<p>General Description:</p> <p>Under administrative direction of the Superintendent, or designee, the incumbent acts as an ethical and proactive educational leader to coordinate, facilitate, and promote high levels of student learning through the use of psychological, evaluative, and other appropriate techniques. Further, the incumbent provides consultation to and development of all district stakeholders as appropriate toward the understanding of learning difficulties and barriers to academic success, as well as social, emotional, and environmental dimensions of the educational process. The incumbent aids in the utilization of school and community resources to meet the needs of each child in innovative and creative ways. The incumbent is highly invested in the academic success and individual educational needs of all learners.</p> <p>Essential Functions:</p> <ol> <li> <p>Provide pre-referral consultation to district staff as requested.</p> </li><li> <p>Participates in and facilitates team decisions concerning class placement, student instruction, multi-factored evaluations, and the writing of IEP's as necessary. Participates in and facilitates referral of children to outside services.</p> </li><li> <p>Participates in the identification, placement of, and re-evaluation of students with disabilities as prescribed by ODE policies and procedures, and state law.</p> </li><li> <p>Provides evaluative and other related consultation and evaluation/recommendations to all district stakeholders, as appropriate.</p> </li><li> <p>Conducts counseling as specified in state and federal special education regulations when deemed necessary.</p> </li><li> <p>Provides crisis intervention counseling as needed.</p> </li><li> <p>Maintains appropriate records for the Ohio Schools Medicaid Program documentation requirements.</p> </li><li> <p>Evaluates children for early entrance to kindergarten and first grade, and other screenings as requested.</p> </li><li> <p>Assists the Director of Student Services in coordinating all special education programming, including gifted and talented, and related services, including psychological and evaluation services, for the Benton-Carroll-Salem Local Schools.</p> </li><li> <p>Supervises and evaluates staff (formally or informally) as appropriate, as directed by the Superintendent, or designee.</p> </li><li> <p>Collaborates with other administrators to plan and implement special education/gifted and talented in-services, curriculum development, and program development.</p> </li><li> <p>Maintains a high level of knowledge of legal issues, case law, and educational methods regarding special education and gifted/talented programming, including all aspects of Individuals with Disabilities Education Act (IDEA), the Operating Standards for Ohio's Schools Serving Children with Disabilities and for serving Gifted and Talented students, and other legal requirements relating to job responsibilities.</p> </li><li> <p>Makes budget and staffing recommendations on programming as requested and needed.</p> </li><li> <p>Assists in the recruitment and selection of special education and other personnel as directed.</p> </li><li> <p>Assists in the development of positive relationships with parents of students to help them better understand their child's unique needs and to provide necessary support.</p> </li><li> <p>Maintains records necessary for the operation of a legal and efficient special education and gifted/talented program, and other records as needed and directed.</p> </li><li> <p>Assists with the development of Board policy in the area of job responsibilities; works with the Superintendent to ensure that Board policies within the scope of the job description are implemented with fidelity.</p> </li><li> <p>Maintains a positive public relations program as requested.</p> </li><li> <p>Advises and makes reports to the Superintendent, or designee, regarding special education, gifted/talented, and other matters as requested</p> </li><li> <p>Serves as District Representative as needed.</p> </li><li> <p>Serves as a key member of the district administrative team in coordinating all district programs to achieve school and/or district goals as directed.</p> </li><li> <p>Works with district administrators and others to plan and implement high-quality professional development.</p> </li></ol> <p>Anyone interested in applying for the above mentioned position should submit a letter of interest, resume, and any other artifacts that speak to the qualifications of the applicant to Mr. Geoff Halsey, Assistant Superintendent for Benton-Carroll-Salem School District, to: GHalsey@bcssd.com by 2:30 P.M.
