Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. </li><li>Delivers presentations on acquisition program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands. </li><li>Represents the program office at higher levels within the organization and contractor organizations. The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act requirements applicable to the duties of the positions. Must have Advanced Certification in Program Management or the ability to earn Advanced Certification within grace period (48 months from appointment to initial position requiring Advanced Certification in Program Management).</p> <p>Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.</p> <p>SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience must include one or more of the following areas:</p> <ul> <li>Demonstrated expert-level knowledge of DoW acquisition policies, regulations, and processes (e.g., DoD 5000 series). </li><li>Proven ability to lead, manage, and motivate multi-disciplined teams of military, civilian, and contractor personnel. </li><li>Excellent written and verbal communication skills, with the ability to effectively present information to senior leadership and external stakeholders. </li><li>Demonstrated ability to analyze complex problems, develop innovative solutions, and implement effective corrective actions. </li><li>Experience working with contracting officers and managing contracts in a DoW environment. </li></ul> <p>NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.</p> <p>KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:</p> <ul> <li>Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. </li><li>Knowledge of safety and security regulations, practices, and procedures. </li><li>Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. </li><li>Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing. </li><li>Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. </li><li>Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. </li></ul> <p>PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.</p> <p>VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
