Please view our benefits guide here.</p> <p>Job Summary:</p> <p>The Engineering Project Manager (PM) for Construction is responsible for the overall success of many different capital improvement infrastructure projects for Water & Sewer that require independent judgment and initiative. The Project Manager will collaborate with other engineering staff for design phase for constructability, cost estimating, budgeting, and management of projects. The PM will ensure construction activities meet City requirements, controlling the timelines, costs, and quality. The PM ensures the quality of the construction process for all types of projects, including water, wastewater, non-potable, and facility projects based on established deadlines. As change is inevitable in construction, a key part of this role is foreseeing possible challenges, monitoring and responding to pricing and material availability, and making decisions based on field conditions and other impacts to the project plans and minimizing cost and schedule impacts.</p> <p>The Engineering PM will assist the Water & Sewer Department with the implementation of the capital improvement programs. Activities may include, but are not limited to, field investigation, preparation of investigations and replacement plans. This position requires a self-motivated person with sound judgment, problem solving skills, and abilities to work in collaboration with different project team, contractors, and the public.</p> <p>Experience, Knowledge, Skills:</p> <p>Minimum Requirements</p> <p>All Levels:</p> <ul> <li> <p>Possession of a valid Colorado driver's license with a good driving record.</p> </li><li> <p>General understanding of civil engineering, utilities infrastructure, and water and sewer system rehabilitation</p> </li><li> <p>One (1) or more years of experience working with GIS, AutoCAD, MS Project and Excel</p> </li></ul> <p>Level I</p> <ul> <li> <p>Associates degree (two-year degree) in civil engineering, construction technology, construction management or comparable certification program</p> </li><li> <p>AND Two (2) years of experience working as a Construction Project Manager or in a related field</p> </li></ul> <p>Level II</p> <ul> <li>Bachelor's degree (four-year degree) in civil engineering, construction management or Building Science, or a related field, plus three (3) years of experience as a construction Project Manager </li></ul> <p>OR</p> <ul> <li>Seven (7) years of experience working as a Construction Project Manager or in a related field </li></ul> <p>Level III:</p> <ul> <li>Bachelor's degree (four-year degree) in civil engineering, construction management or Building Science, or a related field, plus five (5) years of experience as a construction Project Manager </li></ul> <p>OR</p> <ul> <li> <p>Ten (10) years of experience working as a Construction Project Manager or in a related field</p> </li><li> <p>A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority</p> </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li> <p>Create and maintain accountability for project schedules, including:</p> </li><li> <p>Cost tracking and cost projections for projects with contractors</p> </li><li> <p>Creating or reviewing detailed project plans.</p> </li><li> <p>Developing activity sequencing</p> </li><li> <p>Ensure correct and adequate information is provided from contractors for Finance team and Accounts Payable team, including:</p> </li><li> <p>Assisting and reviewing invoicing process</p> </li><li> <p>Approval process for Accounts Payable</p> </li><li> <p>Partner with engineering and operations teams to review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards and specification, utilizing leadership skills to navigate needed changes or potential challenges of the day-to-day operations of the project</p> </li><li> <p>Perform those administrative activities necessary for the effective management of all assigned projects, including but not limited to:</p> </li><li> <p>Facilitating the preparation of project documentation (job books, issue logs, drawings, as-builts and specifications).</p> </li><li> <p>Obtaining or coordinating all necessary project permits and/or licenses are processed.</p> </li><li> <p>Ensuring preparation of required contracts and purchase orders and tracking all contracts to ensure proper execution project.</p> </li><li> <p>Perform other duties as assigned</p> </li><li> <p>Ability to negotiate and develop project scope and project changes, including but not limited to:</p> </li><li> <p>Comparing existing project plans with most current plan changes.</p> </li><li> <p>Maintaining a careful eye to potential impacts on other parts of the project and highlighting potential problems with the changes.</p> </li><li> <p>Gather, review and track all information from contractors and developers:</p> </li><li> <p>Proactively address project issues, assessing situations to determine the importance, urgency and risks, making clear decisions which are timely and in the best interests of Water & Sewer.</p> </li><li> <p>Schedule and attend weekly site meetings with contractors, developers, operations, and/or engineering project team. Attend regular internal project meetings.</p> </li></ul> <p>Essential Functions:</p> <ul> <li> <p>Extensive knowledge of water & sewer construction from a planning perspective, including but not limited to:</p> </li><li> <p>Ability to foresee project flow from several stages prior to construction to construction and completion of projects</p> </li><li> <p>Thorough understanding of how each aspect of each project scope affects every other aspect of construction</p> </li><li> <p>Ability to foresee problems many stages before they become an issue and project possible solutions, along with related changes and costs</p> </li><li> <p>Demonstrated knowledge of all aspects of the construction process including technology, equipment, materials and methods</p> </li><li> <p>Superior communication, EQ, and soft leadership skills, including:</p> </li><li> <p>Ability to inspire project efficiency and quality without explicit empowerment</p> </li><li> <p>Ability to communicate potential problems and inspire trust such that potential problems are taken seriously and acted upon by other teams well before the Project Manager direct authority would take effect</p> </li><li> <p>Ability to maintain calm and motivating attitude on job site, even in the face of project complications.</p> </li><li> <p>Big picture understanding the objectives of water and sewer, crucial prioritization, risk-assessment and mitigation, and high-level decision-making</p> </li><li> <p>Solid understanding of accounting principles, budgets, and costs tracking.</p> </li><li> <p>Excellent communication, organizational, grammatical, and time-management skills, with the ability to manage multiple complex problems at a time</p> </li><li> <p>Excellent problem-solving skills, including the ability to:</p> </li><li> <p>Assess problem situations to identify causes</p> </li><li> <p>Gather and process relevant information</p> </li><li> <p>Generate possible solutions</p> </li><li> <p>Make recommendations</p> </li><li> <p>Resolve the problem</p> </li><li> <p>The Engineering Project Manager performs work for development activities involving infrastructure design and construction and the management of capital improvement projects (CIP).</p> </li><li> <p>This is a professional construction project manager or civil engineering position requiring independent judgment and initiative.</p> </li><li> <p>Primary assignments include construction management of Water & Sewer capital improvement projects; coordination with engineering consultants for major CIP projects; maintenance of City engineering records; coordination with technical boards; utility company coordination; coordination with the City's Geographic Information System (GIS) program with respect to mapping of the City's properties, boundaries, and infrastructure.</p> </li><li> <p>Function as lead Construction Project Manager for construction capital projects, constructability reviews, develop work plan and schedule, direct, and participate in project design, conduct neighborhood meetings, prepare contract documents, construction cost estimates, and create and accessing ordinances.</p> </li></ul> <p>Supervisory Responsibilities This position will have project accountability, without being continually on site and without direct authority over all related employees. Strong leadership and communication skills are essential to inspire others and facilitate a collaborative team dynamic.</p> <p>Travel: Approximately 10% of travel may be required.</p> <p>Work Environment and Physical Requirements:</p> <ul> <li> <p>Work location is a combination of office and field. Frequent public contact by telephone and in person. Frequent interaction with office and field staff. Frequent participation in meetings and construction field sites.</p> </li><li> <p>Light to moderate physical effort that includes frequent standing or walking throughout construction sites or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.</p> </li><li> <p>Vision enough to interpret written documents, engineering drawings, and inspect work projects.</p> </li><li> <p>Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public.</p> </li><li> <p>Mobility and ambulatory to inspect work sites for compliance with plans and specifications.
