<p>Position Purpose/Summary</p> <p>Responsible for administrative, supervisory and technical work in assisting in the directing and managing of operations within the Department of Public Works.</p> <p>Responsible for assisting in the planning, directing and coordinating of all employees, contractor operations and with the activities of the Highway and Bridges, Solid Waste, Traffic, and Garage Servicing and Maintenance Divisions. Work is performed with considerable independence in accordance with accepted procedures under general direction of the Deputy Director of Operations of the Department of Public Works, who reviews work through reports, conferences and results achieved. Supervision is exercised directly and through subordinates over assigned personnel.</p> <p>Essential Functions</p> <ul> <li>Acts for the Deputy Director of Operations in his/her absence. </li><li>Assists in planning, assigning, supervising and reviewing, directly or through subordinates, the work of Highway and Bridges, Solid Waste, Traffic, and Garage personnel. </li><li>Inspects and coordinates work performed by private contractors in municipal work programs to ensure compliance with established practices and procedures. </li><li>Investigates complaints regarding defects in sidewalks, curbs, streets, storm drains, sewer backup, faulty traffic signals, signs, illegal dumping, snow removal and solid waste collections. Provides for necessary corrective measures to be taken to resolve complaints. </li><li>Assists other departments in the cleanup of hazardous materials spills and coordinates operations with DEP and the general public. </li><li>Directs and supervises the assignment, maintenance and repair of all motor equipment used in departmental activity. </li><li>Makes regular rounds of work in progress to inspect operations and ensure accepted work procedures and safety precautions are adhered to. Provides technical assistance with difficult or unusual work situations. </li><li>Recommends and prepares specifications for the purchase of vehicles or equipment. </li><li>Directs and supervises training programs for new employees and for operators of equipment. </li><li>Evaluates statistical data supplied by the engineering staff regarding vehicle count per mile, feasibility of widening pavement, and projected traffic loads. </li><li>Appears before the City Council and other municipal bodies as a representative of the Public Works Department. </li><li>Represents the department with private contractors, other departments and governmental bodies for the purpose of discussing, planning, coordinating, scheduling and implementing various work projects. </li><li>Assists and participates in the making of studies of departmental activities, operations and procedures for the purpose of recommending effective improvements. </li><li>Assists in preparation of annual budgets and reports of the department. </li><li>Performs related work as required. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Thorough knowledge of the principles, practices and methods of civil and traffic engineering. </li><li>Thorough knowledge of the objectives, philosophy and policies of public works activity. </li><li>Thorough knowledge of the procedures, methods and techniques of repair, maintenance and operation of standard and specialized motor equipment. </li><li>Considerable knowledge of laws, ordinances and regulations affecting department programs and functions. </li><li>Ability to plan, assign, schedule, supervise and review the work of subordinates. </li><li>Ability to read, interpret and apply engineering drawings and specifications pertaining to road and sewer construction, and repair and installation of traffic signals. </li><li>Ability to establish and maintain effective working relationships with subordinates, supervisors, municipal officials, contractors and consultants and the general public. </li><li>Ability to express oneself clearly and concisely, orally and writing. </li></ul> <p>Education and Experience</p> <ul> <li>Bachelor's degree in a related field </li><li>Five years of experience in public works field. </li><li>Additional experience may be substituted for some of the education requirements depending on the type and nature of that experience. </li></ul>
