<p>Position Summary</p> <p>As the Purchasing Agent Senior, you will be performing the full array of activities related to procurement and contracting. Responsibilities include:</p> <ul> <li> <p>Managing and overseeing the full life cycle of procurement and contracting</p> </li><li> <p>Includes planning, drafting, posting, requesting and receiving proposals, evaluating offers, managing awards, negotiating, and managing contracts to execution</p> </li><li> <p>Mitigating risk throughout the life cycle of events</p> </li><li> <p>Acting as the lead procurement/contract agent for all procurement/contract events and their processes</p> </li><li> <p>Providing customer service and support</p> </li><li> <p>Providing consultation and training department-wide on procurement, contracting and compliance requirements and procedures</p> </li></ul> <p>Salary Information</p> <p>The starting pay is between $39.00 and $40.00 per hour ($81,100 and $83,200 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.</p> <p>Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 07/03.</p> <p>Job Details</p> <p>All applicants who may be appointed to these positions will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.</p> <p>For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.</p> <p>Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.</p> <p>DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.</p> <p>Qualifications</p> <p>Minimally qualified applicants will have all of the following:</p> <ul> <li>Experience leading and conducting the entire cycle of Requests for Proposals (RFT) and Requests for Bids (RFB) for services and commodities specifically all the following tasks: Developing specifications, evaluating responses, reporting results, checking references, making an award, negotiating contracts, and monitoring contract renewal or replacement. </li><li>Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft. </li><li>Experience interpreting and applying complex information such as Administrative Codes, State Statutes or similar laws and ensuring compliance with applicable policies or laws. </li><li>Experience providing consultation or training to customers or partners on purchasing or procurement activities (e.g., as reviewing and providing feedback on purchase orders or requisitions, preparing proper documentation, responding to questions from vendors, facilitating meetings and other communication between parties, etc.). </li></ul> <p>Well-qualified applicants will also have one or more of the following:</p> <ul> <li>Experience performing purchasing or procurement activities for the State of Wisconsin. </li><li>Experience performing purchasing or procurement activities in the public sector. </li><li>Experience creating and negotiating Statements of Work or Service Level Agreements. </li></ul> <p>Your letter of qualifications and resume are limited to two (2) pages each.
