Accountant handles co-workers and clients with respect and courtesy when performing his/her job duties.</p> <p>Essential Job Duties</p> <ul> <li>Oversees training and development of General Accounting staff to ensure efficient operation of department in accordance with Department Policies and Procedures. </li><li>Supervises General Accounting staff to ensure efficient operation of all financial matters. </li><li>Observes work performance for efficiency and work stoppages or lags. </li><li>Reports to Director of Accounting to obtain consultation on corrective procedural and administrative measures as related to all financial matters. </li><li>Develops and interprets Circuit Court policies and procedures and state statutes as needed. </li><li>Handles the disbursement of Civil Trust court ordered deposits. </li><li>Works with external auditors during the annual audit. </li><li>Enters Surety into system; receives/processes auto and civil surety bonds. </li><li>Prepares and/or supervises bank reconciliations. </li><li>Communicates with banks regarding CD renewals. </li><li>Communicates with banks relating to Clerk of the Circuit Court accounts. </li><li>Oversees and/or prepares the monthly disbursements to various agencies. </li><li>Oversees the daily and monthly reconciliations for accounts. </li><li>Monitors and tracks bank reconciliations and reviews and approves journal entries. </li><li>Processes the internal transfer daily (Cash Bond and Child Support). </li><li>Processes the ACH daily and monthly. </li><li>Monitors and approves the positive pay exception. </li><li>Prepares the performance measurement report monthly. </li><li>Prepares or supervises the Collection report bi-weekly. </li><li>Processes or supervises stop payments. </li><li>Supervises or reconciles and monitors the collection fees. </li><li>Supervises or works on the preparation of the yearly escheatment to the State. </li><li>Performs other duties as assigned or required. </li></ul> <p>The duties listed are not set forth for purposes of limiting the assignment of work. They are not to be construed as a complete list of the many duties normally to be performed under a job title or those to be performed temporarily outside an employee's normal line of work.</p> <p>Minimum Qualifications</p> <ul> <li>Bachelor's degree in business administration, accounting, or finance from an accredited college or university. </li><li>Five (5) years of full-time general accounting work experience. </li><li>One (1) year of full-time work experience in a supervisory capacity. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Current employee of The Clerk of the Circuit Court of Cook County. </li><li>Master's degree in business administration, accounting, or finance from an accredited college or university. </li><li>One (1) year of full-time financial work experience in government. </li></ul> <p>Knowledge, Skills, Abilities and Other Characteristics</p> <ul> <li>Excellent organization and planning skills. </li><li>Ability to follow directions, multi-task and problem solve in a fast-paced environment. </li><li>Excellent customer service skills. </li><li>Ability to interact in a professional manner with the general public, attorneys, employees and other court personnel. </li><li>Excellent interpersonal and facilitation skills. </li><li>Ability to communicate effectively both orally and in writing. </li><li>Ability to work with a team and/or independently. </li><li>Ability to make clear presentations and facilitate meetings. </li><li>Ability to achieve goals and meet deadlines. </li><li>Computer literacy with skill and efficiency in entering and retrieving data and preparing informative reports. </li><li>Knowledge of MS Office operations including Word and Excel. </li></ul> <p>Physical Requirements</p> <ul> <li>Ability to sit, stand, walk or move for extended periods of time. </li><li>Ability to repetitively use hands to operate standard office equipment and handle documents. </li><li>Must be able to lift 10 lbs. </li></ul> <p>Veterans Preference</p> <p>When applying for employment with the Clerk of the Circuit Court of Cook County, preference is given in the application process to honorably discharged Veterans who have served in the Armed Forces of the United States for more than 180 consecutive days, or during War Time.
