Discover why NCDIT is the ideal destination for your professional growth - Why Work for NCDIT.</p> <p>We currently have an opening for an Accounts Payable (AP) Accounting Manager I </p> <p>This position may be eligible for hybrid remote work in accordance with state policy and the agency's remote work program but does require weekly onsite work.</p> <p>The position is designated Statutory Exempt and is exempt from the State Human Resources Act.</p> <p>This vacancy is open to current North Carolina state government and current UNC System employees only or previous NC state government and UNC System employees with unexpired RIF priority re-employment rights. Current temporary employees working in NC state government or in the UNC System will also be considered.</p> <p>Are you a strategic thinker with a passion for public service and financial excellence? The NC Department of Information Technology (NCDIT) is seeking a dynamic and detail-oriented Accounts Payable (AP) Accounting Manager I to join our Controller's Office. In this pivotal role, you'll help shape the financial integrity of our department by leading AP operations, advising senior leadership, and ensuring compliance with state and federal financial standards.</p> <p>As a key member of the Controller's team, you'll provide expert guidance on fiscal matters related to Accounts Payable, maintain and update internal SOPs, and contribute to the accuracy of the Agency's Annual Comprehensive Financial Report (ACFR). You'll also collaborate with the Controller and Deputy CFO to evaluate and enhance AP processes, ensuring our financial systems remain efficient, transparent, and audit-ready.</p> <p>Key Responsibilities</p> <ul> <li>Serve as the Agency's primary NC Financial Services (NCFS) Security Administrator, Bank of America P-Card Administrator, and Amazon Business Account Administrator </li><li>Manage daily accounts payable activities including monitoring the North Carolina Financial System (NCFS) General Accounting, Accounts Payable, and Intercompany Accounting dashboards, reviews/approves invoices and travel authorizations/ reimbursements </li><li>Review/approve weekly NCFS Payment Process Request (PPR), creates/maintains monthly Accounting Calendars, and leads periodic AP Team meetings </li><li>Assist with Month End Certification including balancing and reconciling NCFS in addition to preparation of the internal monthly AP Disbursement Summary </li><li>Prepare the Office of State Budget and Management (OSBM) Annual Fee and Collection Costs for Civil Penalties, Fines, and Forfeitures Reports by the respective deadlines </li><li>Prepare and distribute instructions to all divisions concerning fiscal year-end guidance </li><li>Prepare and submit accurate accounts payable data/information to the Financial and Reporting Team required to complete the Department's ACFR </li><li>Perform the Overpayment Audit Review related to PGRX and Outstanding Payment Review related to Escheats in addition to collaborating on periodic Audit Engagements (Office of Internal Audit, Office of the State Auditor, OSBM, etc.) as required </li><li>Prepare ad hoc financial reports related to accounts payable for the Controller's Team </li><li>Ensure AP staff receives appropriate training to adequately perform their position responsibilities </li></ul> <p>Why NCDIT?</p> <p>At NCDIT, you'll be part of a mission-driven organization that values innovation, collaboration, and public impact. Critical responsibilities include but are not limited to financial risk management, internal and external financial reporting, accounting, departmental procurement, budget development and execution, partnership with internal and external constituents, and support/planning for public-sector IT in North Carolina. IT Finance includes three sections: IT Finance Administration, IT Financial Planning and Analysis, and IT Accounting and Division Support. Visit www.studentaid.gov to learn more.</p> <p>The following Management Preferences are not required, but applicants that possess these skills are preferred:</p> <ul> <li>Experience using NCFS' Payables, General Accounting, and Intercompany Accounting Dashboards and Reports and Analytics Module </li><li>Experience with the NC Annual Comprehensive Financial Report (ACFR) Accounts Payable requirements </li><li>Experience interpreting and analyzing financial data and reports to advise senior management </li></ul> <p>Some state job postings say you can qualify by an 'equivalent combination of education and experience.' If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
