<p>VISTA Technology Services is seeking a highly motivated Program Manager to lead and coordinate design and engineering efforts for test and evaluation facilities supporting Hull, Machinery & Electrical (HM&E) systems. This role involves managing complex projects that replicate shipboard systems in land-based environments, ensuring readiness, safety, and performance across a wide range of technical domains.</p> <p>Responsibilities</p> <ul> <li>Lead cross-functional teams in the design and implementation of test installations, ranging from small test stands to full-scale engineering sites. </li><li>Oversee project lifecycle phases: conceptual, preliminary, and detailed design. </li><li>Coordinate with Program Managers to align deliverables with Contract Data Requirements Lists (CDRLs). </li><li>Manage assessments and reviews including Mission Readiness Panels (MRP), Integrated Test Readiness Reviews, and Integrated Schedule Reviews. </li><li>Ensure infrastructure readiness including floor loading, support system capacity, and power availability. </li></ul> <p>Systems & Equipment Scope</p> <ul> <li>Electrical Power Systems (up to 50MW / 13.8KV) </li><li>Diesel Engines, Generators, Propulsion Motors </li><li>Control Networks, Instrumentation, Fiber Optics </li><li>Machinery Shafting, Transmission, and Foundations </li><li>HVAC, Chillers, Piping Systems (up to 6500 PSI / 1200°F) </li><li>Structural and Outfitting Systems </li><li>Auxiliary Equipment (pumps, compressors, fans, etc.) </li></ul> <p>Basic Qualifications</p> <ul> <li>Bachelor's degree in Engineering </li><li>Professional Engineer (PE) license required </li><li>10 years of professional experience in program/project management. A minimum of 5 years of experience in test site-specific design program/project management </li><li>Strong understanding of HM&E systems and facility design </li><li>Proven leadership in cross-disciplinary engineering teams </li><li>Excellent communication and stakeholder engagement skills </li><li>DoD Confidential Clearance </li></ul>
