<p>Position Summary</p> <p>Objective: Under the general supervision of the Purchasing Agent Management Supervisor, this position serves as a purchasing agent for the Department of Justice. In cooperation with the Purchasing Agent - Senior, this position is responsible for procuring goods and services for the Department. Responsibilities include writing, reviewing, evaluating, and creating procurement documents for simplified bids, requests for requests for information (RFls), and requests for sealed bids (RFBs} all in accordance with state procurement rules and policies.</p> <p>In addition to performing procurement of good and services, this position will also be responsible for auditing purchasing activities to ensure adherence to sound purchasing practices, policies, and state purchasing laws; developing and presenting training materials; conducting spend analysis; coordinating Affirmative Action, Minority Business Enterprise (MBE) and related reports and requirements; and will serve as the primary back-up for printing procurement.</p> <p>Senior: Under the general direction of the Purchasing Agent Management Supervisor within the Bureau of Budget and Finance, this position works in an advanced level professional capacity and is responsible for the sourcing and contracting of a variety of complex goods and services in a timely and cost-effective manner in accordance with procurement laws, regulations, policies, and procedures in support of the Department of Justice mission and objectives. Responsibilities include writing, reviewing, evaluating, and creating procurement documents for simplified bids, requests for proposals (RFPs, requests for requests for information (RFIs), and requests for sealed bids (RFBs) all in accordance with state procurement rules and policies.</p> <p>This position works with a team of professional staff to conduct the department's procurement and contracting activities and initiatives. This position also works collaboratively with program staff on projects, acts as the procurement lead on solicitations, and serves as a technical resource for best practices in procurement processes and effective sourcing strategies.</p> <p>For more information, review the Position Descriptions below:</p> <p>Purchasing Agent -Objective</p> <p>Purchasing Agent - Senior</p> <p>Salary Information</p> <p>The Purchasing Agent - Objective position is in pay schedule/range 07-04. The starting pay will be between $28.40 - $32.47per hour. The Purchasing Agent Sr. is in pay schedule/range 07-03. The starting pay will be between $32.00 - $38.00 per hour. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12-month probationary period may be required.</p> <p>Job Details</p> <p>This position may be eligible to work remotely up to 100%, following an initial training period. Reporting to the headquarters in Madison, including reporting on multiple consecutive workdays as needed. Travel to the headquarters is not eligible for travel reimbursement.</p> <p>The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.</p> <p>A background check, including fingerprints, will be completed on applicants prior to selection.</p> <p>Qualifications</p> <p>Please address the following in your resume and/or letter of qualifications.</p> <p>Minimally qualified applicants must have the following:</p> <ul> <li>Experience or education conducting procurements for goods and services (i.e. professional purchasing). </li><li>Experience working with PeopleSoft or another comparable ERP. </li><li>Experience or education in contract management (e.g. contract laws, contract process, contract negotiation). </li></ul> <p>In addition to the minimum qualifications, a well-qualified applicant will have a combination of the following:</p> <ul> <li>Experience interpreting State statutes, administrative rules, and policies related to procurement. </li><li>Relevant industry certification such as Professional in Supply Management (CPSM) or Certified Public Professional Buyer (CPPB). </li><li>Experience with technical writing (e.g. writing job aids or training materials). </li><li>Relevant experience working with IT tools such as e-signature (ex.
