<p>Position is open until filled. Applications are being reviewed as they are received.</p> <p>This is skilled, supervisory work overseeing communications technicians engaged in handling the performance of their assigned duties, handling emergency and non-emergency calls, and dispatching emergency responders. The supervisor will monitor and evaluate the work of communication technicians in a variety of dispatching and communication activities. The supervisor will ensure appropriate training. Work may also involved acting as a communications technician, answering calls, monitoring emergency services radios and alarms, dispatching emergency responders as needed, and maintaining continuous communication with the responders.</p> <p>Below is the estimated timeline and next steps in the hiring process (this is subject to change, if necessary)</p> <p>Job Posting will be open until June 1st</p> <p>Testing will be held mid to end of June, more information will be provided</p> <p>Interviews and Backgrounds will be conducted in July</p> <p>Successful candidate will be chosen in August and will begin the pre-hire processWork is performed under the general direction of the Communications Manager. The supervisor must be able to ensure adequate staffing of all shifts for proper communications operation. The Supervisor must also be able to communicate clearly and effectively under extremely stressful conditions in compliance with federal, state, and local rules and regulations regarding emergency communications and the release of criminal history information. Work is reviewed for results obtained through established performance measures. Supervision is exercised over multiple technicians. </p> <p>(May not include all duties performed.)</p> <p>Schedules, assigns and evaluates the work of all communications technicians during second and third shifts.</p> <p>Update the training manual as needed and oversee the Communications Training Officers (CTO) to ensure consistency in training.</p> <p>Provides on the job training to employees related to procedures and equipment operation.</p> <p>Ensure required in-service training is completed and required certifications are kept up to date.</p> <p>Responds to questions and complex problems.</p> <p>Assist in the creation, evaluation, and updating of department standard operating procedures (SOP) by consistent and timely use of a Quality Assurance program.</p> <p>Ensure that proper procedures are followed through the established Communications Quality Assurance program.</p> <p>Make recommendations for disciplinary action; provide performance counseling and corrective action as needed.</p> <p>Provide coverage during staffing shortages either by assuming the role of a communications technician or locating another technician as a substitute.</p> <p>Ensure APCO Project 33 Standard Communications Training Certification compliance and renewal.</p> <p>Assist in maintenance and upkeep of equipment necessary to the operations of the communication center; Contact the City Communications Coordinator when outside service is needed.</p> <p>Monitor 800mhz radio system, LEADS system, 9-1-1 and Vesta phone system, Dialogic system, CAD dispatch program, duress and aid alarms for records and other city offices, entry/exit controls for the adult jail, City building(s) camera system, audio and visual recording equipment for the adult jail, and other various equipment used in communications.</p> <p>Assist in the completion of monthly LEADS validation report.</p> <p>Use LEADS system to verify driver's license status, check vehicle registrations and wants and warrant checks on subjects as requested by officers; send messages via teletype to other agencies to confirm entries of stolen vehicles, stolen property, and missing or wanted persons; enter or delete arrest warrants from the LEADS/NCIC system; release Criminal History (CCH) information in an appropriate and secure manner; maintain a log of all LEADS/NCIC transactions.</p> <p>Track 9-1-1 call usage; ensure all 9-1-1 misroute forms are properly completed and faxed to the county 9-1-1 coordinator; oversee the completion of daily and monthly 9-1-1 call reports.</p> <p>Inquire on CAD system usage; operate computer aided dispatch and related equipment; check LEADS entries; respond to emergency call overflow and assist communications technicians in general when needed.</p> <p>Prepare and maintain records for weekly and monthly reports; prepare reports; prepare and conduct annual performance evaluations; conduct periodic probationary evaluations; act as backup in reviewing time records for payroll purposes.</p> <p>Process leave requests to ensure that all shifts are properly staffed.</p> <p>Make requests for the purchase of office supplies and related equipment.</p> <p>Assist in monitoring and reproducing recordings of related telephone calls and radio traffic using the division recording equipment; process requests for copies of booking videos.</p> <p>Make entries into CAD database of all geographic and related address additions, deletions or corrections; complete CAD database changes to include the codes, districts, etc; ensure dissemination of information updates to all Communications personnel.</p> <p>Assist with periodic in house spot checks of LEADS entries to ensure compliance with established procedures.</p> <p>Attend informational and educational seminars as necessary, both within the police and fire divisions and with outside agencies.</p> <p>Ability to obtain and maintain EMD certification and certification from the State of Ohio to operate the criminal computer system and the LEADS computer system.</p> <p>Performs other related duties as assigned.</p> <p>Graduation from high school, or G.E.D.</p> <p>Valid driver's license.</p> <p>Must be a U.S. citizen.</p> <p>Three years of progressively responsible experience in emergency communications work, including lead or supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:</p> <p>Demonstrate a thorough knowledge of practices, methods and techniques pertaining to emergency 911 procedures and equipment.</p> <p>Demonstrate a thorough knowledge of equipment associated with the emergency communications.</p> <p>Demonstrate a thorough knowledge of proper and effective procedures related to processing emergency calls.</p> <p>Display the ability to plan, organize, schedule, assign and evaluate the work of emergency Communications Technicians.</p> <p>Display the ability to train and counsel subordinate employees.</p> <p>Display the ability to communicate clearly and effectively over the radio.</p> <p>Display the ability to perform work requiring good hearing and diction and a clear voice.</p> <p>Display the ability to use and operate equipment related to emergency communications.</p> <p>Display the ability to maintain equipment and make minor repairs when necessary.</p> <p>Display ability to maintain records and prepare reports.</p> <p>Display the ability to establish and maintain effective working relationships with other employees.</p> <p>Attends outside meetings representing the Communications Bureau.</p> <p>Display the ability to communicate effectively, orally and in writing.</p> <p>Display the ability to communicate clearly and effectively over the radio.</p> <p>Display the ability to work unusual hours and flex shift assignments.</p> <p>State of Ohio to operate the criminal computer system and the LEADS computer system.</p>
