<p>As a function of the Outagamie County Recycling and Solid Waste Department and under the direct management of the Recycling and Solid Waste Director, this position provides planning, scheduling and directing of personnel, projects, and equipment, as it relates to all aspects of the Material Recovery Facility maintenance and production programs, and the overall recycling and solid waste campus infrastructures, environmental systems and equipment management.</p> <p>HOURS: Monday-Friday 8:00 AM-4:30 PM and on call as needed. This individual maintains an active presence on the plant floor, leads by example, and works alongside staff to support daily production goals. They are comfortable troubleshooting equipment and stepping in to resolve mechanical or operational issues to keep operations running efficiently and safely.</p> <p> The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.</p> <ul> <li>Lead, demonstrate, instruct, train and/or assist employees in the performance of their duties relating to the operation and maintenance of equipment and facilities. </li><li>Diagnose equipment repairs and building maintenance needs, obtain estimates/quotations/bids for repairs, schedule and coordinate repairs, inspect and approve repairs. </li><li>Compiles information and writes specifications for equipment acquisition. </li><li>Maintains the 5 year Capital Improvement Plan as it pertains to specific equipment and/or facility replacement and/or upgrades </li><li>Assists with short and long term planning of new equipment, facility upgrades, and repair budgets. Recommend and participate in project budget preparation. Prepare accurate cost estimates. </li><li>Manages the maintenance, security and safety of all recycling and solid waste campus infrastructures, environmental systems, and facilities. </li><li>Troubleshoots and schedules repairs as necessary of all equipment and facilities infrastructures. </li><li>Ensures proper administrative procedures are being utilized regarding all maintenance related activities including obtaining competitive pricing and purchase orders working within the established county guidelines and procedures. </li><li>Supervises and directs Material Recovery Facility maintenance technicians as well as subcontractors. </li><li>Performs fill-in plant operations as needed, in coordination with operations personnel. </li><li>Responsible for the recruitment, supervision, evaluation, performance management and development of assigned county staff. </li><li>Responsible for comprehensive daily inspections of Material Recovery Facility and all other recycling and solid waste equipment, facilities, and environmental systems in compliance with maintenance, regulatory and safety requirements. </li><li>Supervises and performs when necessary: the operation and maintenance of heating, air conditioning, electrical and plumbing and fire control equipment and systems throughout entire recycling and solid waste campus. </li><li>Manages through computer software programs the preventative maintenance program of the Material Recovery Facility and other recycling and solid waste rolling stock, and all other ancillary support equipment. </li><li>Manages the department's fuel management system, orders fuel, maintains inventory, and maintains dispenser, spill protection equipment and safety equipment. </li><li>Responsible for execution of the computerized preventative maintenance program. </li><li>Maintains control of the parts inventory system. </li><li>Evaluates equipment to determine repair and replacement requirements, prepares estimates on equipment repairs. </li><li>Investigates workplace injuries and incidents; recommend and implement necessary corrective action to prevent recurrence. Promptly report injuries and incidents to Risk Administrator. </li><li>Maintains log of occurrences, history of equipment and building maintenance. </li><li>Identifies and corrects potential safety and health hazards, implement safety programs, training, and procedures to ensure employee health and safety at the Material Recovery Facility and other assigned operations. </li><li>Coordinates with Recycling and Solid Waste Operations Supervisors for maintenance related items including scheduling of equipment repairs and coordination of routine preventative maintenance. </li><li>Works within the budget and schedule established for each year of operation. </li><li>Assists with modifications to the existing Supervisory Control and Data Acquisition system SCADA to create real time inventory and system monitoring. </li><li>Plans, schedules, and implements maintenance tasks ahead of required civil work and new equipment installations. </li><li>Develops and modifies existing Material Recovery Facility equipment as needed to accommodate production tempo and new material acceptance. </li><li>Researches latest recycling industry technology trends regarding single stream processing. </li><li>Is available for emergency situations; on call as necessary and is a member of the departments Emergency Management Response Team. </li><li>Maintains regular and predictable attendance, works overtime/extra hours as required. </li><li>High school diploma or equivalent (GED) required </li><li>Journey level experience with either mechanical or electrical systems or a thorough understanding of the operating principles and mechanics of conveyor/processing equipment. </li><li>Familiarization with landfill environmental systems to include gas to energy recovery systems, landfill gas flare operations, leachate pumping and transmission systems. </li><li>Knowledge of occupational hazards and safety precautions </li><li>Knowledge of IT related functions and video/security systems </li><li>Three to five years of supervisory experience required or any combination of education and experience that provides equivalent knowledge, skills and abilities. </li><li>Solid Waste Association of North America SWANA certification training will be provided as deemed necessary and of value to the department. </li><li>Strong background in electrical systems diagnostics and repair. </li><li>Knowledge of and demonstrated ability to harmonize and align with the mission/vision/purpose/core values/goals of the Department and comply with all policies, and procedures of the Outagamie County Work Rules and Terms of Employment. </li><li>Knowledge of recycling and resource recovery equipment and rolling stock, including balers, sorting equipment, conveyors, skid steers, articulating loaders, forklifts, and other technology systems and machinery. </li><li>Knowledge of the State of Wisconsin Department of Natural Resources Solid Waste Administrative Codes as it pertains to general Solid Waste Management. </li><li>Must have knowledge, skill and ability in the selection and use of proper tools required to perform the duties and have knowledge skill and ability to use various repair and service manuals in servicing and repairing equipment. </li><li>Must have ability to prepare a variety of documents including hazardous waste and other reports, work schedules, repair estimates and bid specifications. </li><li>Ability to communicate effectively orally and in writing. </li><li>Ability to assign, supervise, and review the work of others. </li><li>Ability to make recommendations regarding the selection, discipline, and discharge of employees. </li><li>Ability to establish and maintain effective working relationships. </li><li>Ability to effectively meet and deal with the public, vendors, and general contractors </li><li>Knowledge of how to compile information and the ability to write technical specifications for equipment requests for proposals and purchases. </li><li>Knowledge of and ability to interpret and apply OSHA and other applicable safety regulations as it relates to the recycling and solid waste industry as a whole </li><li>Knowledge of the office software utilized by the department and proficiency with spreadsheets. </li><li>Ability to be a strong leader with a high sense of urgency and a bias for action. Effective at delegating but not afraid to "get hands dirty" if necessary. </li><li>Skilled in organizational abilities, critical planning and thinking. </li><li>Knowledge of mechanical, electrical and hydraulic systems and problem solving skills within each discipline. </li><li>Valid State of Wisconsin Class D Driver's License </li></ul>
