Our work includes: </p> <ul> <li> <p>Increasing and preserving Colorado's inventory of affordable housing. </p> </li><li> <p>Managing rental assistance vouchers.</p> </li><li> <p>Creating and supporting collaborative approaches to end homelessness.</p> </li><li> <p>Regulating mobile home parks and the construction and installation of factory-built structures.</p> </li></ul> <p>For more information visit the Division of Housing. </p> <p>Office of Housing Finance and Sustainability (OHFS)</p> <p>Under the mission of DOLA, the Division of Housing Office of Housing Finance and Sustainability, exists to provide safe, decent and affordable housing to low and moderate income residents of Colorado by working with public and private housing developers, housing organizations and local governments to develop, rehabilitate, and provide down payment and rental assistance to new and/or existing housing.</p> <p>Position Summary</p> <p>The Housing Asset Manager Team Lead exists to provide oversight of contract management and compliance monitoring for Asset Managers in the Office of Housing Finance and Sustainability. It also is charged with carrying out the Colorado Division of Housing mission mentioned above by analyzing, negotiating, advising, training, monitoring and managing a portfolio of projects receiving financial assistance from a variety of federal and state funding resources. These include: Housing Development Grant, Housing Development Loan Fund, Colorado Housing Investment Fund, and Proposition 123, and others. This position carries out the work unit mission in assigned funding source and activity specialization. </p> <p>Job Duties</p> <p>Specific duties include but are not limited to:</p> <p>Contract Management and Monitoring</p> <p>Provides leadership to compliance team members with regard to long-term compliance monitoring, as described below.</p> <ul> <li> <p>Develops and plans on-site monitoring reviews to detect agency violations and failures in state and federal contract compliance by sampling contractor documents and the as-built project. </p> </li><li> <p>Evaluates contractor performance with regard to goals established in the legal documents. </p> </li><li> <p>Analyzes and tests contractor financial control and management systems to determine internal control and compliance with HUD, Treasury, single audit OMB requirements. </p> </li><li> <p>Writes monitoring compliance letters; reviews contractor monitoring reply to ensure state and federal compliance with required federal and state regulations. </p> </li><li> <p>Reviews the contract file following Housing Development Specialist handoff, and ensures that the contract file is complete, accurate, and all submissions required prior to contract meet DOH and HUD standards. </p> </li><li> <p>Follows up with Housing Development Specialist and/or grantee/borrower when documents are missing or of insufficient quality. </p> </li><li> <p>Reviews the contract and Use Covenant which includes award amount, funding sources, applicable federal and state statutes/regulations, and other performance requirements; and the loan documents when state and federal dollars are loaned. </p> </li><li> <p>Ensures compliance with all contractual requirements throughout the term of the contract and Period of Affordability. </p> </li><li> <p>Ensures documents are properly recorded and initiates action to replace erroneous or incomplete documents when necessary. </p> </li></ul> <p>Technical Assistance</p> <ul> <li> <p>Advises, guides, trains, evaluates, interprets, and provides technical assistance to state contractors (non-profits, for profits, property management companies, and local governments) in using state and federal funding resources, data collection, housing needs assessments, and general operation of affordable housing projects. These can include new construction, rental assistance, down payment assistance, and rehabilitation of owner occupied housing and existing rental housing projects. </p> </li><li> <p>Provides assistance via email, phone, virtual platform, or face-to-face meetings. Travels statewide to provide on-site technical assistance and training.</p> </li><li> <p>Provides technical assistance to grantee/borrower to ensure required documents meet standards (e.g. The Affirmative Fair Housing Marketing Plan must use demographic data to identify the population least likely to apply and describe strategies to conduct outreach to these populations. Also must contain strategies to market accessible units to persons with disabilities. </p> </li><li> <p>The Asset Manager provides affirmative marketing expertise to ensure grantees/borrowers can develop and implement compliant plans.) </p> </li><li> <p>As part of these responsibilities, the position develops, writes and produces policies and procedures to address the information needs of state contractors, landlords, community officials, program beneficiaries, and DOH staff. </p> </li><li> <p>Conducts statewide training on federal and state regulatory compliance.</p> </li></ul> <p>Internal Feedback</p> <ul> <li> <p>Participates in DOH Office of Housing Finance and Sustainability (OHFS) meetings with state wide responsibility for analyzing applications for federal and state funding and applicant capacity. </p> </li><li> <p>Advises other OHFS members on interpretation of federal and state regulations, past performance of applicants, and background on existing projects. </p> </li><li> <p>Apprises Director of funding recommendations.</p> </li></ul> <p>On-site Inspections</p> <ul> <li>Conducts quality control, health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS), HUD Uniform Physical Condition Standards (UPCS), and the National Standards for the Physical Inspection of Real Estate (NSPIRE). These inspections include testing of mechanical systems, sanitary conditions and building components. Based upon the monitoring findings, writes monitoring compliance letter with regards to state and federal requirements and requests that the contractor remedy the housing quality issues. </li></ul> <p>Staff Authority Duties</p> <ul> <li>Provides quality assurance and oversight to Asset Managers on the most complicated or sensitive issues in monitoring and closeouts.
