Must possess good leadership abilities, good interpersonal skills and the ability to interface and work well with subordinates, peers, outside departments and other facilities professionals. Must have ability to operate computer systems and their respective software for managing programs and projects and providing associated reports. Must have the ability to lead by example, solve problems, take initiative to provide services, develop strong customer relationships, measure cost and performance, and keep accurate records. Must have a working knowledge of electrical, mechanical, roofing, and strong knowledge of HVAC systems.</p> <p>Job Duties</p> <p>Job Duty</p> <p>Accountable for executing a successful facilities operation for the NAC facilities while fully understanding, embracing, and perpetuating the mission of the NAC and the partnership between USC and the OLE. Has a clear understanding of the mission of the NAC and works to support the Office of Legal Education throughput at the NAC of approximately 300 training sessions and approximately 12,000 on-site students each year. Establishes and maintains a planned and corrective maintenance program utilizing the CMMS system; creates schedules for all building and grounds maintenance including quality management of contractual services, carpentry, electrical, mechanical, HVAC, building envelope, plumbing and painting functions in assigned buildings by planning, inspecting, verifying, communicating, and troubleshooting facility maintenance issues; communicating with assigned USC Director; estimating time and associated costs of service work and preparing an annual recommended budget for facilities investment by the OLE; assigning and tracking work orders; ensuring that corrective measures have been provided for all identified facility problems or concerns; developing and maintaining strong customer service practices including close coordination with OLE leadership, communication, notifications, and process reviews; ensuring that all work performed follows the departmental and OSHA safety guidelines, policies, and regulations; and ensuring that systems are in safe working order and are compliant with national and local codes and regulations while exhibiting a professional demeanor including conduct, appearance, and work practices. Serves as the primary point of contact for the OLE team for facilities activities and closely coordinates when facilities activities overlap with other key stakeholders to include Aramark conference center services and other USC facilities professionals.</p> <p>Essential Function Yes Percentage of Time 20 Job Duty</p> <p>Manages maintenance personnel that are responsible for maintaining the carpentry, electrical, mechanical HVAC, plumbing and painting functions by assigning specific maintenance duties to employees in accordance with their individual capabilities and job classifications; ensures that employees plan and schedule work with customers on a weekly basis; reviewing their work assignments and holding them accountable to satisfactory performance; monitors labor hours and materials expended; ensures that work tasks are performed in a safe, productive, and cost effective manner; providing direction, leadership, motivation, and on the job training; completes Employee Performance Management System documents; ensures the accurate submission of daily time sheets and records on all scheduled and maintenance tasks performed; and reviews, verifies, and submits labor sheets and leave slips while using various computer equipment and software. Responsible for the hiring, supervision, training, and evaluation of USC technicians assigned to the NAC. Solicits feedback from the OLE for annual reviews and makes recommendations to OLE for employee compensation and recognition efforts</p> <p>Essential Function Yes Percentage of Time 20 Job Duty</p> <p>Creates and implements, risk management and response plans for facilities emergencies and contingency situations, including natural disasters, mechanical failures, utility shutdowns and other facilities related events which could impact OLE mission readiness. Additionally, creates and maintains a capital investment plan and makes recommendations to the OLE for system renewal and major planned maintenance. Provides recommendations to OLE to address facilities needs while seeking fiscally responsible solutions. Acts as an advocate for the OLE and interfaces with City of Columbia for sidewalks, roads, and other city-maintained infrastructure.</p> <p>Essential Function Yes Percentage of Time 15 Job Duty</p> <p>Acts as an facilities liaison for both the OLE and USC, assisting a construction project manager for scoping, review, and oversight of renovation projects at the NAC by reading blueprints, schematics, or drawings; consulting with Project Managers, contractors, and sub-contractors to review and submit for approval new construction plans based on USC standards. Provides information on existing systems that may be affected during a project, coordinates with stakeholders to minimize any impacts, and advises on requirements for future construction projects; reviews construction areas for maintenance equipment or system requirements; estimating costs for project work based on length, scope, manpower, and requirements; oversees actual installation or modification of systems; communication of expected installation or modification work with maintenance personnel; and troubleshooting new or newly modified systems to assure proper functioning. Coordinates activities between technical personnel, OLE Leadership, and assigned USC Director.</p> <p>Essential Function Yes Percentage of Time 5 Job Duty</p> <p>Performs administrative tasks including assisting with the facilities inventory control by monitoring, ordering, receiving and verifying maintenance supplies, materials, and tools from outside vendors following established procurement policies and procedures; attending meetings and training events related to customer service, safety, and continuous improvement; provides maintenance staff training, provides information for management review and reporting including incidents, injuries, work orders, supply and equipment needs, disciplinary actions, and position management information in order to provide work management with necessary planning and scheduling information, to keep management informed of incidents, issues, and needs, to review trends, and to share best practices and resolve problems within the service areas.</p> <p>Essential Function Yes Percentage of Time 15 Job Duty</p> <p>Responds to emergency maintenance situations as needed after hours and communicates with OLE Leadership, USC Facilities Services personnel, and USC Police Department dispatch or governing municipalities representatives; determining plan of action; notifying Facilities leadership personnel when a utility is shut down; and physically arriving at area of distress in order to resolve the situation.</p> <p>Essential Function Yes Percentage of Time 5 Job Duty</p> <p>Perform other duties as assigned.</p> <p>Essential Function No Percentage of Time 5 Job Duty</p> <p>Performs administrative duties that are outside of the typical responsibilities of building maintenance but necessary as part of the USC and OLE partnership: Ensures all furniture and outlets throughout the building are operational. Coordinates with USC Fire Marshal for checking building life safety systems for operational standing. Coordinates with USC Fire Marshal for all fire drills and other safety drills & inspections. Coordination of access to DOJ-occupied facilities with appropriate DOJ personnel Manage a budget and uses a P-Card for small purchases Coordinates procurement for non-construction or renovation project needs using USC and State processes and sound fiscal stewardship. Uses tools and mechanisms available to procure goods and services that best fit the needs of the NAC. Coordinates with USC Procurement and leads the process to obtain quotes and proposals when appropriate and prepares bid packages for larger needs. Manages contracted facilities services, to include maintenance contracts, building and grounds pressure washing, grounds service, HVAC, building automation controls, generator service, chiller service, roofing repairs, OLE-owned food service equipment services, and other contracted trades. Assists the OLE in construction and renovation projects by interfacing with the appropriate USC entities and authorities having jurisdiction.
