<p>To plan, manage, execute, and support the design, development, and delivery of software products that enable the Real Estate Lending business, Collections and Marketing as well as integration with digital channels, contact centers, and external partners. Work closely with leadership and business teams to understand member and operational needs and translate them into differentiated product capabilities that improve speed to decision, certainty to close, and overall member and employee experience. Provide ongoing platform engineering and operational support for Real Estate Lending, Collections and Marketing technology platforms, including core lending systems, data integrations, vendor solutions, and supporting services across the various lifecycles. Lead the technology modernization efforts for these platforms by evolving from existing systems to more cloud enabled, API driven, and real time capabilities that increase resilience, scalability, and time to market. Accountable for stakeholder management and communication, scope and financial management, team leadership, technology delivery, and support across the platform portfolio. Responsible for the stability and performance of current systems while executing the strategic roadmap to modernize the technology stack and enable future growth and innovation.</p> <ul> <li> <p>Develop and oversee region strategy, establish priorities and set goals; evaluate and implement standards to measure performance and ensure alignment with organizational objectives</p> </li><li> <p>Oversee operations to ensure targets, service level agreements and corporate objectives are met</p> </li><li> <p>Lead the Engineering & Transformation services teams in the delivery of Infrastructure as a Service and Platform as a Service capabilities</p> </li><li> <p>Design, develop, and implement DevSecOps frameworks and solutions including, continuous integration/continuous deployment pipelines, cloud deployment/management strategies, and various levels of automation</p> </li><li> <p>Lead strategy, vision, and execution of horizontal platforms across the domains of CRM and Business Process Digitization which are leveraged by all business units within Navy Federal</p> </li><li> <p>Lead strategy, vision and execution of business technology products and services for enterprise business domains</p> </li><li> <p>Establish ubiquitous API Engineering capabilities across the enterprise, with appropriate security guardrails to simplify and deliver systems integration across on-premises core, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS)</p> </li><li> <p>Oversee enhancement of automated testing and test coverage by enforcing test driven development model with properly governed quality and security gates</p> </li><li> <p>Optimize and deliver a business aligned roadmap and the cloud managed services and product portfolio that is relevant, differentiated, competitive and integrated to support existing programs and business objectives</p> </li><li> <p>Oversee incident and problem management across cloud/infrastructure and operations</p> </li><li> <p>Plan, implement and establish operational and maintenance programs to deliver best-in-class platform infrastructure</p> </li><li> <p>Establish standardized tool chain to achieve continuous integration, continuous delivery and continuous monitoring with end-to-end automation of mission critical systems</p> </li><li> <p>Establish a rationalized portfolio of business process digitization focused on value criteria and consolidate fragmented technology portfolio associated with process management, case management, and document workflow</p> </li><li> <p>Partner with the Security team to ensure adherence to security and compliance safeguards, policies and procedures</p> </li><li> <p>Oversee benchmarking and trend analysis to drive continuous improvement, elevate service performance, and maximize operational efficiency</p> </li><li> <p>Establish and monitor performance metrics and KPIs to ensure ongoing strategic alignment with short and long-term business objectives</p> </li><li> <p>Proactively identify areas of improvement; determine solutions; implement enhancements/changes to improve operations, standards and results</p> </li><li> <p>Support and contribute to the development and implementation of the Information Services Strategic Plan and technology roadmap</p> </li><li> <p>Provide forward thinking technical expertise in current and emerging technologies, trends and practices</p> </li><li> <p>Perform supervisory/managerial responsibilities</p> </li><li> <p>Set direction to ensure goals and objectives align with corporate and division strategy</p> </li><li> <p>Select management and other key personnel; oversee talent development/succession planning</p> </li><li> <p>Collaborate with leadership/executive colleagues to develop/execute corporate initiatives and/or department strategy</p> </li><li> <p>Oversee the preparation and execution of region AFP</p> </li><li> <p>Manage merit pay in accordance with specified objectives and guidelines</p> </li><li> <p>Perform other duties as assigned</p> </li></ul> <p>Required Qualifications</p> <ul> <li> <p>Significant experience transforming mainframe-based banking core from on-premises to cloud native, real time banking core working in a large-scale IT organization with diverse technologies, solution architectures while operating in a Product Delivery model leveraging Agile framework (i.e.. SAFe)</p> </li><li> <p>Significant experience leading various Real Estate Lending and Products used across the enterprise in a large Financial Services organization.</p> </li><li> <p>Significant experience onboarding and leading Managed Services Providers, Systems Integrators, Service Provides, etc. to support the delivery of capabilities aligned to Product Roadmaps.</p> </li><li> <p>Ability to collaborate with Business Product Owners and develop Product roadmaps and vision for Finance systems aligned to business stated outcomes and continuous to deliver measurable agreed upon outcomes</p> </li><li> <p>Advanced knowledge leveraging Agile delivery frameworks (i.e., SAFe) and transforming delivery teams from traditional waterfall/hybrid delivery to more agile/hybrid delivery model</p> </li><li> <p>Advanced knowledge operating in a Product Delivery Model and management methodologies and experience in cloud native architectures leveraging CI/CD, API frameworks, Data Lakes, Containers, Azure DevOps, etc.</p> </li><li> <p>Advanced experience managing information technology resources to ensure adherence to policy and standards (e.g., vulnerabilities, risk profile, patch management, infosec, etc.)</p> </li><li> <p>Significant experience in delivering presentations to virtual and in person teams</p> </li><li> <p>Significant experience in working with all levels of staff, management, stakeholders, vendors</p> </li><li> <p>Significant experience in demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems</p> </li><li> <p>Significant experience in resource allocation and management</p> </li><li> <p>Significant experience in budget management - planning, actual and forecasting and corrective action</p> </li><li> <p>Significant experience in leading, guiding and coaching professional staff</p> </li><li> <p>Significant experience fostering a culture and environment anchored on Do, Learn and Grow</p> </li><li> <p>Advanced skill to move comfortably between varying business discussions to effectively communicate complex technical issues to non-technical audiences as well as operating model changes resulting from moving to a Product Delivery model leverage Agile framework (i.e., SAFe)</p> </li><li> <p>Advanced situational analysis and decision-making skills</p> </li><li> <p>Advanced problem solving, collaboration, critical thinking, team building, and presentation skills for Executive Leadership consumption</p> </li><li> <p>Advanced skill to formulate a strategic vision and define and implement action plans to achieve strategic goals and stated outcomes around People, Process, Technology and Do, Learn and Grow.</p> </li><li> <p>Advanced leadership skills, marked by poise, positive influence, and the ability to drive change</p> </li><li> <p>Advanced verbal and written communication skills and comfortable presenting to Executive Leadership</p> </li><li> <p>Bachelor's or Master's degree in Information Technology, Computer Science, or related field, or the equivalent combination of education, training and experience</p> </li></ul> <p>Desired Qualifications</p> <ul> <li>Master's degree in Information Technology, Engineering, Computer Science, or related field </li><li>Advanced knowledge of the Real Estate Lending Market </li><li>Advanced knowledge of Navy Federal mainframe-based FIS banking core </li><li>Advanced knowledge of modern, cloud native, real time banking cores. </li><li>Advanced knowledge of Navy Federal distributed applications, channel interaction and supporting infrastructure/security environments (both cloud and on premise) </li><li>Advanced knowledge of Navy Federal's functions, philosophy, operations and organizational objectives </li></ul> <p>Hours: Monday - Friday, 8:00AM - 4:30PM (Hybrid)</p> <p>Location: 820 Follin Lane, Vienna, VA 22180</p>
