Employees in their initial working test period must work on-site. </li><li>P-4 (Engineering and Scientific) bargaining unit. </li><li>Location: Newington. </li></ul> <p>THE ROLE</p> <p>The Transportation Supervising Rail Officer plays a critical leadership role within the CTDOT Office of Rail Project Concepts and Capital Planning Unit, overseeing the development, coordination, and implementation of complex rail infrastructure projects essential to enhancing and maintaining Connecticut's passenger and freight rail systems. This individual ensures that proposed projects align with the agency's strategic goals, federal and state funding programs, and long-term transportation plans. The role is vital in delivering high-quality, timely, and cost-effective capital projects that support CTDOT's mission.</p> <p>As the lead for the Rail Project Concepts and Capital Planning Unit, the Transportation Supervising Rail Officer is responsible for developing rail infrastructure projects at the planning and conceptual level. The unit supports a range of critical functions, including:</p> <ul> <li>Capital planning </li><li>Track outage planning </li><li>Northeast Corridor Commission initiatives </li><li>Railroad operations and fleet procurement initiatives </li></ul> <p>In addition, the Transportation Supervising Rail Officer oversees and coordinates all railroad-related projects within the Department's Capital Program. This includes work on the New Haven Main Line, New Canaan Branch Line, Danbury Branch Line, Waterbury Branch Line, Shore Line East, and the Hartford Line. </li><li>Develops and coordinates the preparation of various documents which may include technical reports, train operation schedules, service contracts, service and non-service related agreements including leases, licenses and easements, equipment procurement, maintenance, service cycles and specifications, construction schedules, project contracts, force account agreements, construction methods, design functions, project budgets, material specifications, audit schedules, financial contracts, budgets and analyses, grant applications, quarterly reports and other administrative instruments; </li><li>Oversees interpretation and coordination of contracts, agreements and/or Federal Railroad Regulations and Connecticut General Statutes to railroads and local, regional, State and Federal agencies;
