<p>General Job Information</p> <p>JOB SUMMARY</p> <p>This position is located in the Department of Motor Vehicles (DMV), Administrative Services Administration. The incumbent reports to the Associate Director. DMV's mission is to promote the safe operation of motor vehicles and public safety, while providing outstanding customer service. The position functions as Public Information Officer (PIO) responsible for managing, planning, developing, and implementing the communications plan for the DMV and serves as an expert public information and communications advisor to senior level management.</p> <p>DUTIES AND RESPONSIBILITIES</p> <p>Provides leadership and expertise to staff and senior management in planning, designing, executing and evaluating a public affairs program, maintaining effective working relationships with specialized groups and making recommendation to improve program effectiveness. Has primary leadership and overall responsibility for achieving the agency's objective in the areas of employee communications, information services (external communications), media and public relations, and correspondence.</p> <p>Manages internal and external communications matters for the agency, including handling inquiries from the press and constituents to include performing research, writing and/or liaison work on broad, critical program matters. Provides guidance in appropriate internal and external communications methodologies, including the development of an overall communications strategy for the agency. Assigns, directs, and reviews the work of subordinate employees; evaluates subordinate employees work performance; provides and ensures comprehensive on-the-job training for communications employees, and solves complex problems associated with work operations. Responds to public inquiries and special interest groups as well as the general public on DMV programs and services. Conceptualizes and develops text for communications materials, including, but not limited to annual reports, program accomplishment reports, fact sheets, brochures, news releases, canned features, marketing video scripts, and website and social media content.</p> <p>QUALIFICATIONS AND EDUCATION</p> <p>Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.</p> <p>WORKING CONDITIONS/ ENVIRONMENT</p> <p>The work is performed both in a typical office setting and out in the community. The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work occurs primarily in an office setting. The work is also performed in conference rooms, auditoriums, meeting rooms, display areas, television and radio stations, and community settings. Emergency operations may require the incumbent to work in austere conditions, and/or in outdoor environments for extended periods of time. The incumbent is required to attend meetings, at times riding public transportation. From time to time, incumbent will be required to lift boxes, set-up tables and chairs, and erect exhibits.</p> <p>OTHER SIGNIFICANT FACTORS</p> <p>Tour of Duty: 8:15 a.m. - 4:45 p.m., Monday - Friday</p> <p>Pay Plan, Series, and Grade: MS-1001-14</p> <p>Promotion Potential: No known promotion potential.</p> <p>Collective Bargaining Unit (NON-UNION): This position is not in a collective bargaining unit.</p> <p>Duration of Appointment: Management Supervisory Service "At-Will." This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.</p> <p>Position Designation: This position is designated as Security Sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.</p> <p>Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.</p> <p>Equal Opportunity Employer: The District of Columbia Government is an Equal Opportunity Employer.
