<p>Position Objective: The Labor and Employee Relations (LER) Specialist will provide expert consultation and operational support to the United States Capitol Police (USCP) Office of Human Resources (OHR) in all areas of labor and employee relations. Working closely with the LER Manager, team leaders, and HR specialists, this role will deliver guidance, analysis, and recommendations to address a broad range of LER matters, ensuring compliance with federal regulations and alignment with USCP's mission, culture, and current trends.</p> <p>Duties and Responsibilities:</p> <ul> <li>Consult with USCP LER Manager, team leaders, and HR specialists to initiate and support labor and employee relations activities. </li><li>Advise and assist in all aspects of LER, including employee relations, labor relations, leave management, workplace flexibility, worker's compensation, and employee benefits. </li><li>Provide guidance on best courses of action for LER issues, considering organizational culture, trends, and relevant factors. </li><li>Interpret and apply federal laws and regulations, including FLSA, FMLA, and ADA, to ensure compliance and inform decision-making. </li><li>Address and resolve complex employee relations cases, grievances, disciplinary actions, and workplace disputes. </li><li>Prepare reports, recommendations, and documentation to support LER initiatives and ensure accurate record-keeping. </li><li>Support the development and delivery of training, tools, and guidance on LER topics for managers and employees. </li><li>Contribute to policy and process improvement initiatives within the OHR. </li></ul> <p>Qualifications</p> <p>Basic Qualifications</p> <ul> <li>Bachelor's degree in business administration, Labor Relations, Human Resources Management, or a closely related field. </li><li>Minimum of five (5) years of progressively responsible experience in employee relations, labor relations, leave management, workplace flexibilities, worker's compensation, and employee benefits. </li><li>Demonstrated knowledge in the interpretation and application of FLSA, FMLA, and ADA. </li><li>Experience advising management and staff on LER issues in a complex organizational environment. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Experience supporting federal law enforcement or public safety organizations. </li><li>Familiarity with federal HRIS and case management systems. </li><li>Strong analytical, problem-solving, and decision-making abilities. </li><li>Excellent written and verbal communication skills. </li><li>Ability to work collaboratively with diverse stakeholders. </li><li>High level of professionalism, discretion, and confidentiality. </li><li>Demonstrated ability to adapt to changing priorities and organizational needs. </li><li>This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required by this position. </li></ul> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
